The mission of the Business & Job Development (Type A) and B Corporations is to
promote and enhance the City of Corpus Christi's economic base by supporting
projects and programs that create primary jobs, improve small business and affordable
housing opportunities, and improve infrastructure in our City.
A. President Lee Trujillo to call the meeting to order.
President Lee Trujillo called the meeting to order at 1:42 p.m.
B. CaII Roll:
Assistant City Secretary Ruth Bocchino called the roll and verified that a quorum of the
Board was present to conduct the meeting.
Present: 7 - Board Member Scott Harris, Board Member Leah Pagan Olivarri, Secretary Diana
Summers, Vice -President Robert Tamez, President Lee Trujillo, Board Member John
Valls and Board Member Alan Wilson
C. PUBLIC COMMENT:
President Trujillo referred to Public Comment. There were no comments from the public.
D. MINUTES / EXCUSE ABSENCES:
1. 22-0246 Approval of Minutes of the Type A Board January 10, 2022 Regular Meeting.
President Trujillo referred to Item 1. Mr. Valls made a motion to approve the minutes as
presented, seconded by Mr. Tamez, and passed unanimously.
E. FINANCIAL REPORT:

President Trujillo referred to Item 2. Director of Finance Heather Hurlbert presented the

financial reports as of January 31, 2022.
Board Members and Ms. Hurlbert discussed the following items: itemizing the
year-to-date expenditures report; including the year when a project was budgeted on the
report; piers expenditure included the design and engineering cost; pier project
completion time frame; whether the flood wall upgrades will be included in the budget;
possibly deeding land to the Port for improvements and whether the Type A fund balance
could be transferred to Type B.
F. CLOSED SESSION ITEMS: None
G. AGENDA ITEMS:
3. 22-0518 Motion authorizing allocation of additional funds in an amount not to exceed $ 374,200
from Type A Business and Jobs Development Fund for Whataburger Field
improvements to increase the total from $701,800 to $1,076,000 and amendment of
the FY 2021-2022 operating budget by appropriating $374,200 from the fund balance
in Fund 1140.
President Trujillo referred to Item 3, a motion to allocate additional funds for Whataburger
Field Improvements.
General Manager Brady Ballard gave a brief summary of the improvements and thanked
the board for their contributions to Whataburger Field
Board Members and Mr. Ballard discussed the following topics: whether there is a cost to
Corpus Christi Independent School District (CCISD) for high school games and having a
tour of the field.
Mr. Valls made a motion approving Item 3, seconded by Mr. Tamez and passed
unanimously.
4. 22-0545 Motion to approve an amendment to extend the project completion date for an
Affordable Housing Reimbursement Agreement with FishPond Living at Corpus
Christi LP to provide a one-year extension from January 27, 2022, to January 27,
2023.
President Trujillo referred to Item 4, a motion to approve an amendment to extend the
project completion date for FishPond Living.
Board Members and Mr. Almaguer discussed the following topics: reasons for the
extension and touring the job site.
Mr. Valls made a motion approving Item 3, seconded by Mr. Tamez and passed
unanimously.

H. PRESENTATION ITEMS: None
I. EXECUTIVE DIRECTOR COMMENTS:
President Trujillo referred to Executive Director comments. Chief Financial Officer
Constance Sanchez identified the following future items: briefing on the Water Garden
and Art Museum Flood Wall Projects.
Board Members asked for an update on the improvements for the American Bank Center
and the Marina.
J. ADJOURNMENT
There being no further business, President Trujillo adjourned the meeting at 2:05 p.m.
This meeting may be held via videoconference call pursuant to Texas Government Code § 551.127. If this meeting is held via
videoconference call or other remote method of meeting, then a member of this governmental body presiding over this
meeting will be physically present at the location of this meeting unless this meeting is held pursuant to Texas Government
Code § 551.125 due to an emergency or other public necessity pursuant to Texas Government Code § 551.045.
