Call To Order Chair Terry Palmer called the meeting to order at 5:32 p.m. B. Roll Call Present: 5- Chair Terry A. Palmer,Jyoti Patel, Larisa A. Ford,Vice Chair Meredith Darden, and Scott Lawson Excused: 4- Philippe Tissot, Harrison A. McNeil, Robert Hyatt, and Ruben Macias C. Public Comment Cliff Schlabach, speaking as the public, wanted to compliment Beach Operations on the good work they are doing. D. Approval of Minutes and Action on Absences 1. 22-0581 Adoption of Minutes Minutes from the March 3, 2022 meeting were distributed for review. Terry commented that he should not have been marked absent because he was online for the meeting. With that change made to the minutes, Jyoti made a motion to accept the minutes as amended, Larisa seconded, unanimously approved. Motion passed. Committee Reports City of Corpus Christi Page 1 Printed on 5/6/2022 Watershore and Beach Advisory Meeting Minutes -Final April 7,2022 Committee 2. 22-0587 PRAC Report - Howard Schauer Howard reported that there was a pre-construction meeting for the Gulf Beach Equipment storage facility on March 31st. They plan to start construction in mid April. Howard did state that he is pushing the monitoring of the channel and the erosion issue with the water side parks. 3. 22-0588 ISAC Report Terry did not attend the meeting but had Martha send out the minutes to the last meeting and the agenda for this month. There was some discussion about Packery Channel but not much else that was directly relevant to WBAC in the minutes. 4. 22-0589 BMAC Report Cliff reported that this was his first meeting to chair and there were 4 permits presented. One was with the County and repairs requested for the boardwalk behind the pavilion, this was approved. One for Mustang Island Estates; this was denied because of the location wanted for a home. Island Park Estates, located behind Beach Operations, that was approved. The lot was situated correctly according to the guidelines. The last one was at LaConcha. The meeting went very well. F. Staff Reports 5. 22-0590 Staff Liaison Report Darren reported that Spring Break went well. Yesterday the lifeguards were able to pull a visitor from a rip. The City had a job fair and beach operations and rescue participated, there were about 17 people interested in life guarding. These people will have swim test next, to see if they can move to the next step. Darren is still waiting on the beach management permit to move "Mt. Zahn". The current lifeguard platforms on the Gulf beaches are still in good condition. The General Land Office will be re-nourishing North Beach before summer but it has not happened yet. There was a small area that was re-nourished at McGee Beach. G. Unfinished Business; None H. New Business for Discussion and Possible Action 6. 22-0619 Parks Master Plan Update Dante Gonzalez introduced the new Director of Parks and Recreation; Robert Dodd. Dante gave a presentation of the new Master Plan for the parks, a vision or goal for the parks. The plan starts with looking at all the current conditions in the parks. The plan was divided up into 5 "chapters" or areas to be looked at. The initial plans was started in 2019 but like everything else, Covid came around and it stalled until 2021. The parks City of Corpus Christi Page 2 Printed on 5/6/2022 Watershore and Beach Advisory Meeting Minutes -Final April 7,2022 Committee were looked at and rated based on the existing amenities and current conditions. Dante explained that they also looked at every baseball field. Meredith agreed, the City needs the potential for more sporting events and tournaments. Dante spoke of the operational side of this plan and the need to keep the parks up, the maintenance of the parks. He also spoke of the locations of new parks and wanting them to be accessible to local neighborhoods. The City used surveys to know what was wanted in various parks. One of the biggest items, wanted by the community was walking and biking trails. The plans has 4 goals, the main one being that park system has growth and access. Others include investment in the parks, recreational programs and administration and operations. Dante went into these area in depth. 7. 22®0364 Plans for Gulf Beach and Packery Channel monitoring/beach management by City staff There was not an update available for this item. 8. 22®0582 Ultra Lights There was an ultra light aircraft/powered powerchute pilot that was causing problems but Darren spoke with him and he has stopped. There are others flying ultra light aircraft but they are following the rules. 9. 22®0583 Bay Front Dog Stations Cliff had requests from the Surfrider Foundation to have some more of these installed in the parks. Howard reported that some additional stations had been installed at Swanter Park. 10. 22®0584 Floating Debris "Skimmers" on the Bay Front This was covered in the Storm Water presentation. 11. 22®0585 Storm Water Gabriel Hinojosa, assistant director of Public Works was in attendance and gave the committee a presentation and a handout. The handout was about a CIP project that Stormwater has currently going on. The main focus of this project is to retrieve as much floatable debris as possible before it hits the Bay. The test area is Cole Park to the American Bank Center, there are about 47 outlets that discharge into the Bay within this area. Gabriel spoke about 8 of the major outlets and what devices would be used in those outlets. The devices being tested are: A trash rack, a hydrodynamic separator, a baffle box and a containment boom. Over the next 3 years these devices will be used at a cost of about 1.7 million at the eight locations. The hope is that construction could start this summer on 3 of these sites. Adjournment As there was no further business the meeting adjourned at 6:49 pm. This meeting may be held via videoconference call pursuant to Texas Government Code § 551.127. If this meeting is held via videoconference call or other remote method of meeting, then a member of this governmental body presiding over this meeting will be physically present at the location of this meeting unless this meeting is held pursuant to Texas Government Code § 551.125 due to an emergency or other public necessity pursuant to Texas Government Code § 551.045.
