Upon request, this information can be available in larger print and/or in electronic format. A. Call To Order Chairman Bell called the meeting to order at 5:30 p.m. B. Roll Call Present: 7- Chair Richard E. Bell,Vice Chair Charles Pendlyshok, Don Dunlap, Curt Broomfield, John Wood, John Murray, and Marcus Veazey Excused: 2- Alyssa M. Barrera, and Robert Kelley C. Public Comment Anthony Gallo and Brian Zampini, owners of Nauticool Adventures expressed interest in bringing water sport rentals, specifically parasailing, to the Marina. Mr. Gallo and Mr. Zampini will return to the May meeting with a proposal for the board. D. Approval of Minutes and Action on Absences 1. 22-0620 Minutes for the March 7, 2022 Regular meeting Attachments: MACminsMar22.pdf The motion to approve the minutes was made by Mr. Broomfield, the minutes were approved. E. Committee Reports, None F. Director Report 2. 22-0627 Year to date expenditure and revenue reports, monthly occupancy report Attachments: Directors Report 40422.pdf Mr. Atwood advised the dry storage construction is delayed due to delivery of materials. Construction materials include coated galvanized chain link for cost effectiveness. The plan is to move the dry storage area 1 Oft forward, replace the front, then the sides, and finally the back. An open walkway behind the storage will be available. IT is ordering WiFi equipment and looking at different access points. Due to long lead times for materials IT is looking at different options using CISCO equipment. Unfinished Business, None 3. 22-0626 Capital Improvement Projects Mr. Atwood reported we are still waiting on the permit from the Corps of Engineers. Per Urban Engineering the Corps had a change in management, thus a delay in the permit. The Peoples Street boardwalk design proposal is in the process of being finalized. We asked for best estimate for life expectancy and 30% design for wooden structure - rebuilding on the current pilings or redoing the entire structure with concrete. The firm will do a detailed inspection of the existing pilings. The Coopers Alley and haul out facility projects are waiting for design firm selection. Mr. Atwood let Engineering know that he would like firm selection complete before summer. Despite several weather delays contractors are making progress with the McGee Beach project. The dredging and concrete walkway are complete and they are currently placing rock. 4. 22-0622 Budget Mr. Atwood sent out a list of proposed slip rates. The last rate increase was in 2017 and with the current economy it is passed time for an increase. We are the cheapest marina with floating docks in the area. The proposed rate is $9.00 per foot for most piers, Morf pier proposed rate is $8.00 per foot. Mr. Dunlap inquired about the increase percentage, Mr. Atwood advised approximately 16%. Mr. Bell suggested a 16% increase across the board with an annual rate increase; if the increase is higher than 17% it's higher than the inflation rate. Mr. Broomfield made a motion to adopt the proposed rates as they are, Mr. Murray seconded. Mr. Bell called for any discussion. Mr. Dunlap asked what kind of boaters the marina is trying to attract and how will the price increase affect that. Mr. Atwood would like a balance between local and out of town boaters. Assistant City Manager, Andrea Gardner, suggested using software that takes into account operating costs and capital improvement costs to calculate rates. A roll call vote was conducted with everyone but Mr. Broomfield opposed. The motion did not carry. Mr. Bell moved to table the discussion and any motions until the May meeting. Mr. Atwood distributed the City's budget calendar. Mr. Dunlap inquired if there are any staffing changes that would impact the budget. Mr. Atwood advised he's attempting to raise two of the lower level positions which will require salary increases. The salary savings from the vacant positions this year will help cover those increases. Aye: 1 - Curt Broomfield Nay: 5- Richard E. Barrera,and Robert Kelley Abstained: 0 5. 22-0623 Contractor and Tenant Rules and Regulations Mr. Bell recommended adding Section E, a vessel owner allowing the marina superintendent to inspect their vessel would satisfy the requirement in Section C of live aboard tenants needing to have an official inspection by a marine surveyor. With this change Mr. Murray made a motion to accept the rules and regulations packet, Mr. Veazey seconded. The motion passed unanimously. Aye: 7- Richard E. Barrera, and Robert Kelley Abstained: 0 6. 22-0624 Fishing Signage Mr. Atwood advised marina staff has been stationed at the start line of the Wednesday night races letting fishermen know to reel in their lines. Mr. Bell recommended putting a sign at the L-head and the Wednesday night race start line. 7. 22-0625 Marina District Assignment Mr. Dunlap advised he was approached by a member of the League of Women Voters who requested the board suggest to City Council the marina be included in District 2. Mr. Bell said the request is moot due to City Council having already voted on rezoning. H. New Business for Discussion and Possible Action I. Future Agenda Items Agenda items for the next meeting are Capital Improvement Projects, Budget, Marina Master Plan, Marina Office Building, and Presentation from owners of Nauticool Adventures J.
