A. Call To Order
Chairperson Alissa Mejia called the meeting to order at 5:30 p.m.

D. Approval of Minutes and Action on Absences
22-0252 Approval of January 12, 2022 Regular Meeting minutes
Howard Schauer motioned to approve the January 12, 2022 Regular Meeting minutes.
Robert McNabney seconded the motion and the motion was approved unanimously.
E. Police Department Report

Committee
Lt. Kody Harrison provided the Police Department report.
- Discussed issues at Glen Arbor Park, Cesar Chavez Park, and Water's Edge Park,
including increased traffic, individuals not following park rules, possible removal of
amenities not being utilized properly, tree trimming, and overnight parking.
- Police Explorers would like to repair the monument at Dilworth Park.
F. Parks and Recreation Maser Plan Presentation
22-0256 PRMP Presentation by HALFF Associates, Inc.
HALFF Associates, Inc. provided the Parks & Recreation Master Plan presentation.
-Will have 5 chapters total, 4 of which have been provided to the City. They plan to have
a full draft to provide to PRAC within the next couple of months.
- Provided information and procedures of the Parks & Recreation Master Plan.
-Alissa stated that in the 2012 Master Plan, people overwhelmingly indicated they would
like more hike & bike trails, however, there have been very few changes or additions over
the past 10 years, even with the ConnectCC program, and there hasn't been a discussion
on whether a plan currently exists for hike & bike trails. Questioned what needs to happen
to see improvements. HALFF members stated that they will certainly continue to promote
hike & bike trail development and improvements. Indicated that they will look to MPO's
bike mobility plan to draw ideas from.
- PRAC members indicated eagerness to advocate for trail systems City-wide. MPO's
bike mobility plan has identified some corridors recommended for development.
- Dante Gonzalez indicated that this approach is multi-faceted. While Parks and
Recreation has been developing more trails in parks systems, additional trails and
connectivity outside of parks involve Planning and Public Works. Connections outside
park boundaries may be recreational, but are also mobility related and would need to be
part of the scope of work. These projects also have large time frames, frequently years in
the making.

22-0259 TC Ayers Quarterly Update
Budget Season / Budget Allocation
Dante Gonzalez provided information for the TC Ayers Quarterly Update.
- Parks & Recreation met with TxDOT. The new Harbor Bridge is still a couple of years
out until completion, which has caused the TC Ayers Park project to still be in the design
phase. TC Ayers Park has not received any changes to date.
-The design will be shared with PRAC via email.
- Shared preliminary stages of budget allocation. Suggested that PRAC could split its
members to assess various parts of the City and report findings to Parks and Recreation
along with suggestions for possible budget initiatives. Discussed timeline and strategies
for PRAC to do research and suggested PRAC form work groups to help facilitate
research and discuss findings for topics such as trails and connectivity. Dante indicated
he would be open to more WebEx meetings to discuss project status and feasibility.
-ACM Andrea Gardner had discussion with the committee members and Parks &
Recreation staff regarding procedures on current and future plans and how they are
decided on and implemented. Alissa questioned what the best approach to providing
advocacy would be. Andrea suggested that PRAC first determine its priorities, then
begin advocating for those projects. Andrea indicated she would look into the budget and
suggested PRAC attend additional workshop meetings to discuss her findings together.
Andrea indicated it would be good to coordinate development of the budget with PRAC.
-Alissa stated she would email committee members to gauge interest areas and
coordinate research.
I. Committee Liaison Reports
22-0263 Twila Stevens, Liaison - Island Strategic Action Committee
Howard Schauer, Liaison -Watershore & Beach Advisory Committee
Jacob Dryden, Liaison - Bayfront Area Development Plan
Twila Stevens:
- Had two ISAC meetings since last PRAC meeting.
- Plans are in place to repair volleyball area at Billish Park including flooding and sand
issues in the court area. ISAC is requesting reorientation of the volleyball court during
repair process. New mile markers are being placed along the beach area. Sand is being
removed from the Windward parking lots. There are plans to use stockpiled sand to
repair the beach. The Douden Park shade structure will be installed soon. Spring Break
preparation is ongoing. Discussion was had regarding Bond 2022 desires and requests.
Specific requests include installation of more sidewalks, and bike and golf cart paths to
be installed. Installation of tennis courts, pickleball courts, and a soccer field was also
discussed.

Committee
- Sand bur control was discussed. A project to replace 40 total mile marker poles is in
place. Lifeguards are receiving jet ski training. There will be 15 lifeguards provided for
Spring Break. The dog park at end of Whitecap needs assistance with getting water and
dealing with high grass issues.
Howard Schauer:
- Issue with no dog stations installed at Swantner and Poenisch Parks.
- Issue with the erosion on bayfront parks.
- Request to partner with WBAC to monitor Packery Channel for changing water currents
and storm events.
Jacob Dryden:
- No report provided.

Dante Gonzalez spoke to Parks & Recreation Department updates earlier in the
meeting.
