Upon request, this information can be available in larger print and/or in electronic format. A. Call To Order Chairperson Alissa Mejia called the meeting to order at 5:30 p.m. B. Roll Call Chairperson Alissa Mejia performed roll call. Present: Alissa Mejia, Twila Stevens, Jacob Dryden, Linda Lindsey, Florence East, Hannah Husby, Amy McCoy, Howard Schauer, Christopher Ardueser, Thomas Cronnon Absent: Robert McNabney C. Public Comment Public comment was provided by Jay Gardner. D. Approval of Minutes and Action on Absences 22-0450 Approval of February 9, 2022 Regular Meeting minutes Hannah Husby motioned to approve the minutes from the February 9, 2022 PRAC Regular Meeting. Howard Schauer seconded the motion and the minutes were approved unanimously. E. Police Report Captain Ed Shannon provided a brief report on the status of various parks. Unfinished Business for Discussion and Possible Action 22-0461 - Draft FY22 Bond Presentation - Parks and Recreation Master Plan Discussion - Subcommittees Draft FY22 Bond Presentation: The FY22 Bond is still in draft format. Internal reviews are still being performed. Budget numbers are not available yet, but will be in the future. The FY22 Bond program is too far underway to include PRAC input this year. However, PRAC input can be included in the budget. Parks and Recreation Master Plan: Chapter 5 is not available yet. Little feedback has been provided on Chapters 1-4. The Bill Witt Master Plan is separate but will be on the same schedule as the 10-Year Master Plan. HALFF Associates, Inc. developed the previous 10-Year Master Plan and is also creating the current one. A member suggested that future master plans be created every 5 years instead of 10. PRAC members want to see more big expenditure items presented during regular meetings prior to Council presentation. Subcommittees: Thomas Cronnon volunteered for a connectivity and accessibility subcommittee. The MPO plan was mentioned as an existing connectivity and accessibility plan and was suggested to be reviewed in a future PRAC meeting. G. New Business for Discussion and Possible Action 22-0465 - Island Dog Park Presentation Island Dog Park Presentation —Jan Rankin, Chairperson of Padre Island Dog Park Committee: The Island Dog Park Committee has a permanent location for the Riley P. Dog Park and is requesting assistance with water access, mowing, and general expertise on running a dog park from Parks and Recreation. They also want to be re-enrolled in the adopt-a-park program. H. Committee Liaison Reports 22-0454 Twila Stevens, Liaison - Island Strategic Action Committee Howard Schauer, Liaison -Watershore & Beach Advisory Committee Jacob Dryden, Liaison - Bayfront Area Development Plan Island Strategic Action Committee (ISAC): Preparations for Spring Break have begun. The Island is in need of additional lifeguards. Alissa Mejia met with the ISAC chairperson and discussed future collaboration. The Rotary Club was disbanded and the Island Gardeners are now maintaining the gazebo area. The City has finished placing mile markers. The Beach Operations maintenance facility installation is scheduled for March. City of Corpus Christi Page 2 Printed on 5/24/2022 Parks and Recreation Advisory Meeting Minutes March 9,2022 Committee Watershore & Beach Advisory Committee (WRAC): WBAC was appreciative of the dog stations that were recently installed. Assessments were performed recently and will be provided soon. They are requesting that the monitoring of Packery Channel and beach erosion to be a priority. Bayfront Area Development Plan (BADP): Jacob has not been contacted yet and has no report to provide. I. Director/Assistant Director Reports 22-0457 Dante Gonzalez, Interim Director - Parks & Recreation Department Update / Upcoming Council Items Parks & Recreation Department Update / Upcoming Council Items: Stay, Fun, Fit is still occurring every Saturday. The West Haven Splash Pad Groundbreaking event was rescheduled. March 11 —Spring Break Fun Kits. March 19— Heart Your Park. March 14-18—Spring Break Camp and Spring Break Vacation Station. Upcoming Council items include the Cole Park Pier Curfew Ordinance, Restrooms & Parking at North Beach, and Community Enrichment Fund changes. It was requested that the Finance Department present the CEF changes to PRAC. J. Identify items to be placed on the April 13, 2022 agenda - Move Director Report to beginning of each meeting - Creation of a Financial Report K. Adjournment Howard Schauer motioned to adjourn the meeting. Hannah seconded the motion and the motion was approved unanimously. The meeting was adjourned at 7:11 p.m. This meeting may be held via videoconference call pursuant to Texas Government Code § 551.127. If this meeting is held via videoconference call or other remote method of meeting, then a member of this governmental body presiding over this meeting will be physically present at the location of this meeting unless this meeting is held pursuant to Texas Government Code § 551.125 due to an emergency or other public necessity pursuant to Texas Government Code § 551.045.
