Parks and Recreation Advisory Committee

Regular Meeting

A. Call To Order
Chairperson Alissa Mejia called the meeting to order at 5:30 PM.
B. Roll Call
Chairperson Alissa Mejia performed roll call.
Present: Twila Stevens, Florence East, Hannah Husby, Howard Schauer, Christopher
Ardueser, Robert McNabney, Linda Lindsey, Alissa Mejia
Absent: Jacob Dryden, Amy McCoy, Thomas Cronnon
C. Public Comment
No public comment was provided.
D. Approval of Minutes and Action on Absences
Vice-Chairperson Twila Stevens motioned to approve the March 9, 2022 regular meeting
minutes. Motion was seconded by Florence East. Motion was approved unanimously.
E. Police Report
Lt. Kody Harrison provided updates for the Police Report via email.
In particular, South Bluff Park has experienced significant issues with homeless
individuals and is heavily littered, currently. Lt. Harrison provided pictures indicating the

severity of the littering.
F. Director/Assistant Director Reports
Upcoming Events:
Had Easter Egg Hunt on 4/9, Labonte Park Camping will be from 4/15 - 4/17, Heart your
Park is at Doddridge Park on 4/23. Buc Days upcoming.
Upcoming City Council Items:
4/19/22 agenda - No items
4/26/22 agenda - Purchase and Installation of Trees for City Parks, Hotel Occupancy Tax
Fund Agreements, Interlocal Agreement for Lifeguard Services, and Additional Funding
for Community Youth Development Grant.
G. Unfinished Business for Discussion and Possible Action
CEF Audit Update:
Chairperson Alissa Mejia indicated that Parks and Recreation staff provided an update
during the March regular meeting that indicated the funds had been spent properly and
that Councilmember Gil Hernandez had indicated that funds were not spent properly. The
information had not been updated online before the April regular meeting, so
Chairperson Alissa Mejia requested an update for this meeting. City Auditor Kimberly
Houston provided a presentation for the Community Enrichment Fund audit to PRAC.
Bicycle-Pedestrian Connectivity Subcommittee:
Established a subcommittee for bicycle-pedestrian connectivity with Chairperson Alissa
Mejia, Vice-Chairperson Twila Stevens, and Thomas Cronnon.
H. New Business for Discussion and Possible Action
PRMP Chapter 5:
HALFF Associates, Inc. provided PRAC with an update to the Parks and Recreation
Master Plan. They presented Chapter 5 of the Plan and then reviewed the entirety of the
Plan which was scheduled to be presented to City Council on April 26, 2022. Robert
McNabney motioned to approve the Parks and Recreation Master Plan as presented.
Florence East seconded the motion. The motion was approved unanimously.
Bill Witt Master Plan:
HALFF Associates, Inc. provided PRAC with an update for the Bill Witt Master Plan and
discussed the overall goals and methods for achieving them.
Financial Report:
Item was not discussed. Dante will send Parks and Recreation budget information via
email.

Island Strategic Action Committee -Twila Stevens:
Discussed Riley P. Dog Park with ISAC. One member indicated pavement would be very
beneficial. Councilmember Greg Smith is helping them start that project. They have
received the TCEQ permit with help from Kevin Johnson. Pipe installation to allow for
running water will cost $40,000. People have been complaining about new golf cart and
ATV rules, so they created a subcommittee for it. ATV owners do not have limiters on
their ATVs, but individuals that are renting out ATVs must install a limiter that reduces
maximum speed to 25 mph. It was determined that Parks and Recreation cannot assist
with the $40,000 cost for pipe installation at Riley P. Dog Park as that land is owned by
the Water Department. The agreement also has language which indicates the lessees
knew and understood that the land being rented did not have running water and the
lessees would pay for running water if desired. Any amendments to that agreement need
to be approved by City Council and presented by the Water Department. Additionally,
that land is not a park. The name of the lessees, Riley Dog Park, Inc., became
associated with that land as a park. However, it is not dedicated parkland as deed
restrictions do not allow it to be one.
Watershore & Beach Advisory Committee - Howard Schauer:
Recommendation coming from Surf Riders regarding dog stations at Bayfront parks.
They are scattered too far out and do not induce proper pet clean up. Corpus Christi
water quality improvement efforts have been advancing. There are 9 outfalls and around
1000 storm inlets from along Bayfront over around 1000 acres. There are plans to install
glass enclosures over some of the baffle boxes to use as an educational tool. Specific
areas include Blucher Park, Water's Edge Park, and Cole Park Pier.
Bayfront Area Development Plan - Jacob Dryden:
No update.
J. Identify Items for May 11, 2022 Agenda
- Members requested a follow-up on Police Report for South Bluff Park via email.
- Parks and Recreation Advisory Committee Strategic Plan
- Financial Report
K. Adjournment
Robert McNabney motioned to adjourn the meeting. Howard Schauer seconded the
motion. The motion was approved unanimously.
