Chairperson Alissa Mejia performed roll call. Present: Alissa Mejia, Florence East, Howard Schauer, Amy McCoy, Robert McNabney, Christopher Ardueser, Thomas Cronnon, Linda Lindsey, Twila Stevens, Jacob Dryden Absent: Hannah Husby Public CommentC. No public comment was provided. Approval of Minutes and Action on AbsencesD. Robert McNabney motioned for approval of the April 13, 2022 regular meeting minutes. Motion was seconded by Linda Lindsey. Motion was approved unanimously. Police ReportE. Lt. Kody Harrison provided the Police Report. Briefly discussed the latest updates for City parks. Discussed preparedness for Memorial Day weekend and the upcoming Beach to Bay event. Provided an update on South Fork Park and the quick response provided by CCPD and the Parks and Recreation Department. Educational Topic Dr. Larisa Ford presented the Flour Bluff Citizens Council Parkland Improvements. Briefly discussed the latest projects for parkland improvements in Flour Bluff which the Flour Bluff Citizens Council is involved with. PRAC members responded positively to the projects that were presented. Florence East expressed disapproval of the railroad trestle project and stated she would monitor progress on the project. Director / Assistant Director ReportsF. Dante Gonzalez provided the Director's Report. Parks and Recreation Department Update: Summer 2022 youth basketball league and high school varsity basketball league, Safe, Fun, Fit every Saturday, Big Bang event on June 18, and ribbon cutting for Dimmitt Pier on May 13. City Council: WellMed 5-Year Agreement on May 24, 10-Year Parks, Recreation, and Open Space Master Plan to Planning Commission on May 18 and to City Council on June 14, Security Guard Service for Cole Park Pier on June 14, and possible briefing to City Council on final stages of Marina dredging project. Other Updates: Working on final phase to complete enhancements to Bayfront Park, creating a conceptual plan for Sherrill Veterans Memorial Park, and establishing Maximo as a tool for the department. Municode Discussion: Dante presented Division 3. Additional Procedures for Boards/Task Forces/ Ad Hoc Committees to PRAC. Unfinished Business for Discussion and Possible ActionG. Parks and Recreation Advisory Committee Strategic Plan: Discussed the purpose of a SWOT analysis and how to approach creating one. Each member will be tasked with developing an individual SWOT analysis which will be discussed and incorporated collectively in later PRAC meetings. Financial Report: Page 2City of Corpus Christi Printed on 6/27/2022 May 11, 2022Parks and Recreation Advisory Committee Meeting Minutes Email correspondence before the meeting satisfied the Financial Report topic. Members will want to know when they can be involved in the Parks and Recreation budget and Bond 2022. Labonte Park Master Plan & Cole Park Master Plan: Currently working with consultant Levy Dykema to develop the scope of the master plans. Will receive the 30% draft next month which will be discussed with PRAC. Labonte Park will be elongated to 80 acres and will have new campsites, trailer hookups, and a new trail system. These plans are currently only conceptual. The additional acreage added to Labonte Park will upgrade it to regional park status. Bond 2022 Update: Discussed possibilities for Bill Witt projects with Bond 2022 funding. No projects have been established yet. The Bill Witt Master Plan concept will not be presented to Council for approval. Discussed how bond funds are allocated. Key dates for Bond 2022 will be provided to PRAC members. July 26, 2022 will be the briefing to City Council. August 10-22 will be presentation of the ordinance approving Bond 2022 to Council. November 8, 2022 will be the final Bond 2022 election. Before July 26, Bond 2022 will be presented to PRAC. Currently, Bond 2022 is still fluid and changing. Committee Liaison ReportsI. Island Strategic Action Committee: Twila Stevens - Issues with ATVs being operated recklessly and/or by underage drivers at the beach and elsewhere on the Island. A licensing and titling fee system is in place for ATVs and golf carts which will start to be more heavily enforced beginning June 1, 2022. Installation of the beach maintenance facility on Commodore Street has commenced. Riley P. Dog Park will begin to have water delivered to the area free of charge. Committee briefly discussed what types of agreements other cities have entered into with non-profits like the Riley P. Dog Park Group. Watershore and Beach Advisory Committee: Howard Schauer - No report to provide. Bayfront Area Development Plan Jacob Dryden - No report to provide. Bayfront Area Development Committee will have its first meeting next month. Meeting adjourned at 7:25 p.m. This meeting may be held via videoconference call pursuant to Texas Government Code § 551.127. If this meeting is held via videoconference call or other remote method of meeting, then a member of this governmental body presiding over this meeting will be physically present at the location of this meeting unless this meeting is held pursuant to Texas Government Code § 551.125 due to an emergency or other public necessity pursuant to Texas Government Code § 551.045.
