HomeMy WebLinkAboutMinutes Marina Advisory Committee - 02/07/2022Marina Advisory Committee March 2, 2022 MINUTES Regular Meeting Marina Advisory Committee Monday, February 7, 2022 Members Present: Richard Bell, John Murray, Don Dunlap, Alyssa Mason, Robert Kelley, Marcus Veazey, John Wood, Curt Broomfield Members Absent: Charles Pendlyshok Staff Present: Jonathan Atwood, Marina Manager; Andrea Gardner, Assistant City Manager; Leah Hughen, Management Assistant Call to Order: Chairman Bell called the regular meeting of the Marina Advisory Committee to order at 5:34 p.m. Action on Minutes: The motion was made by Mr. Broomfield and seconded by Mr. Dunlap to approve the minutes of the 1/10/22 regular meeting; the motion passed unanimously. Presentations and/or Public Comment: Marina tenants and members of the MORF Association Terri and Duncan Samo were in attendance. Discussion Items and Possible Action Thereto: Contractor and Tenant Rules and Regulations: Mr. Atwood began the discussion with the vessel inspection hand out. Mr. Bell suggested boat owners attain an inspection from the US Coast Guard or US Coast Guard Auxiliary to avoid the marina staff from boarding someone’s boat. Mr. Broomfield recommended including a blanket statement that an incoming boat must meet Texas Parks and Wildlife and US Coast Guard standards. Mr. Wood suggested scaling back on the inspection requirements due to not having enough staff to conduct inspections. Mr. Bell, Mr. Wood, Mr. Murray, and Mr. Broomfield expressed concern about the tone of the rules and regulations. They felt the current tone of the document was aggressive and off putting for potential tenants. Mr. Atwood explained this is a preliminary document and will be edited according to the board’s input. Ms. Mason advised Visit Corpus Christi to have a hand in formatting a welcome packet. The moving of vessels, fueling, insurance requirements, live aboard, and hurricane policies were discussed. General Public Fishing in Marina: Mr. Bell introduced Terri Samo, the captain of the MORF fleet. Ms. Samo explained at the end of December a confrontation between the MORF sailors and fisherman occurred. Shortly after the MORF dock box located near the south end of the Lawrence Street bulkhead was broken into and their supplies were stolen. Ms. Samo advised mid-January after all the supplies were replaced the entire dock box was thrown into the water. Mr. Atwood suggested bolting the dock box to the bulkhead once repairs are finished. Mr. Bell suggested a sign explaining the marina is a navigable water way, no fishing within 100 yards of any docked or moving vessel. Mr. Broomfield firmly opposed this idea, stating the 90 percent good shouldn’t be punished for the 5-10 percent bad. Mr. Bell stated the issue became criminal with the act of the dock box being vandalized. Mr. Atwood advised calling CCPD if future incidents occur between the race committee and fisherman. Ms. Mason proposed the DMD could possibly fund more security cameras throughout the marina. Mr. Kelley suggested moving the dock box 50 yards away from the parking area to appease the fishermen. How Marina and Parks Rules and Regulations Impact Non-Tenants: Mr. Bell questioned how marina rules and regulations can be enforced for the general public. Mr. Atwood searched the City ordinances and found only two park rules that apply to the marina. Curfew and consumption of alcohol, both had Marina Advisory Committee March 2, 2022 exceptions for the T-heads and L-head. Any rule put in place by the marina should be enforced by the marina. Mr. Atwood will communicate with the Parks department now that the marina is a division of the department about how to enforce the rules. Capital Improvement Projects: Mr. Atwood advised Urban Engineering should have the dock project permit within 2 to 3 weeks. Due to the permit delay the estimated start date for the project is July. Mr. Atwood requested construction begin after the J22 World Regatta to avoid having large equipment in the marina during the regatta. A date will be set soon to select the design firm for the Coopers Alley boater’s facility and haul out facility. On Wednesday, February 9th, a design firm will be chosen for the Peoples Street boardwalk project. After selection it will go through the engineering process. The contractor for the McGee Beach project plans to finish the concrete cap on the breakwater this week. Ongoing dredging between the seawall and R, S, T, and U docks is scheduled to finish in the next week. If there is capacity for more dredge material, they will go back and dredge areas of concern. Committee/Staff Reports: n/a Director’s Report: Mr. Atwood reported three termination notices were sent to dry storage tenants with derelict boats and trailers. The tenants are working together to hire a crane and flat bed trailer to remove them from the marina. The quote from Asset Management for the replacement of the dry storage area has doubled due to the cost of materials. Mr. Atwood is working with Asset Management to readjust the scope of the project to be within budget.
