The mission of the Business & Job Development (Type A) and B Corporations is to
promote and enhance the City of Corpus Christi's economic base by supporting
projects and programs that create primary jobs, improve small business and affordable
housing opportunities, and improve infrastructure in our City.
A. President Lee Trujillo to call the meeting to order.
President Lee Trujillo called the meeting to order at 2:33 p.m.
B. Call Roll:
Assistant City Secretary Ruth Bocchino called the roll and verified that a quorum of the
Board was present to conduct the meeting.
Present: 6 - Board Member Scott Harris, Secretary Diana Summers, Vice -President Robert Tamez,
President Lee Trujillo, Board Member John Valls and Board Member Alan Wilson
Absent: 1 - Board Member Leah Pagan Olivarri
C. PUBLIC COMMENT
President Trujillo referred to Public Comment. There were no comments from the public.
D. MINUTES / EXCUSE ABSENCES
1. 22-0904 Approval of Minutes of the Type A Board April 18, 2022 Regular Meeting.
President Trujillo referred to Item 1. Mr. Tamez made a motion to approve the minutes as
presented, seconded by Mr. Valls, and passed unanimously.

3. 22-1068 Harbor East Park Partnership Briefing
President Trujillo referred to Item 3. Assistant City Manager Neiman Young said the
purpose of this item is to present an upcoming funding request to improve the public
space located between the Science and History Museum and the Port of Corpus Christi
office.
Mr. Young presented the following: location for the improvements; Harbor East Project
overview; gateway signage; art walk area; lounge and overlook; board walk overlook;
bulk head's current and future conditions and additional bulk head improvements.
Board Members and Mr. Young discussed the following topics: safety around the
walkways; gateway signage for the Harbor East Project; whether the city agreed to lease
land to the Port; city has no plans to repair the bulk heads on the Port's property; whether
the park will be designed to host live music; and the type of trees that will be planted at
the park.
4. 22-1067 Presentation and discussion on the Proposed FY 22-23 Corpus Christi
Business and Job Development Corporation Budget
President Trujillo referred to Item 4. Director of Management & Budget Eddie Houlihan
said the purpose of this item is to present and discuss the proposed Fiscal Year
2022-2023 Operating Budget.
Mr. Houlihan presented the following budget items: Budgeted Revenues - Seawall;
Proposed Expenses - Seawall; CIP - Seawall Project Budgets and Current Status;
Approved FY2022 CIP - Seawall; Proposed FY2023 CIP - Seawall; Budget Overview -
Seawall; Budget Overview - Seawall Debt Service; Budgeted Revenues - Arena Facility;
Proposed Expenses - Arena Facility; Transfer to Visitors Facilities; Budget Overview -
Arena Facility; Budget Overview - Arena Debt Service; Budgeted Revenues - Business &
Job Development; Proposed Expenses - Business & Job Development; Affordable
Housing; Major Business Incentives; Small Business Projects and Budget Overview -
Business & Job Development
Board Members, Mr. Houlihan and Ms. Hurlbert discussed the following topic: visitor
facility balance was not spent due to COVID and those funds will carry over for the next
fiscal year.

President Trujillo referred to the Executive Director comments. Chief Financial Office
Constance Sanchez stated there were no comments.
J. ADJOURNMENT
There being no further business, President Trujillo adjourned the meeting at 3:28 p.m.
This meeting may be held via videoconference call pursuant to Texas Government Code § 551.127. If this meeting is held via
videoconference call or other remote method of meeting, then a member of this governmental body presiding over this
meeting will be physically present at the location of this meeting unless this meeting is held pursuant to Texas Government
Code § 551.125 due to an emergency or other public necessity pursuant to Texas Government Code § 551.045.
