Watershore and Beach Advisory Committee
Thursday,June 2,2022 5:30 PM Staff Conference Room 1st Floor,City Hall.

A. Call To Order
Chair Terry Palmer called the meeting to order at 5:45 p.m.
B. Roll Call
Present: 9- Chair Terry A. Palmer,Jyoti Patel, Larisa A. Ford,Vice Chair Meredith Darden, Philippe
Tissot, Harrison A. McNeil, Robert Hyatt, Ruben Macias, and Scott Lawson
C. Public Comment
No one from the public, in attendance wanted to speak. Harrison wanted the committee
to know that he had a great experience with a lifeguard and wanted to let this committee
know that the guard was very informed and on top of the job.
D. Approval of Minutes and Action on Absences
1. 22-0996 Approval of the minutes of the Watershore and Beach Advisory Committee May
5, 2022 regular meeting.
The minutes from the May 5, 2022 meeting were distributed for review. Scott made a
motion to accept the minutes as presented, Larisa seconded, Unanimously approved.
Motion passed.
E. Committee Reports
2. 22-0997 PRAC Report - Howard Schauer
Howard reported that the work on the new beach maintenance facility is moving along
well. He also reported that he is working with Ryan on the locations within the parks, for
the dog station placement.

3. 22-0998 ISAC Report
Terry didn't have his notes so he will be emailing the meeting agenda and minutes to the
WBAC members. He did note that most of the meeting was discussion about the golf
carts. He didn't think that there was much to do with our committee.
4. 22-0789 BMAC Report - Cliff Schlabach
Cliff reported that BMAC is working on permit, nothing unusual. What they have been
working on is the rewrite of the management plan, which Cliff says is long overdue. The
GLO requirements and the erosion response plan are 2 major factors involved in
approving or not approving these permits.
F. Staff Reports
5. 22-0999 Staff Liaison Report
Darren reported that Beach Operations picked up 19 tons of trash from the holiday
weekend and during the entire month of May the lifeguards had 2017 contacts and 850
preventables. The biggest surprise was that there were 9 missing kids over the holiday
weekend.
2,878 parking permits were sold amounting to $34,536.
There was a discussion regarding the Beach to Bay event and how it went. There was
public concern over the port-a-potties that fell over during high tides on the evening of/day
after Beach to Bay. Darren said that these port-a-potties had been emptied prior to them
falling over so there was not a health or pollution risk. He also mentioned that Beach to
Bay was responsible for removing the port-a-potties and not the City, even though the
City got some backlash on social media about them.
Lifeguard stands are up and Beach Rescue is only 4 short of having all the positions
filled.
McGee Beach didn't have any rescues but they have lots of first aid issues, Darren plans
to have that beach looked at because there is dangerous materials (possibly concrete,
rebar) below the water surface which is why people are getting injuries.
There is a meeting next week regarding the nourishment of North Beach.

6. 22-0782 Parks and Recreation SWOT
Andrea is no longer with the City and Darren will be collecting the committees
suggestions.
H. New Business for Discussion and Possible Action
7. 22-1019 Philippe Tissot's Report on the Surfrider Meeting

Philippe wanted to report on the Surfrider meeting that he went to that also included
Judge Canales. During Q & A the issue of the portable toilets problem with Beach to Bay
came up and Philippe thought it would have been helpful if Beach Operations, or the City
would have been able to speak about the issue. Darren let him know that Beach
Operations is not to use social media, there is a City person assigned to that role.
Philippe also relayed that the Surfriders would like a guard stand on Bob Hall pier.
Darren told him that the pier belongs to the County not the City. Philippe believes that the
Surfriders need to hear about what been happening on the beach, all the good stuff!
Philippe would be happy to present to the Surfriders, he has the research.
There was discussion about putting some of the numbers (preventable, rescue, contacts)
on social media, Darren will look into putting some of this information on the Beach
Rescue facebook page.
8. 22-0780 Plans for Gulf Beach and Packery Channel monitoring/beach management by
City staff
Terry had left a message for a City official but didn't get a reply. Darren reported on his
conversation with Jeff Edmonds; the Packery Channel will not be surveyed until the
repairs have been completed. The hope is that after the survey, it could be dredged. The
beaches will be surveyed according to the need, Darren will work with others to figure out
the cost of the surveys and probably use TIRZ2 money to fund the work. Nothing will be
happening with the channel until the work has been completed. Meredith wanted to know
if there was a danger of someone getting injured or killed by delaying the channel
monitoring. The risk of having unidentified and unmarked obstacles (e.g., sand bars)
were identified as having such danger. Darren said he suspected that the City would say:
"go out in the channel with the Beach Rescue boat and check it with the depth sounder" if
he voiced any concerns about potential channel hazards. Meredith feels very strongly that
this is an issue that WBAC needs to get more involved in. Terry will work with Meredith
and have something for the next meeting.
