a. Presentation of the City of Corpus Christi's FY 2022 Proposed Annual Operating
Budget and Capital Improvements Program Budget
City Manager Peter Zanoni presented the FY 2023 proposed Annual Operating and
Capital Budget as follows:
FY 2023 proposed budget summary; FY 2023 proposed budget community input
sessions; FY 2023 proposed budget workshops; budget development process; City of

Corpus Christi Economic Outlook; FY 2023 total city budget $1.4 Billion; FY 2023

value growth and rate; general fund reserves and financial rating; City of Corpus Christi
awarded $67.55M; police -25 police officer positions; fire; street maintenance and
reconstruction; 12% increase in streets for FY 2023; funding from 10 different sources;
streets; Ocean Drive and Shoreline Blvd.; $8M downtown Water Street improvements;
light up CC initiative; new gateway signage; industrial/commercial area enhancements;

Council Members and City Manager Zanoni discussed the following topics: request for
admin. support for Council; the status of hiring a health director; staff is working on
implementing a leadership change plan and a business process change; a car allowance
increase is in the proposed budget for Council Members; and a Council Member's
request for a copy of the line item budget for each department.

Mayor Guajardo opened the public comment period.
Zahra Shafiel, 14266 Natal Plum, spoke regarding concerns that staff was providing
misinformation on a zoning case.
Sylvia Campos, 4410 Fir St. and Cliff Schlabach, 122 Whiteley Dr., spoke regarding Item
#13 and alternative water sources.
Carrie Meyer, 4401 Gulfbreeze Blvd., asked that the City move forward with North Beach
Bond 2018 projects.
Isabel Araiza, 326 Poenisch Dr., spoke regarding issues with the drought report
presentation from last week.
Ron Graban, 202 Surfside Blvd., asked that the North Beach Community Association be
included in discussion regarding the Bond 2022 program.
Joe McComb, 5323 St. Andrews Dr., spoke regarding inaccuracies in a 7/24/22 Caller
Times article regarding desalination.
Shirin Delsooz, 6030 Tapestry Dr., spoke regarding protected bike paths.

Melissa Zamora, 3917 Brawner Parkway, spoke regarding issues with desalination, local
impacts of climate change and social justice concerns.
Christopher Phelan, 3806 Kingston Dr., spoke regarding water, desalination and
protected bike lanes.
The following citizens submitted written public comments which are attached to the

G. BUDGET RELATED ITEMS: (ITEMS 1 - 2)
1. 22-1288 Resolution to consider a proposed ad valorem tax rate of no more than
$0.646264 per $100 valuation for Fiscal Year (FY) 2023, taking a record vote,
and setting the date for the City of Corpus Christi's proposed FY 2023 budget
and proposed FY 2023 ad valorem tax rate public hearing and first reading
ordinances on August 30, 2022 with adoption of the FY 2023 budget and FY
2023 ad valorem tax rate on September 6, 2022.
Mayor Guajardo referred to Item 1.
Director of Finance Heather Hurlbert stated that this item is a procedural step required by
state law. The action will set a maximum rate to be considered for adoption and set the
public hearing dates of August 30 and September 6 for adoption of the tax rate in the
budget. This does not set the tax rate, it just sets the maximum tax rate that the Council
could adopt.
Council Members and Director Hurlbert discussed the following topics: the revenues
included in the budget are within the 3.5% cap; this budget assumes a tax rate of
$0.646264; the carryover from last year is about 0.8%; and a Council Member's request
for staff to provide Council the numbers from last year.
Mayor Guajardo opened public comment.

Prevention District Budget for FY 2023 with revenues in a total amount of
$8,529,157.00 and expenditures in a total amount of $9,585,147.00 to fund 78
authorized police sworn positions, five replacement vehicles, three additional
vehicles, and equipment; and appropriating $9,585,147.00 in the Crime Control
and Prevention District Fund for Fiscal Year 2023.

at or near 4040 Violet Road (Located along the east side of Violet Road, north
of Sunny Drive, south of Leopard Street, east of Brendel Lane, and west of
Leonard Drive) from the "RS -6" Single Family 6 District to the "CG -2" General
Commercial District. (Planning Commission and Staff recommended Denial of
the "CG -2" General Commercial District and in lieu thereof "RS-6/SP"
Single -Family 6 District with a Special Permit) (3/4 vote required to approve
due to public opposition).

5. 22-1252 Ordinance adopting the City of Corpus Christi Fiscal Year 2022-2023 and
United States Department of Housing and Urban Development (HUD) Program
Year 2021-2022 Consolidated Annual Action Plan (CAAP) for the Community
Development Block Grant (CDBG) budget in the amount of $2,680,058, the
Emergency Solutions Grant (ESG) budget in the amount of $234,034, and the
HOME Investment Partnerships Program (HOME) budget in the amount of
$1,355,913 for a total of $4,270,005 annual HUD funding; authorizing the
execution of all necessary documents to submit the CAAP; authorizing a staff
complement of 12 positions; accepting and appropriating funding for the
approved CAAP projects and authorizing the execution of funding agreements,
amendments and other documents necessary to implement the FY 2022-2023
PY 2021-2022 CAAP.

7. 22-1180 Motion authorizing a two-year service agreement with three additional one-year
options with Garner Environmental Services, Inc., of Deer Park, Texas, to secure
required equipment and services in the event of an emergency or disaster,
through the General Services Administration's Cooperative, in an amount up to
$2,000,000.00, or an amount not to exceed $5,000,000.00 if all options are
exercised, subject to future appropriations.

8. 22-1081 Motion authorizing the purchase of network hardware, maintenance, and support
from Great South Texas Corp dba Computer Solutions of San Antonio for
$141,712.23, through the DIR cooperative for the Public safety radio system, of
which the City will pay $106,284.18 based on 75% ownership, Nueces County
will pay $26,925.32 based on 19% ownership, and the Regional Transportation
Authority (RTA) will pay $8,502.73 based on 6% ownership, in accordance with
the Interlocal Cooperation Agreement for the Public Safety P25 Radio System,
with FY 2022 funding from the Police Bond 2018 Fund.

9. 22-1209 Motion authorizing the purchase of a one-year software license renewal with
TelePro Communications, of Mission, through the TIPS Cooperative, in an
amount of $61,914.75 for the license renewal of Veeam backup and replication
software to support the City's Data Backup solution for the Information
Technology Department, with FY 2022 funding from the Information Technology
fund.

10. 22-1284 Resolution authorizing execution of purchase orders for Corpus Christi Water up
to a cumulative total of $4,000,000.00, pursuant to the public health and safety
exception in State law, for various purchases of water and wastewater
infrastructure parts and materials due to continuing supply chain disruption
issues and the need to have sufficient emergency supplies readily available, with
FY 2022 funding of $1,000,000.00 from the Water and Wastewater Funds.
Mayor Guajardo referred to Item 10.
Council Members, Assistant Director of Finance and Procurement Josh Chronley, City
Manager Peter Zanoni, and City Attorney Miles Risley discussed the following topics: in
response to a Council Member's question regarding the issue with purchase orders, staff
stated that due to supply issues, the vendors have been unable to provide the City with
the items on the contract; vendors won't hold pricing for more than 30 days; and any
contract over $50,000 has to go to Council for approval.
Council Member Molina made a motion to approve the resolution, seconded by Council
Member Lerma. This Resolution was passed and approved with the following vote:

services for Corpus Christi Water and the Public Works Department, effective
as of April 1, 2022, with FY 2022 funding of $174,972.00 from the Water Fund
and $3,915 from the Storm Water Fund.

12. 21-0770 Motion authorizing a professional services contract with Ardurra Group, Inc,
Corpus Christ, Texas, to provide design, bid, and construction phase services

exceed $845,575.00, located in Council District 1, with FY 2022 funding
available from Wastewater Capital Fund.
Mayor Guajardo referred to Item 12.
A Council Member, City Attorney Miles Risley, Director of Engineering Services Jeff
Edmonds and Interim Director of Water Utilities Gabriel Ramirez discussed the following
topics: why this project requires further design work when a design already exists; and
staff will provide more detailed information at the next meeting.
Council Member Hernandez made a motion to postpone this item until August 9, 2022,
seconded by Council Member Smith. This Item was postponed with the following vote:

Quantity (IDIQ) project in an amount up to $400,000.00 for a one-year term, with
a two one-year renewal options to be administratively authorized for a total
amount not to exceed $1,200,000.00, located in Council District 1 and 2, with FY
2022 funding available from Storm Water Capital Fund.

$103,304.00 to Nueces County and $103,304.00 to the City of Corpus Christi

K. PUBLIC HEARINGS: (ITEMS 17 - 18)
17. 22-1116 Ordinance authorizing a Wastewater Collection Line Extension Construction and
Reimbursement Agreement for up to $252,213.49 with MPM Development, LP
to construct off-site Wastewater improvements for a planned residential and
commercial subdivision, Royal Oak Unit 3, located on Rand Morgan Road, south
of Leopard Street, with a completion date of within 24 months; transferring
$153,836.09 from the Wastewater Trunk System Trust Fund to the Wastewater
Collection Line Trust Fund; and appropriating $252,213.49 to reimburse the
Developer per the agreement.(District 1)
Mayor Guajardo referred to Items 17 and 18.
Director of Development Services Al Raymond presented information on the following
topics: reimbursement agreement; aerial overview; location map; proposed
improvements; trust fund balance as of May 2022; and staffs recommendation.
Corpus Christi Water Engineering Manager Nick Winkelmann stated that the request
was due to known contamination in the area of the Master Plan alignment, which is
documented. There is a TCEQ deed restriction on that property that documents the
contamination. Staff recommends the amendment because of issues with installation
and future maintenance of that line.
Council Members, Director Raymond and discussed the following topics: Council
Members' concerns with flooding on Rand Morgan Road and extreme traffic issues; and
the area that is contaminated is along the length of the original Master Plan, but it does
not extend into the development.
Council Member Lerma made a motion to approve the ordinance, seconded by Council
Member Barrera. This Ordinance was passed on first reading and approved with the

Health District COVID 19 Testing Hrs/Days - need to increase
Called 7/11/22 about COVID testing thru Health Dept on Horne Road. Was told that testing was now done only on Mondays, 9-11
am, drive thru basis. As COVID cases are reportedly on the rise in Corpus Christi and Nueces County, want to know why testing
days & hours were cut back, on who's authorizaton (name/dept), can addl help from Nursing Programs from Del Mar
College/TXA&M-CC be used as clinical hrs for nursing students, reinstate Natl Guard assistance with testng,can addl funding be
added to Nueces County health budget due to increase of COVID cases due to different strains - who would authorize addl

Thank you for your leadership in moving our Corpus
Christi Public Libraries towards the 21st Century.
The Capital Improvements for La Retama in the
Bond 2022 certainly is a big step. Included in that
project is a generator, which is quite notable since
the Library is often used for a cooling or warming
center. None of the libraries have generators and
will need them in the future though especially since
the community depends on the computers. I look
forward to the FY2022-23 Budget Proposal and
hope to see more funding for operations of the
Public Libraries. They have a history of being
chronically underfunded. TX State Library &
Archives Commission reports that our Operating
Revenue per Capita is $13.35 while the Average for
Cities over 250,000 is $22.51. Many cities have
social workers as part of staff. la Retama had
volunteer social workers for some months but there
is no stability with a volunteer role. A full-time
