Parks and Recreation Advisory Committee

Regular Meeting

A. Call To Order
Chairperson Alissa Mejia called the meeting to order at 5:32 p.m.
B. Roll Call
Chairperson Alissa Mejia performed roll call.
Present: Alissa Mejia, Twila Stevens, Florence East, Hannah Husby, Howard Schauer,
Christopher Ardueser, Robert McNabney, Thomas Cronnon, Linda Lindsey
Absent: Jacob Dryden
C. Public Comment
No public comment provided.
D. Approval of Minutes and Action on Absences
A motion was made by Howard Schauer to approve the May 11, 2022 PRAC regular
meeting minutes as presented. Robert McNabney seconded the motion, and the motion
was approved unanimously.
E. Police Report
No report provided.
F. Director Report
Director Robert Dodd discussed dates for upcoming events, City Council items, and the

Committee
2nd Quarterly Update. Responding to heat advisory by opening cooling centers, will be
updating signage at Cole Park, 2-year anniversary for Safe, Fun, Fit on June 18th,
Museum of Science & History Amendment and Uniformed Security Guard Service
Amendment on June 14th, 10-Year Master Plan presentation moved to June 28th.
G. Unfinished Business for Discussion and Possible Action
Municode Discussion:
- Chairperson Alissa Mejia discussed 2020 Municode revisions with City Secretary's
Office. Rules regarding the operation of City boards/commissions/committees changed
in March 2020 which were not communicated with the affected
boards/committees/commissions. Alissa met with City Secretary Rebecca Huerta to
learn about the changes, updated PRAC on the meeting, and shared a new link that
allows PRAC members to take the updated training course.
H. New Business for Discussion and Possible Action
Bond 2022 Full Program Presentation:
- Ratna Pottumuthu and Asistant City Manager Neiman Young presented the Bond 2022
Program to PRAC including draft projects and their costs, the amounts provided for
recent bond programs, and key dates for the Bond 2022 Program.
Parks and Recreation Advisory Committee Strategic Plan:
- PRAC members discussed beginning stages of creating a strategic plan for the
committee, where PRAC is currently, where members want PRAC to be, and creation of
values.
Committee Liaison Reports
Island Strategic Action Committee (ISAC):
- Due to ISAC postponing their regular meeting, the next available report will be
presented during the July 13, 2022 PRAC regular meeting.
Watershore and Beach Advisory Committee (WRAC):
-WBAC stated the Surfriders are doing a study on all bayfront parks regarding whether
they have dog waystations.
Bayfront Area Development Plan (BADP)
- Member Jacob Dryden, who was the liaison for BADP, resigned from PRAC. In lieu of
Jacob Dryden, Chairperson Alissa Mejia volunteered to be the new liaison. Thomas
Cronnon motioned to elect Alissa Mejia as the new liaison for the Bayfront Area
Development Plan. Twila Stevens seconded the motion, and the motion passed
unanimously. Jacob Dryden communicated the report to Alissa prior to the meeting which
indicated that the lack of trees on the connectivity between parks and the Bay Area is
concerning.

Committee
Pedestrian and Bicycle Connectivity (PBC)
- PBC met with Engineering and Planning to discuss connectivity in the City and the
MPO.

Unfinished Business for Discussion and Possible Action:
- Bond 2022
- PRAC Strategic Plan
Requests:
- Information on currently adopted parks
- Discussion on subcommittee for Adopt-a-Park program
J. Adjournment
Howard Schauer made a motion to adjourn. Christopher Ardueser seconded the motion,
and the motion was approved unanimously.
Meeting adjourned at 7:06 p.m.
This meeting may be held via videoconference call pursuant to Texas
Government Code § 551.127. If this meeting is held via videoconference call or
other remote method of meeting, then a member of this governmental body
presiding over this meeting will be physically present at the location of this
meeting unless this meeting is held pursuant to Texas Government Code §
