Upon request, this information can be available in larger print and/or in electronic format. A. Call To Order Chairperson Alissa Mejia called the meeting to order at 5:35 p.m. B. Roll Call Chairperson Alissa Mejia performed Roll Call. Present: Alissa Mejia, Twila Stevens, Florence East, Hannah Husby, Howard Schauer, Robert McNabney, Thomas Cronnon, Linda Lindsey Absent: Christopher Ardueser C. Public Comment No public comment provided. D. Approval of Minutes and Action on Absences 22-1222 Approval of June 8, 2022 PRAC meeting minutes Attachments: 06.08.22 PRAC Minutes Linda Lindsey motioned to approve the June 8, 2022 minutes as presented. Howard Schauer seconded the motion and it was approved unanimously. E. Director Report Parks and Recreation Department Update - Robert Dodd: New signage at Cole Park in the works that will show different types of vegetation, fish, etc. Cole Park Skatepark has had vendor and delivery delays, but we expect it to be complete soon. We're hoping it will be done sometime in August or September. We've also repaired the cleaning stations on Cole Park Pier. Games of Texas will be July 21 - July 24. It will be a huge event for the City. We've had several budget meetings recently and we have received feedback from Peter Zanoni. We would also like to receive feedback from PRAC. Our budget initiatives include hiring additional security for Cole Park Pier, establishing contracts for maintenance services for our athletic fields so we can keep our people at parks, various upcoming park improvements, the Cole Park Plaza structure design, renovating the restrooms at West Guth Park, dog park maintenance at West Guth Park and Sherwood Park, hiring a Safety Outreach Coordinator for Beach Operations to ensure the community is aware of beach conditions, and new signage at Whitecap Beach and North Beach. Upcoming City Council Items - Robert Dodd: We will be presenting the 10-Year Parks and Recreation Master Plan on July 19th for final approval, and a new 5-year agreement with WellMed for renovations to the Zavala Center will be presented on July 19th as well. G. Unfinished Business for Discussion and Possible Action Strategic Plan Continued Discussion -Alissa Mejia: Chris was unable to attend the July 13th meeting, so the continued Strategic Plan discussion was postponed until the August meeting. H. New Business for Discussion and Possible Action Westside Area Development Plan -Annika Yankee (Planning Department): Annika presented the Westside Area Development Plan to PRAC. Any feedback provided will be used to revise the existing draft. After all feedback has been gathered, the Planning Department will perform any necessary changes before presenting the Westside ADP to the Planning Commission. Once it is approved by the Planning Commission, it will be presented to City Council for approval. Adopt-a-Park Subcommittee Discussion - Linda Lindsey: Linda presented her ideas for an Adopt-a-Park subcommittee to help raise awareness and knowledge for the Adopt-a-Park Program. Hannah Husby motioned to approve the subcommittee. Florence East seconded the motion and it was approved unanmously. Further discussion will be had during the next meeting in August. Committee Liaison Reports Island Strategic Action Committee (ISAC) -Twila Stevens: There were two ISAC meetings since the June PRAC meeting. During the June ISAC meeting, they recieved the same Bond 2022 presentation that was presented to PRAC recently. A new ISAC member is an engineer. He stated that many roads on the Island are wider than other areas in Corpus Christi and he believes the extra width would make it easier to create alternate mobility paths. Discussed how connectivity is the highest priority in the Parks and Recreation Master Plan and they would like to see multi-modal access involved in any road reworking. Jeff Edmonds, Director of Engineering, stated they will where they can, however, the main focus currently is making streets drivable. The July meeting did not meet quorum, however, County Commissioner Brent Chesney and County Judge Barbara Canales spoke on TIRZ funds. Brent Chesney requested that ISAC support to invest in the Brisco Pavilion with TIRZ funding to have repairs done, install air conditioning, and resurface and re-stripe the parking lot. Barbara Canales would like to see the Brisco Pavilion become a City-County joint project. She also requested a TIRZ presentation for Commissioner's Court and would like to see the Brisco Pavilion serve as an Island community center. There are also plans to have Bob Hall Pier widened as part of the rebuild to allow emergency vehicles to pass through and better accessibility in general. Watershore and Beach Advisory Committee (WRAC) - Howard Schauer: No report due to lack of quorum for recent meeting. Bayfront Area Development Plan (BADP) -Alissa Mejia: No meeting was held, but there is a new survey and map to check out. Pedestrian and Bicycle Connectivity (PBC) -Alissa Mejia, Twila Stevens, Thomas Cronnon: No report as no meeting was held. Alissa explained that the PBC will not meet every month as it is an ad-hoc subcommittee. J. Identify Items for August 10, 2022 Agenda Possible discussion items: Laguna Shores - Is a pocket park possible? Sherrill Park - Current amenities and utilities that exist at Sherrill Park. Riley P. Dog Park - Now receiving water at a reduced rate and the discount went away. Would like an update on the situation. Robert McNabney seconded the motion and it was approved unanimously. Meeting adjourned at 7:14 p.m. This meeting may be held via videoconference call pursuant to Texas Government Code § 551.127. If this meeting is held via videoconference call or other remote method of meeting, then a member of this governmental body presiding over this meeting will be physically present at the location of this meeting unless this meeting is held pursuant to Texas Government Code § 551.125 due to an emergency or other public necessity pursuant to Texas Government Code § 551.045.
