Upon request, this information can be available in larger print and/or in electronic format. A. Call To Order The July special meeting of the Marina Advisory Committee was called to order at 5:30pm. B. Roll Call Present: 7- Chair Richard E. Bell,Alyssa M. Barrera, Don Dunlap, Curt Broomfield,John Wood, John Murray, and Marcus Veazey Excused: 2- Vice Chair Charles Pendlyshok, and Robert Kelley C. Public Comment N/A D. Approval of Minutes and Action on Absences 1. 22-1028 Minutes for the May 2, 2022 regular meeting Attachments: MACMinsMaV22.pdf The minutes from the May regular meeting were approved unanimously. E. Committee Reports F. Director's Report Mr. Atwood advised the dry hard stand construction is mostly complete. After the J24 World Championship the contractor will come in to adjust some hardware. We are holding off on building a section of larger cages due to concerns from a possible third party looking to build a fuel station that will need a building 100' from the fuel tanks. In May we went over the marina strengths and weakness and will continue the SWAT analysis with an examination of opportunities for the marina. The Surfin' Safari regatta brought in about 23 boats in June, most of which stayed in the marina until the J24 World Champion ship in July. The J24s is from 7/14 to 7/22 and will likely still need volunteers. Mr. Broomfield inquired if we keep track of hot tax from the event. Mr. Atwood will asked Brett with Visit Corpus Christi who keeps track of that. Mr. Dunlap asked if using the J24 temporary storage area would work for permanent boat storage. Mr. Atwood advised the area is typically used for Morf pier tenant parking. Unfinished Business 3. 22-1029 Capital Improvement Projects Mr. Atwood advised the last update on the pier construction permit was on June 30th, saying the permit was postponed by Texas Parks and Wildlife's concern about the lack of light penetration due to the concrete floating piers. Mr. Atwood provided examples of other marinas with similar dock systems that don't have any adverse effects on the environment. The Coopers boater's facility and haul out building are waiting to go through Engineering and Contracts and Procurement for the design firm selection. The Peoples Street boardwalk proposal is finalized and should go to council at the end of July or beginning of August. The design will be complete by the end of 2022. 4. 22-1030 Fishing Signage Mr. Atwood placed four signs warning of no fishing within 100 feet of a boat, two on Coopers Alley and two by the Wednesday night race committee box. One sign on Lawrence Street has already been stolen. Mr. Atwood is still figuring out placement for signs on Peoples Street. Mr. Bell inquired if the security cameras caught who stole the sign on Lawrence Street. Mr. Atwood advised the camera was aimed at the T-head entrance at the time. H. New Business for Discussion and Possible Action 5. 22-1137 Introduction from Parks and Recreation Director Robert Dodd Director Robert Dodd was unable to attend meeting. 6. 22-1031 Contractor Insurance Mr. Bell questioned if the marina came up with different insurance requirements for different kinds of contractors. Mr. Atwood replied the city legal department's main area of concern are contractors who deal with plumbing, engines, hazardous material, painting, and electric. A $500,000.00 policy isn't out of the realm of what should be in place for all contractors and should only cost the contractor around $40.00-$50.00. Mr. Atwood has been keeping an eye on the few people that provide top side cleaning services and has had no issues. Mr. Bell inquired if brokers are required to have insurance. Mr. Atwood stated they are since most brokers provide maintenance services as well. 7. 22-1185 Snow Cone Vendor City of Corpus Christi Page 2 Printed on 811212022 Marina Advisory Committee Meeting Minutes -Final July 11,2022 Mr. Broomfield stated the owner of the mobile snow cone stand that has been on the seawall for approximately 20 years approached him for assistance since the Parks and Recreation department required him to move his business. Mr. Atwood advised the decision to move vendors off the seawall came from the executive level and the marina made every effort to accommodate the snow cone vendor inside the marina. Due to limited foot traffic the vendor was unhappy with the location. Mr. Bell and Mr. Broomfield agreed having vendors on the seawall is an asset to the City. Mr. Bell suggested Mr. Broomfield make a public comment at the next City Council meeting. Mr. Broomfield felt speaking one on one with council members is more effective. 8. 22-1186 Break Water Construction Mr. Broomfield questioned why the breakwater, which was built to protect the marina and the seawall, was only partially rebuilt. He felt the advisory committee should advise City Council that the entire breakwater should be fixed. Mr. Bell advised the walkway never extended the entire length of the breakwater and the existing walkway was replaced. Mr. Atwood advised there is a project on the Capital Improvement Projects list to do a study of how high the breakwater should be raised and solutions. The City manager is well aware of the seawall issues. The dock construction company advised the breakwater be raised four feet higher from the original height. The biggest concern is the old marina entrance in the South Basin where the breakwater is at it's lowest point. Mr. Bell requested a representative from the US Army Corps of Engineers or the Port attend the next advisory meeting to answers questions about the breakwater. Mr. Broomfield insisted the advisory board chairman go before City Council, but Mr. Bell suggested starting with someone within the City. Mr. Atwood advised he will speak with the Assistant City Manager. I. Future Agenda Items A discussion with an assistant city manager and/or the Port concerning the marina breakwater and dredging. J. Adjournment The meeting adjourned at 6:27pm. This meeting may be held via videoconference call pursuant to Texas Government Code § 551.127. If this meeting is held via videoconference call or other remote method of meeting, then a member of this governmental body presiding over this meeting will be physically present at the location of this meeting unless this meeting is held pursuant to Texas Government Code § 551.125 due to an emergency or other public necessity pursuant to Texas Government Code § 551.045.
