Approval of Minutes Moved and second motion to approve the minutes for June 16, 2021. The motion passed 5/0. Annual Report Approval of Crime Control and Prevention District 2021 Annual Report. Pat Eldridge – Every year by city charter each city commission board must submit an annual report, it must be approved by the board. Chairman Curtis Clark was asked to review. Moved and second to approve Annual Report for 2021. The motion passed 5/0 Chief Report Chief Markle - Preparing for risks from upcoming freeze, school cancellations, bridges, overpasses. PD, Fire Department and TXDOT will be out working. PD Academy going strong, still have 41 cadets in the academy, started with 51 cadets, loss of 10, calculated to lose nine. Crime issues have remained flat ended up very good nationally compared to other cities Crime Report Capt. Patrick McMenamy presented the Crime Report Overall Total Crime Index Down 3.6% Significant decrease in Homicides down 34.21%, went from 38% in 2020 to 25% in 2021. Of the 25 homicides, arrests were made in all. Overall total violent crime index was 4.25 % from 2020 to 2021. That includes Homicides, Aggravated Sexual Assaults, Aggravated assaults down from last year. Aggravated Robberies down 12.68%, Aggravated assaults down 3.61%, Non- violent crime reduction of 2.69 % for the year, that includes auto theft, theft, shoplifting, burglaries of residential and commercial businesses. David Gonzales asked the status of officer stabbed. Capt. McMenamy stated he returned to work last Friday. Narcotics/Vice Report Deputy Chief Sanders – Fentanyl number one focus in city. Gambling cases second focus, very labor intensive, currently in process of gathering information and will be addressing. Plan on doing more operations in the vice area, pivoting more toward human trafficking working with the Texas Attorney General’s office and other entities. Operation Red Cord working with Coastal Bend Wellness Foundation in conjunction with the DA in a joint venture to allow prostitutes arrested resources, services, and the opportunity to attend classes, graduate, where charges most of the time will be expunged. The goal of the program is to help rehabilitate, get them out of the lifestyle, not to remain victims of human trafficking. Acquired 4 additional lease vehicles. Currently in process of filling 3 vacancies. City Auditor Report - No Report Finance Director Report Ending November 30, 2021 Total revenue Collected $1,358,487 million in revenue. Sales tax collections 56,000 over what was budgeted. Summary of crime control expenditures of 1,109.077 million dollars, ccccpd officer cost. Minor tools and equipment- amounts not utilized in 2021 rolled over to 2022. Sept 30th Financials – Final FY 2021 Detail personnel cost 6.8 million, operating cost 301,360. Identify Items for Next Agenda Dates for Budget Review – March First review April 13th Second Review May 18th Public Hearing June 15th New board member – Joseph Kramer New board member Andrew Leeton to be sworn in February 8th Election of Board Officers February 16th Public Comment No Public Comment.
