Call to Order
Curtis Clark called the meeting to order at 2:00.
Introduction of New Board Members
Pat Eldridge introduced and welcomed Joe Kramer- President of Flour Bluff Citizen Council and Andrew Leeton-
Senior at Texas A&M University studying Business Management and Accounting.
Election of Officers
Secretary – Joseph Kramer nominated self, Marshall Tong second the motion. The motion passed 8/0.
Vice President – Andrew Leeton nominated self. Joe Kramer second the motion. The motion passed 8/0.
President – Sandy Fernandez nominated Rene Saenz, Joseph Kramer second the motion. Rene declined
nomination. Curtis Clark nominated self. Joe Kramer second motion. The motion passed 8/0.
Approval of Minutes
Moved and second motion to approve the minutes for January 19, 2022. The motion passed 8/0.
Committee Reports
Chief of Police
Chief Markle – This season ramping up for Spring Break, Jazz Festival, and Buc Parade. Officers will be working
overtime to make sure the city has safe festivities. Also, a heavy focus on DWI enforcement.
Crime Report
Capt. Patrick McMenamy with CID presented the Crime Report and copy of daily year to date report as of Feb
16th. Increase in murders from last year 5 murders to date compared to 4 last year. Out of the 5, 4 are solved
pending arrests. The other category is robberies, with 8 robberies of businesses compared to 4 last year. Last
category DWI/DUI increased by 15 arrests from this time last year, at 96 compared to 81 last year. Overall index
of crime down 6.93%, and Total index of crime down 2.87%
Board Member asked if DWI’s are random stops or are they conducted at checkpoints. Capt. McMenamy
responded that no DWI enforcement checkpoints are conducted, they are random patrol or usually an accident
involving a drunk driver.
Board Member asked about the Catalytic Converter issue – Capt. McMenamy replied that they have changed the
category and created its own line number. The Converters are being stolen for the precious metals.
Narcotics/Vice Report
Capt. Henry Sepulveda presented the Narcotics Report. For the year 2021 the Narcotics Division conducted 37
search warrants, 13 prostitution stings, 21 consent to searches, and 71 Vice Operations. Also executed 41 arrest

warrants, 32 felony and 50 misdemeanor arrests. The total value of drugs seized $258,554.00. Property seized
through executed search warrants were 22 pistols, 7 rifles, 5 shot guns, over 160,000.00 in currency, 13 vehicles
and other miscellaneous property such as jewelry.
Rene Saenz asked about property seized, if it is considered evidence – Capt. Sepulveda replied it is considered
evidence and there is a forfeiture process under chapter 59 and under that chapter a judge will decide what
happens to the property.
Joseph Kramer asked if there was a way to get reports specific to districts, Capt. Sepulveda replied the numbers
provided are specific to the unit Narcotics/Vice Investigations but would look into it.
Rene Saenz asked about largest narcotics usage, Capt. Sepulveda replied that Methamphetamines is what is
prevalent in Corpus. Rene Saenz also asked about Fentanyl, Capt. Sepulveda mentioned they are seeing more in
pill presses, it is being laced with other drugs, it is crushed and repressed.
Curtis Clark asked if there were any overdoses or medical issues, Capt. Sepulveda replied there were some but
still looking into those causes.
City Auditor Report - No Report
Finance Director Report
Heather Hurlbert director of finance stated revenues are at 26%, right in line with 1st quarter. As of December 31st
collected over $2M in revenue from sales tax. Sales Tax collected for the first 3 months of the fiscal year is
151,000 more than what was budgeted. Police Officer cost is trending well, 23% personnel cost and in line with
the 1st quarter of the year. Supplies ordered in prior fiscal year but received in current fiscal year, a rollover of
money was done from prior budget into the current budget to match those expenses. Portion of vehicles and
equipment – did rollover money in vehicles and machinery line item. Supply chain has affected this area.
Board member asked about amount in reserves. Heather said she would email that information to the committee.
Rene Saenz asked how overtime comes about for Police Officers, whether they are on salary or on an hourly
wage. Chief Markle respond hourly wage – any point over 40 hours is paid at time and ½.
Andrew Leeton asked if financial reports were provided at every meeting. Heather responded yes.
Identify Items for Next Agenda
Motion to move the next meeting to March 23rd – Pat Eldridge confirmed city council chamber not available on
March 23rd. Joe Kramer motioned not to meet for March, Rene Saenz second motion. Motion passed 8/0.
