Call to Order
Curtis Clark called the meeting to order at 2:00.
Approval of Minutes
Curtis Clark moved to approve the minutes for February 16, 2022. Andrew Leeton second the motion.
The motion passed 6/0.
Committee Reports
Chief of Police
Assistant Chief Todd Green presented the report. Successful Spring Break this year, traffic flow was better than
anticipated despite on-going construction on the island. Jazz Festival was also going as well with no major
incidents. Preparing for Easter weekend with patrols in parks as well as the Island. In planning phase for Buc
Carnival and Parade and the Beach to Bay relay marathon.
Crime Report
Capt. Patrick McMenamy presented the Crime Report with an update on Island Shooting, following up on leads
as they come in, have not apprehended anyone. Murders up 100% from 6 to 12. Have identified 10 suspects, 2
unsolved with arrest warrants out on 2. Aggravated sexual assaults down 59%, Sexual assaults down 2.86%.
Aggravated assaults up 2.41%, Regular Assaults up 2.27%. Aggravated Robberies of businesses saw a decrease
of 46.67%. Aggravated Individual robberies down 32.79%. Non-Violent Robberies of businesses up 10%, Non -
Violent Robberies of Individuals down 24% . Total Violent Crime down .76%, Thefts down 3.68%, Shoplifting
up 45.95%, Burglaries of Motor Vehicle down 31.88%, Other Thefts down 9.49%, Auto Thefts down 23.45%,
Motor Vehicle Thefts down 24.62%, DWI’s are up 10.43 %, Non-Violent crimes are down 3.06%.
Narcotics/Vice Report
Capt Henry Sepulveda presented the Narcotics Report. Continue to schedule prostitution stings throughout the
city. Focus on illegal gambling locations with the cooperation of the Nueces County DA’s office, the
Comptroller’s office, and CCPD units. Will continue to seek out individual gambling locations and if
establishment is paying out cash, will enforce state penal code laws.
City Auditor Report - No Report
Finance Director Report
Heather Hurlbert presented the financial report ending February 28, 2022. Crime Control fund collected $3.4
million in revenue from sales tax. Police Officer Cost $2.8 million. collected $222,730 more than what was
budgeted in revenue.

Presentation of FY23 Proposed Budget
Eddie Houlihan from the Office of Management and Budget reviewed the proposed budget.
Expenditures:
63 sworn police officer positions
$100,000 for body armor replacements
$10,000 cell phone increase
5 marked police package replacement units
$200,000 for taser replacements
Total proposed $7,743,839 expenditures with anticipated $8,561,052 revenue.

Pat Eldridge reminded board members of the upcoming budget reviews.
