Mayor Paulette Guajardo to call the meeting to order. Mayor Guajardo called the meeting to order 9:00 a.m. B. City Secretary Rebecca L. Huerta to call the roll of the required Charter Officers. City Secretary Rebecca Huerta called the roll and verified that a quorum of the City Council and the required Charter Officers were present to conduct the meeting. Charter Officers: City Manager Peter Zanoni, City Attorney Miles K. Risley and City Secretary Rebecca Huerta Note: Council Member Hunter arrived at 9:40 a.m. Present: 8 - Mayor Paulette Guajardo,Council Member Roland Barrera,Council Member Gil Hernandez,Council Member Michael Hunter,Council Member John Martinez,Council Member Ben Molina,Council Member Mike Pusley, and Council Member Greg Smith Absent: 1 - Council Member Billy A. Lerma C. BRIEFINGS: 1. 22-1437 City Council Workshop on the Health Department, Neighborhood Services, and Development Services for the FY 2023 Proposed Budget Dante Gonzalez, PHD, Health Department Assistant Director, presented information on the following topics: New Business Model for the Public Health District; Mission Statement; about the Health Department; Organizational Chart; FY 2022 Achievements; Public Health Services; FY23 Health District proposed expenditure budget; FY23 proposed budget City General Fund 1020; FY23 proposed budget fund 1049; and FY23 Capital Improvement Plan. Council members, City Manager Zanoni, Director Gonzalez, and staff members discussed the remodel of the health department in three phases; using the mobile clinic for on the spot services; new business model; more grants; better services; working with community to stop communicable diseases; can isolate viruses; organizing financial policies; increasing positions by adding county employees to the city; what is the net City of Corpus Christi Page 1 Printed on 8/31/2022 City Council Meeting Minutes August 17, 2022 earnings coming into the city; not adding to city taxpayers burden; negotiated with the county on payments; discussed waiver services; grants will be under the city while maintaining the health district name; moral of employees is much better; hands on environment; bi-weekly meetings; tracking the budget is difficult at this time; and budget is in the process of reorganization. Linda Stewart, Director of Neighborhood services, presented information on the following topics: Mission Statement; about Neighborhood Services; Organizational Chart; FY 2022 Achievements; Performance measures; FY 2023 Neighborhood Services Department proposed budget: $13.9M; FY 2023 Proposed Budget General Fund: $8.3M; FY 2023 Proposed Budget Grant Funds: $5.6M; FY 2023 Enhancements; Animal Care Partnerships; and Spay and neuter partnerships. Council members, City Manager Zanoni, Director Stewart, Joel Skidmore, and staff members discussed the description of the department and services; microchipping animals at no cost; closing more animal cases than opening; expand services to acquire more doctors to perform surgeries; animal care is the highest in fund use; is there space for two full time veterinarians; create and assess space; mobile centers; no capacity now; need dispatchers, additional funding; will do a competitive process in October; income eligibility for spay and neuter services; vaccinations; low cost or no cost services; will try to convert receptionists to two full time employees; discussed the STAR agreement for vaccinations and supplies; comments on the great team at Animal Control dealing with difficult issues; business facade improvements; not as many people are buying homes; substantial list of homes waiting for repair; partnering with agencies for the homeless population for additional resources; there is a variance in grants due to COVID; reviewing and updating policies and procedures; code enforcement turnover; need to update ordinances that are out of date regarding demolition of buildings; need for a modern business practice; infill housing; affordable housing funds; and discussed the difference between waivers and infill housing. Al Raymond III, Director of Development Services, presented information on the following topics: Mission Statement; about Development Services; Organizational Chart; FY 2022 Achievements; Performance Measures; FY 2023 Development Services Department proposed budget $15.9M; FY 2023 Proposed budget Development Services Fund $15.9M; Ordinance 032546; FY 2023 Enhancement 1; FY 2023 Enhancement 2; FY 2023 Enhancement 3; FY 2023 Enhancement 4; FY 2023 Enhancement 5; FY 2023 Enhancement 6; and building remodel process. Council members, City Manager Zanoni, Director Raymond and staff discussed that staff is doing a good job with the tremendous growth in the community; the level of professionalism has been noticed in this demanding industry; and hired the right people and the bar has been set higher.
