HomeMy WebLinkAboutMinutes Animal Care Advisory Committee - 02/16/2022MINUTES OF THE CITY OF CORPUS CHRISTI ANIMAL CARE ADVISORY MEETING Conference Room, 2626 Holly Minutes from February 16th, 2022 Members Present: Jarvis Amaya, Linda Gibeaut, Deborah Shores, Connie Bowen, Members Absent: Sharon Ray, Kelsey Chopelas, Chris Baker City Staff: Joel Skidmore, Jackie Torres, David Parrott Public Present: None I. Call to Order The meeting was called to order by Connie Bowen at 12:34 p.m. II. Roll Call of Members Roll was called, and a quorum was confirmed. III. Public Comments None IV. Discussion and Approval of Minutes from January 19th, 2022 Ms. Gibeaut motioned to approve. The motion was seconded and passed unanimously. V. Discussion and Approval of Absences from January 19th , 2022 Sharon Ray, Connie Bowen, Kelsey Chopelas, Linda motioned to approve absences for Ms. Bowen and Ms. Chopelas. The motion was seconded and passed unanimously. The absence for Sharon Ray was not approved. VI. Department Presentation and Discussion • Region 11 Zoonosis Report – Mr. Skidmore reviewed the most recent Zoonosis Quarterly report published in December 2021. There is nothing new to report. • Current Shelter Report and Clinic Report – Joel Skidmore went over the CCACS Comparison Shelter Report for January 2021/2022. Ms. Gibeaut questioned why the clinic numbers were so low. Mr. Skidmore advised that we just recently started with TNR again. Dr. Draper had been out sick and a Vet tech had resigned. Ms. Gibeaut expressed concerned with the temp positions vs permanent positions with benefits being a reason positions are not being filled. Ms. Bowen questioned the citations being issued for Mandatory S/N. Mr. Skidmore explained that citizens are in compliance and/or the numbers may not reflect in the same month as citizens have 30 days to comply. Ms. Gibeaut and Ms. Connie referred to a dog “Bob” adopted from CCACS that was not given a rabies vaccine nor was he neutered. Mr. Skidmore advised he would investigate the situation and get back with the Board. The sterilizations orders are not checked daily, but citations are issued when needed and may be behind. Ms. Linda inquired on who is responsible for follow up on the Sterilization Orders. Mr. Skidmore advised the Front Office keeps track and an Animal Control Officer issues citations as needed. Ms. Bowen inquired if an ACO can address issues and cite as they see them or only when servicing a call. Mr. Skidmore confirmed can address and/or cite if they see violations that are not related to a call they are on and can ask for proof of current rabies vaccines as needed. • Program Manager Update – After reviewing the Shelter and Clinic Reports Mr. Skidmore addressed the Board with any other additional questions/concerns. Mr. Skidmore advised the board that no other municipal shelter he contacted did what CCACS did during the cold snap running Officers at night to address neglect calls. The Board commended CCACS on their operations. Ms. Gibeaut clarified if the “feels” like temp is at freezing and the actual temp is not citations can still be issued based on the “feels” like temp. Ms. Bowen suggested CCACS publicize how cruelty cases are handled so the public is aware several kennels are used for these cases and when these animals would be available. Mr. Skidmore explained cruelty cases have to be protected and only minimum info could be shared. Ms. Gibeaut suggested Caller Times versus social media to relay information/education. Ms. Bowen and Ms. Gibeaut expressed concern that the public is not aware of the good, positive work that is being done at CCACS. Mr. Skidmore advised he is available to media outlets that would like to interview or obtain info about CCACS operations. Ms. Bowen inquired when multiple calls come in for the same address if multiple calls are made. Mr. Skidmore they would be duplicate calls not placed or cancelled out if there is already an open call for the same address. Mr. Skidmore and Dr. Shores discussed not being able to provide services to the public and charge for it. Ms. Bowen expressed concern with adopted animals leaving CCACS without being spayed/neutered and the citizen not following through with getting the animal spayed/neutered. Ms. Bowen stated she believes if the public perceives spay/neuter is not important to us then it won’t be important to them. Mr. Skidmore explained that it is important however is the responsibility of the owner/adopter. Old Business for Discussion and Possible Action • Discussion on Facilities- Mr. Skidmore confirmed building 2b is completed and housing cats. Quotes for fences are being gathered. VIII.
