A. Call To Order
Chair Jay Gardner called the meeting to order at 5:31 pm.

The city is looking to hire a safety outreach coordinator for beach operations, educate
folks on safety, new signage going up on Whitecap Beach, park improvements coming
like shade and swing sets, not clear on locations yet. Requested an update on the Riley
P. Dog Park from the city for future PRAC meetings. Master Parks Plan was passed.

3. 22-0398 Parks Update
(Darren Gurley) Everything going well, no rain, no tides, lots of sand, trying to keep the
driving lanes open as best as they can, no watering right now due to the drought, working
hard to keep everything going. Almost fully staffed on lifeguards this year, only short two
positions. End of July already had 1000 more preventables, something they stress and
focus on, trying to prevent drowning and/or accidents, so far this year 15 rescues, 0
drowning or near drowning. Preventable defined as when a lifeguard engages with
someone and talks about water safety. Anything to prevent any accidents, lifeguards are
doing a great job. Good budget year, getting new senior guard, safety coordinator, etc.
Pushing the program towards safety and preventables. Will pull lifeguard stands at the
end of Labor Day weekend, have a core group of mobile winter guards in 6 different
trucks. Visitors generally receive the preventables well, been a good season. Patrol from
Port Aransas to Bob Hall Pier (no farther unless someone calls). Mobile unit on the
access road too. No county lifeguards.
Beach storage facility on Commodores on target, ahead of schedule. Should be ready
for the new loaders coming in this fall.
Potential shower/restrooms going in on Zahn road; in the proposed FY 23 budget. TIRZ
#2 looking at putting a small restroom near the pavilion.
4. 22-0399 Engineering & Bond Updates
(Presented by Dan McGinn, updates provided by City Engineering)
North Padre Island Beach Facility: Ongoing site work continues.
Park Road 22 Bridge: Traffic is reduced to two-way traffic traveling north and south for
phase 2.
Packery Channel Monitoring: The contract 18140A is complete and the city will be
issuing an RFQ for a new contract in the future.
Packery Channel Restoration: Revetment work by the contractor is scheduled and may
be underway.
Packery Channel Dredging: The design is progressing to 90%.

Packery Channel Waterline Crossing: Contractor has ordered materials and is awaiting
delivery. NTP to be issued once materials are received.
Bond 2018:
No change in status.
Bond 2020:
Beach Access Rd. No. 3 (SH 361 to Beach): Design is in 30% review process.
Encantada (Encantada to Nueces County Park): Design is in 30% review process.
Jackfish (Aquarius to Park Rd. 22): Design is progressing to 90%.
Park Rd. 22 (South access rd., Commodore to Jackfish): Design is in 60% review
process.
Park Rd. 22 (Compass to Park Rd. 22): Design is in 30% review process.
5. 22-0400 TIRZ#2 & Subcommittee Updates
(Chair Jay Gardner) TIRZ#2 board has not met in 3 months, keeps getting pushed back,
will recommend that they do a mobility plan, since the last meeting there was a traffic
impact analysis that was done, MPO told ISAC that they got 16 million dollars but need a
local sponsor to step up. In the ADP appendix there are some cross sections that were
proposed, need to push it to the finish line. There is a lot up in the air so waiting for some
decisions until the subcommittee meets again. Reauthorization has been suggested by
Heather Hurlbert in Finance already.
6. 22-0401 Short-Term Rentals Update
(Dan McGinn) Provided ELT numbers, 1130 permits issued since Monday, 8/1/22
(citywide). Only had one street where the percentage limits have been an issue. ISAC
encouraged to visit the website to look at the map of STRs: www.cctexas.com/STR
7. 22-0402 Island ADP Committee Update
(Chair Jay Gardner) Bond 2018, 2020, and 2022 all need to be finalized before the
subcommittee can meet. There are some high priority projects that need to be
addressed.
