Roll Call Present: 10- Chair Jay N. Gardner, Daniel R. Brown III, William Uhlarik, Robert Pruski, Craig Thompson, Meagan Furey, Eric Evans, Roy Coons, Melanie Salinas, and Charles F. Duffley Excused: 3- Tommy J. Kurtz, Michael Pittman, and Robert Corbett C. Public Comment None. D. Approval of Minutes and Action on Absences Motion by Committee member Dotson Lewis to approve. Ongoing Business 2. 22-0397 Ex-Officio Member Updates Watershore & Beach Advisory Committee (Terry Palmer) Discussed monitoring of Packery Channel gulf beach, committee believes that the City of Corpus Christi Page 1 Printed on 111312022 Island Strategic Action Committee Meeting Minutes -Final September 13,2022 monitoring by the city is inadequate, city only planning to complete it once a year or after a significant event (info from report completed by Mott MacDonald), not enough to assuage safety concerns, made a motion concerning it at the last meeting, will likely submit a written resolution next meeting to vote on to recommend increased monitoring frequency, isn't enough as it is. Next month will be creating bylaws, will potentially make a resolution for Packery Channel monitoring. Presentation about the bay beaches erosion by Deidre Williams and Kevin Johnson about combatting erosion along Ocean Drive parks, asked about plans for other shorelines and parks, Kevin seemed open to discuss but nothing strategic for the area as a whole as of yet. Update from Darren (just before Labor Day), lifeguard stands taken down already. Issue with heavy equipment that was photographed in the ocean, front end loader was dumping seawater on Zahn Road, reason given was due to the drought so didn't want to use freshwater, operator when in too far (all four wheels in). Debate on why they were putting the water in that spot in the first place. 3. 22®0398 Parks Update Parks & Recreation Committee (Twila Stevens) Brief conversation regarding Riley P. Dog Park, will stay on the agenda just to monitor progress, Kevin Johnson said they are in contact with the Water Department, haven't heard anything back. Need an agreement between Parks and Utilities department. Suggests that city departments get together and talk about this. City property but not parks real estate, not an actual park, recommended some sort of licensing agreement in lieu of a lease since it is for the whole island. Will keep everyone updated. Jay Gardner: any talk of Commodore Park? Twila Stevens: No, not at the last meeting. But did see the new structure going into Galvan Park. 4. 22®0399 Engineering & Bond Updates North Padre Island Beach Facility: Ongoing site work continues, about 65% CMU walls completed, Contractor is scheduled to complete exterior walls that scope of work in 2 weeks pending weather, on schedule to complete project in January 2023. Park Road 22 Bridge: Ongoing site work continues, sheet piles are in, wing wall being installed, anticipated completion by May 2023. Packery Channel Restoration: Construction on going. Substantial completion date is February 2023. Packery Channel Monitoring: The contract 18140A is complete and the City will be issuing a Request for Qualifications for a new contract in the future. Packery Channel Dredging: Design has not progressed from 90 % due to very long delay in getting beach maintenance permit from USACE. City of Corpus Christi Page 2 Printed on 111312022 Island Strategic Action Committee Meeting Minutes -Final September 13,2022 Packery Channel Waterline Crossing: NTP was issued for 8/1/22. Contractor is working on submittals. Bond 2018: No change on the status. Bond 2020: Beach Access Rd. No. 3 (SH 361 to Beach) - Design is in 30% review process. Encantada (Encantada to Nueces County Park) - Design is in 30% review process. Jackfish (Aquarius to Park Rd. 22) - Design is progressing to 100%. Park Rd. 22 (South Access Rd., Commodore to Jackfish) - Design is progressing to 90%. Park Rd. 22 (Compass to Park Rd. 22) - Design is in 30% review process. Jay Gardner: When design processes hit 100%, could we provide drawings?Also, Sea Pines where it intersects PR 22, crooked road, ditch, turns aren't straight. 5. 22-0400 TIRZ#2 & Subcommittee Updates (Heather Hurlbert) Nueces County Commissioner's Court tomorrow will be discussing getting back into the TIRZ as well as extending the boundaries, sounds like they want to get back on board for 50-75% for a few years and then dial it back a bit. Hopefully can get that passed, will attend and report back. Haven't seen the full TIRZ#2 meeting on council agenda yet, should be on in October at some point. Already gave all ISAC recommendations,just waiting. Dotson: what about Del Mar? Heather Hurlbert: Del Mar is not going to commit until they see the project and financing plan but neither have been updated yet, Del Mar seems interested but want to be briefed before they decide. 6. 22-0402 Island ADP Committee Update (Chair Jay Gardner) Holding off and waiting to see if the TIRZ#2 is authorized so we know what projects to prioritize. Some can be financed through the TIRZ and others through the ADP,just in a holding pattern. Looking for folks to step up to serve on the ADP committee. Craig Thompson volunteers, Meagan Furey interested but wants to discuss. H. New Business for Discussion and Possible Action 22-1594 Packery Channel No Wake Zone Presentation Attachments: Nueces County No Wake Handout 8. 22-1595 Erosion Plan (Jay Gardner) There are erosion issues all around the city, city has joint erosion plan with City of Corpus Christi Page 3 Printed on 111312022 Island Strategic Action Committee Meeting Minutes -Final September 13,2022 the county, but not aimed at bay beaches, city is saving state HOT in a fund that can be matched by GLO program, alternate cycles. City needs to have an improved plan, need a bayside erosion plan. Plan needed to both save money and infrastructure. In talking with other chairs of other committees, would like to work on resolution or recommendation to come up with erosion plan that is aimed at bayside beaches. Heather Hurlbert: Almost 2 million that is used for local money for beach maintenance, additional money from the state from their HOT that is designated for gulf beaches, can do beach maintenance with local HOT. Not sure on the differentiation, but there are limitations. Jay Gardner: probably parks and engineering need to work together to create such a plan. Craig Thompson: seems like there needs to be some collaboration between committees since this is citywide. Motion by Craig Thompson to direct the ISAC chair to work with other city committee chairs to develop a plan regarding shoreline protection and erosion citywide. Second by Committee Member Eric Evans. Motion carried by unanimous vote. I. Future Agenda Items Keep current agenda. Next Meeting: October 11, 2022 @ 5:30pm Padre Island Baptist Church J.
