Meeting Minutes
Planning Commission
Wednesday,October 19,2022 5:30 PM Council Chambers
The Planning Commission shall be responsible to and act as an advisory body to City Council;shall
review and make recommendations to City Council regarding the adoption/implementation of a
comprehensive plan,regarding all proposals to adopt/amend land development regulations for the purpose
of establishing consistency with the comprehensive plan,regarding zoning or requests for zoning changes
in a manner to insure consistency with the adopted comprehensive plan,regarding the City's annual
capital budget and any capital improvement bond program. The Planning Commission also exercises
control(approving body)over platting/subdividing land within the cooperate limits and the extraterritorial
jurisdiction of the City in a manner to insure the consistency of all plats with the adopted comprehensive
plan.
I. Call to Order, Roll Call
The meeting was called to order by Chairman Zarghouni at 5:30 p.m. A quorum was
present with Commissioner Mandel absent.
II. PUBLIC COMMENT: NONE
III. Approval of Absences: Commissioner Gonzlaez
No action was taken, due to Commissioner Gonzalez resignation.
IV. Approval of Minutes
1. 22-1768 Regular Meeting Minutes of October 5, 2022
A motion was made by Vice Chairman Miller to approve the minutes listed above and it
was seconded by Commissioner Motaghi. The motion passed.
V. Consent Public Hearing: Discussion and Possible Action
Mark Orozco, Development Services, read the Consent agenda into the record new plat
items "2 through 8", Commissioner York will abstain from item "9". The plats satisfy all
requirements of the Unified Development Code (UDC)/State Law, and the Technical
Review Committee (TRC) staff recommends approval. After Staff's presentation the
public hearing was open, there being none the public hearing was closed.
Commissioner York made a motion to approve the Consent Agenda items "2 through 8
as presented by staff and was seconded by Commissioner Salazar-Garza. The motion
passed. Item "9"was read into the record, Case No. 1022-02, Mc Ts and Associates,
LLC: Ordinance rezoning property at or near 14909, 14913, & 14917 Granada Drive,
located along the northwest corner of the intersection of Running Light Drive and

Leeward Drive from the "RS-6/10" Single-Family 6 District with the Island Overlay to the
"RM-AT/10/PUD" Multifamily AT District with the Island Overlay and a Planned Unit
Development. Staff recommends approval on this item. After Staffs presentation the
public hearing was opened, there being no one to speak, the public hearing was closed.
Commissioner Salazar-Garza made a motion to approve the Consent Agenda item "9"
as presented by staff and was seconded by Vice Chairman Miller. The motion passed.

VI. Director's Report
Nina Nixon-Mendez, Assistant Director announced to the Commissioners that this Friday
October 21 st is the Development Service task force meeting and will began at 9am at
City Hall on the 6th floor, and they are welcome to join.
VII. Future Agenda Items
Vice Chairman Miller stated he would like for the future Zoning Cases to disallow any
submissions of site plans, he would like to look blindly at the property, instead of seeing
pictures of what the property can be, that way it cannot sway peoples view on the
projects. Also, with the resignations of Commissioner Schroder and Gonzalez, there will
be new Commissioners coming on board he would like to have Zoning 101, or even a
seminar or retreat, to remember what they are here to do as Commissioners. Chairman
Zarghouni stated he would like to echo what Vice Chairman Miller said about the zoning
case, if they could see case by case what type of uses allowed in the zoning district
rather than fancy pictures. Vice Chairman Miller also stated he would like to have more
information on the notifications that are mailed out.
VIII. Adjournment of Planning Commission
There being no further business to discuss, the meeting adjourned at 5:44 p.m.
