A. Call To Order
The October 3rd regular meeting was called to order at 5:30pm.

Present: 8- Vice Chair Charles Pendlyshok,Alyssa B. Mason, Don Dunlap, Curt Broomfield, John
Wood, John Murray, Marcus Veazey, and Robert Kelley

D. Approval of Minutes and Action on Absences
The minutes for the September 12th special meeting were approved.

F. Director's Report
Mr. Atwood explained the City just concluded the fiscal year for 2022 and the marina
came close to the budgeted amount. We received a boost from an insurance payout from
the freeze in February 2021. New fishing signage has been printed and is ready to install.
Future events include the Harvest Moon Regatta beginning October 6th. While the marina
is not involved in the regatta, some participants stay a few nights.

3. 22-1706 Capital Improvement Projects
Mr. Atwood had no update on the Corps of Engineers permit for the dock construction
project. Mr. Kelley questioned what would happen if the new bid for the project comes in
higher than the amount previously approved. Parks and Recreation assistant director
Kevin Johnson advised the project would not be scaled back, we would use other
avenues to find the additional monies. Mr. Atwood attended a scoping meeting for the
Coopers Alley boaters facility on September 30th with the selected design firm and
another scoping meeting for the Coopers Alley haul out facility on October 3rd. The
Peoples Street boardwalk project was approved by City Council and the design firm
selection is in progress.
H. New Business for Discussion and Possible Action
4. 22-1707 Open Meetings Act Overview with Aimee Alcorn-Reed
City attorney Aimee Alcorn-Reed gave a refresher presentation on the Texas Open
Meetings Act and how it applies to the marina advisory board.
5. 22-1708 Lighted Boat Parade
Ms. Mason passed out flyers for the Illuminated Boat Parade and advised the parade is
scheduled for December 3rd. To encourage participation the marina is offering visiting
participants free slip rental for the weekend of the parade.
6. 22-1709 Marina Office
Mr. Broomfield inquired when a new marina office would be built. Mr. Atwood advised the
marina office is being incorporated into the new haul out facility design. The first design
meeting for the facility was October 3rd.

The meeting adjourned at 6:18pm.
