Roll Call City Staff member Bonnie McLaughlin called roll. Present: 11 - Chair Jay N. Gardner, Tommy J. Kurtz, William Uhlarik, Michael Pittman, Craig Thompson, Meagan Furey, Robert Corbett, Eric Evans, Roy Coons, Melanie Salinas,and Charles F. Duffley Absent: 2- Daniel R. Brown III, and Robert Pruski C. Public Comment No public comment. D. Approval of Minutes and Action on Absences This was passed. G. Ongoing Business 2. 22-0397 Ex-Officio Member Updates Watershore & Beach Advisory Committee (Terry Palmer) Not in attendance. Parks & Recreation Committee (Twila Stevens) PRAC presentation on coastal erosion from Deidre Williams, parks discussed were bay front parks, resolution passed to coordinate committees all working together. Goal to retain public access and stabilize areas with support of the city. Proposed another type of agreement. Convention & Visitors Bureau (Brett Oetting) See presentation for details. Nueces County (Bryan Gulley) Underway with Packery Channel shoreline revetment to help prevent erosion. 2nd floor of Bob Hall Pier, contested issue, there will be a second floor, will take a while to build. Debate on whether to use single or dual pilings, cost being considered. Should be a much nicer pier. 22-1926 Visit Corpus Christi Presentation for ISAC 10/11/2022 Attachments: ISAC Presentation Visit CC 3. 22-0398 Parks Update Parks Update (Kevin Johnson) Barge is still there, they are working on removing it, lifeguard stands still up. Riley P. Dog Park: Parks will be the liaison for the park, lease with the water department, onsite meeting on Friday at 1 lam, will review options for water to the park, Kevin back involved in it and will make sure that the issue stays on track. 4. 22-0399 Engineering & Bond Updates See presentation for details. 22-1925 ISAC Presentation 10/11/2022 Attachments: ISAC Presentation 10.11.22 5. 22-0400 TIRZ#2 & Subcommittee Updates TIRZ#2 & Subcommittee Updates (Heather Hurlbert & Jay Gardner) HH: Scheduled a TIRZ#2 meeting for the end of the month, agenda will discuss extension of the TIRZ, consideration of request for Whitecap Development and their proposals for TIRZ funds, presentation by Chesney about Briscoe King pavilion, as well as the mobility plan. JG: will meet with subcommittee after that meeting. 6. 22-0402 Island ADP Committee Update Island ADP Update (Jay Gardner) Committee created: reviewed the ADP, reviewed plans/projects/priorities. Mobility Plan on the TIRZ#2. Daniel McGinn: proposing this to the TIRZ, will hopefully be decided at the 10/25/22 meeting. City of Corpus Christi Page 2 Printed on 121112022 Island Strategic Action Committee Meeting Minutes -Final October 11,2022 DM:just revised details of the program so it is more specific to certain zones, would need to look at the map, but funds may not be able to leave the island. JG: Developers at Whitecap have about 26 acres of public park space. HH: as of right now there is nothing restricted, everything is open to the public. JG: nearly 50 acres of open space. CT: what about boat access and boat ramps?Are there any future plans for more? JG: new development hasn't worked that out yet, but there are plans to put in a bridge on commodores, and there is a ramp on jackfish so once they put in the bridge you can hit one of the two existing ramps and be able to drive through. Meghan Furey: 7 boat ramps strategically placed throughout the island, great options. JG: there is room for any more members if anyone is interested. I. Future Agenda Items Next Meeting 11/8/2022 J. Adjournment Meeting adjourned at 6:42pm. This meeting may be held via videoconference call pursuant to Texas Government Code § 551.127.
