Chairperson, Dr. Beth Rauhaus called the meeting to order at 9:05 A.M.

Item #1: Review and approve the minutes of the 530th Civil Service Commission meeting
held April 29, 2022.
Chairperson, Dr. Beth Rauhaus made a motion to approve the minutes and Commission Member,
Gerald Avila seconds the motion. All members agreed.

Item #2: Review and consider the appeal submitted by Firefighter 1: Gabriel
Gonzales for question # 13 on the Fire Fighter II — EMS promotional
examination administered on June 14, 2022.

Jerilyn Cordova states that 2-3 seconds is normal for capillary refill. Also stated MPT had not been
taught or observed in the field.

Taylor West disagrees, stated assessing a patient's consciousness and mental health status before
securing an airway is required. Commission Member Gerald Avila asks for an explanation of the
process. Mr. Taylor provides an explanation of the process of what actually happens out in the field.
Brian Hartnett disagrees as well, refers to page 517 referring to seeing scene for first time, taking
assessment.

for question #81 on the Fire Fighter Il —EMS promotional examination
administered on June 14, 2022.

Taylor West states the textbook details working together, thus working together is the right answer.
States pages 66, 112, and 113 discuss teamwork and pages 76 and 207 state collaboration is
required. Brian Hartnett states both answers should be correct.

Brian Hartnett states he agrees with the textbook, only with 2 it is not safe at all, 3 is unsafe. Taylor
West states the rest of the textbook is contradictory therefore answer should be all. Jerilyn Cordova
agrees.
