A. Call To Order
Called to order at 12:01 pm

D. Approval of Minutes and Action on Absences
1. Approve minutes of Regular meeting on October 3, 2022

A motion was made by Board Member Valerie Harbolovic, seconded by Board Member
Almira Flores, that the be passed. The motion carried by a unanimous vote.
E. Committee Reports
2. Cultural Exchange Program - Melody Cooper ISusanne Horne I Mirza Pearson

The Committee had a robust discussion on lessons learned and follow up items that
need to happen following the visit from the Agen France Delegation. Melody would like
the French newspaper article posted on the Sister City Facebook page The Committee
also discussed the interaction that Agen wants to see in over the next couple of years
with most emphasis on activities in 2024. Mirza Pearson noted that the trip was too long
and suggested that future trips should be 4 business days with no weekend days
involved. Adria asked if there is enough committee members to handle future delegation
visits. Staff Liaison Tammy Embrey encouraged balance among interactions with the
various sister city relationships moving forward so that each city is engaged on equal
levels. Ms. Embrey also suggested that the committee might a strategic planning
session to discuss plans and goals moving forward for the committee. The committee
set a date for December 5th from 9-12 to hold that meeting pending city staff availability.

3. Student Exchange Program - Luis Cabrera I Susane Horn I Valerie Harbolovic

The subcommittee has not met for the past month and is waiting on the City to clear the
application. The subcommittee set a date to meet on 11/9 at 3 PM to start planning the
2023 Student Exchange program. The committee asked Ms. Embrey to determine if it
was possible to host the application on the website and who would be the appropriate
contact person to receive applications at the city. The subcommittee will have more to
report at the next meeting.

H. New Business for Discussion and Possible Action - none
I. Future Agenda Items
The committee discussed items that the would like to see included on the agenda for the
planning meeting in December to include a legal briefing on Open Meeting, a briefing
from City Secretary on the role of advisory committees as well as what the process is to
update the ordinance and policies for the committee. The committee would also like to
discuss the goals of the committee moving forward and what can realistically be
accomplished each year. It was also noted that thank you notes need to be prepared for
the sponsors and key people that were involved in hosting the Agen Delegation.
J. Adjournment
Valerie Harbolovic moved to adjourn the meeting at 12:58 PM with a second by Luis
Cabrera. The vote was unanimous.
This meeting may be held via videoconference call pursuant to Texas
Government Code § 551.127. If this meeting is held via videoconference call or
other remote method of meeting, then a member of this governmental body
presiding over this meeting will be physically present at the location of this
meeting unless this meeting is held pursuant to Texas Government Code §
551.125 due to an emergency or other public necessity pursuant to Texas
Government Code § 551.045.
