HomeMy WebLinkAboutMinutes Construction Trade Advisory & Appeals Board - 11/17/2022 - SpecialCONSTRUCTION TRADE ADVISORY & APPEAL BOARD MINUTES – SPECIAL MEETING CITY OF CORPUS CHRISTI DSD BUILDING – 2406 LEOPARD STREET November 17, 2022 - 1:30 P.M. I. CALL TO ORDER - ROLL CALL The meeting was called to order and a quorum was established with Jared Merdes absent. II. PUBLIC COMMENT: Business owner and citizen Jim Horman was present for meeting, introduced himself to committee and offered no public comment. III. APPROVAL OF ABSENCES: None. IV. APPROVAL OF MINUTES: October 13, 2022 A motion was made by Chairman Camp to approve the minutes listed above and it was seconded by the board. The motion passed. V. BRIEFING: • Luke Fry, Building Official addressed a concern from the October 13, 2022, CTAAB meeting by board member Mike Dildy and discussed with the board the amendments in detail and comparisons between IRC P2503.5.1 (2015) & (2021). • Mr. Fry proposed by to take the water test top-out to 5 feet above finished floor, which is supported by the IRC P2503.5.1 (2015). It was stated by Fry that this proposition was supported by The Home Builders Association. After debate and discussion between Building Official, Fry and board members, it was agreed that: IRC-P2503.5.1 Rough plumbing. DWV systems shall be tested on completion of the rough piping installation by water or, for piping systems other than plastic, by air, without evidence of leakage. Either test shall be applied to the drainage system in its entirety or in sections after rough-in piping has been installed, as follows: BOARD MEMBERS: Garry Camp – Chairman Paul S. Water test. Each section shall be filled with water to a point not less than 5 feet (1524 mm) above the highest fitting connection in that section, or to the highest point in the completed system. Water shall be held in the section under test for a period of 15 minutes. The system shall prove leak free by visual inspection. 2. Air test. The portion under test shall be maintained at a gauge pressure of 5 pounds per square inch (psi) (34 kPa) or 10 inches of mercury column (34 kPa). This pressure shall be held without introduction of additional air for a period of 15 minutes. • Citizen Jim Horman spoke on his concern and clarification on the IRC P2503.5.1. His concern was addressed by Building Official, Luke Fry and Board Members. • Fry brought to the attention of the board members of the upcoming WINNS I-Code taking place in January or February 2023 to City Council. • Jose Jimenez expressed concerns on inspection time for electrical inspections. Muni code Chapter 14-Development Services, Division 3. Electrical Code, Sec 14- 241. (1) Section 80.13 (13). Fry suggested that virtual inspections, taking pictures, or face time inspections may be some options; then it would be measured on a case-by-case basis. Fry did state that it is not a guaranteed process but may be considered. It was also stated that speaking with the City Senior Electrical Inspector, Frank Garza is also an additional option. • Fry suggested the elimination of Master electrician. Muni code Chapter 14- Development Services, Division 3.-Electrical Code, Sec 14-241. (6) Section 80.27 (A). It was proposed that a new employee train/work under a certified electrician and under the supervision of a master electrician. VI. BUILDING OFFICIAL REPORT: • Fry supplied a copy of the 2020 NEC amendments to board. Specific attention to the amendments that were made by the Home Builders Association in June of 2022. With the possibility of it going to Counsel in January or February 2023. • Cervantes expressed concern about NEC 210.52.A.1 amendment by Home Builders Association. He suggested that the amendment should have been struck from the codes. Fry, recommend that Michael Dice, DSD Assistant Director had notes from the Home Builders meeting and that Cervantes email any concerns to himself and Dice. After Cervantes demonstrating the cons of the code a second suggestion was made by Fry to get rid of the whole thing and go back to base code. The board agreed on the striking of the amendment. • Fry reminded the board of the hours of operation for DSD; that a minimal crew will be available on the 29th and 30th for prescheduled inspections only. • Camp posed a question on property elevation and new maps. Fry recommended that he reach out to Cathleen Chapa, Floodplain Manager. VII. MOTION • A motion was made by Mike Dildy and proposed change to IRC P2503.5.1A water test for top out instillation shall be a minimum of 5 feet above finished floor. Fry recommended that Dildy make it official by emailing the change/request. Dildy wanted this motion to go on record and it was second and voted on by the board. VIII. FUTURE AGENDA ITEMS: • Annual Report • 901 Leopard, Nueces County Court House Water Boil alert information. The State deemed it unsafe. Did the DSD inspect and permit? IX. ADJOURNMENT There being no further business to discuss, the meeting was adjourned at 2:48 p.m.
