Call To Order Chairperson Dr. Jennifer Scott called the meeting to order at 3:01 p.m. B. Moment of Reflection Moment of reflection was conducted. C. Pledge of Allegiance to the Flag of the United States Pledge of Allegiance was conducted. D. Roll Call Chairperson Dr. Jennifer Scott called the roll and verified that a quorum was met to conduct the meeting. Members Present: Dr. Jennifer Scott, Melanie Gomez, Jennifer Gracia, Angela Brengman, Olivia Allan, Imelda Trevino Members Absent: Dr. Anthony Zoccolillo, Jennifer Mirabal Staff Present: Nora Vargas, Jennifer Buxton, Stephanie Garcia, Sergio Gonzalez, Mai Bernal, Michael Dice E. Public Comment Judy Telge, with the Coastal Bend Center for Independent Living, advised the committee of the Functional Needs Support Team (FNST). The FNST assists the City of Corpus Christi with preparation 4 Committee for Persons with Disabilities Meeting Minutes September 7,2022 and planning for disasters. Assistance with evacuations and training of volunteers and staff is also provided by the FNST. One of the FNST's goals is to provide accessibility to everyone in the community and to ensure a safe evacuation. Ms. Telge extended an invitation to committee members to become more involved in the FNST. Ms. Telge also offered to provide a presentation at a later date. Megan Jackson, with the Coastal Bend Center for Independent Living, advised committee members that her organization provides housing and transportation assistance, access to durable medical supplies and advocacy peer counseling. Ms. Jackson spoke of a navigator program that assists uninsured or underinsured individuals with Marketplace health insurance and applications regardless of disability. They are in a special enrollment period for this program through October 31 st. Open enrollment for Marketplace health insurance will begin on November 1 st. The services provided are free and confidential. F. Approval of Minutes and Action on Absences 1. -1545 Approval of the August 3, 2022 Meeting Minutes Imelda Trevino made a motion to approve the Minutes, seconded by Olivia Allan. The Minutes were approved as presented. Dr. Anthony Zoccolillo and Jennifer Mirabel requested an excused absence. Dirk Hillard resigned from the committee. Imelda Trevino made a motion to approve the excused absences, seconded by Melanie Gomez. The requests were approved. G. Presentations (limited to 10 minutes) Kent Mcllyar—City Attorney's Office Kent Mcllyar, an attorney with the City Attorney's Office, discussed power and duties of the CFPWD. Mr. Mcllyar clarified that the CFPWD is an advisory committee to the city and was created in 2001 by City Council. The purpose of the committee is to encourage, assist and enable persons with disabilities, participate with social and economic life of the city to achieve maximum personal independence, to help the disabled find gainful employment and to enjoy full use of all public and private facilities of the city. The committee serves as an advisory board regarding issues affecting persons with disabilities in Corpus Christi. Mr. Mcllyar discussed several items as they relate to the committee's duties and powers. He also answered questions regarding different processes. H. Staff Reports Neighborhood Services —ADA Activity Report Stephanie Garcia provided a report of several calls regarding requests for accessibility ramps to be built or repaired. Nora Vargas explained that the influx of calls was due to a news release regarding grant funds received by the Grant Monitoring Department and the mention of ADA ramps. Resource information was provided to all callers for further assistance. One call was regarding the lack of accessible parking spots at the School of Science and Technology (Bayshore Campus). After an assessment, it was determined that the parking lot was not ADA compliant. The campus was notified by letter and advised to provide a resolution plan by September 29tH Development Services Dept. — Department Overview Impacting Persons with Disabilities Michael Dice confirmed information regarding the ramp permit fee waiver is given out to residents and compliance inspectors also provide that information to any who has not requested a ramp permit to build. In regards to the ADA complaint of the new school, Mr. Dice advised that a RAS (Registered Accessibility Specialist)with TDLR (Texas Department of License and Registration) is responsible for the final inspection of the school and should catch the non-compliance of ADA parking spots. The city will issue a certificate of occupancy prior to the final state inspection, as state law allows up to 18 months to become compliant. 5 Committee for Persons with Disabilities Meeting Minutes September 7,2022 Engineering Services— Updates on Engineering Project(s) Impacting Persons with Disabilities No update. Parks and Recreation Dept. — Updates on Accessibility Services & Programs, Master Park Planning Efforts No update. CCPD Parking Control —ADA Citation Report Ricardo Rodriguez was not in attendance but the citation report for August was provided to the committee. Citations included 158 disabled parking violations, 10 blocking the architectural design, and 26 blocking the sidewalk. I. Subcommittee Reports Engineering Subcommittee (ENG)—Activity Updates, Protected Bike Paths Jennifer Gracia reported no update regarding the lack of curbs at Schanen Elementary. She also advised that Shirin Delsooz with ibikecc.com would be addressing the protected bike paths issue with City Council. Public Service Announcement Subcommittee (PSA)—Activity Updates, Social Media Updates, Voting PSA No update. Accessible Recreation Playgrounds Subcommittee (ARP)—Activity Updates No update. Community Volunteer Involvement (CVI)—Activity Updates, Driscoll Hospital Toy Drive Dr. Jennifer Scott reminded committee members of the current toy drive for the Driscoll Children's Hospital toy drive through September 15th. The committee agreed to deliver donations on September 16th at 3:30pm, so long as that date works for the representative of DCH. Regarding the C.A.S.T. event on October 22nd, volunteer spots have been filled but still need participants. It has not been determined if the committee will be able to table the event, as done in previous years. J. Chairperson's Report Round Table Discussion —Brochure, Shirts, By-Laws Dr. Jennifer Scott presented a new brochure for the committee. Dr. Scott asked committee members for any input on the brochure. She also advised that once the logo has been corrected, it will be included on the brochure. Jennifer Gracia will try and contact her colleague to make to changes to the logo. Nora Vargas suggested listing the call center number, 3-1-1, as the contact number for Neighborhood Services. Jennifer Buxton recommended including that individuals interested in serving on the committee should contact the City Secretary's office. The brochure will be put on next month's agenda for approval. There was discussion regarding shirts for the committee. Color, style and design will be put on next month's agenda for approval. There was discussion regarding the By-Laws and changes to be made to bring them current. A red line document will be created for approval at next month's meeting. City Survey Project— Receive and Discuss Project Updates (Discussion, Recommendations) No update. Closed Caption Project— Receive and Discuss Project Updates, Facebook Page (Discussion, Recommendations) No update. Jennifer Gracia will meet with Olivia Allen to discuss. Committee Workshop—Continue Planning No update. Dr. Jennifer Scott, Imelda Trevino and Olivia Allen will be meeting to discuss. 6 Committee for Persons with Disabilities Meeting Minutes September 7,2022 Committee Events-Continued Discussion on Events to Attend, Shoe Drive, Future ADA Celebrations, C.A.S.T., Walk & Roll The C.A.S.T. event was discussed under the CVI update. Melanie Gomez reported that the Walk & Roll event will be postponed until next year. Dr. Jennifer Scott announced an event by Texas Workforce Solutions of the Coastal Bend on October 15 at the Education Service Center, and a Low Sensory Day at In the Game Funtrackers on October 15. Welcome New Committee Members Dr. Jennifer Scott welcomed new committee member, Angela Brengman. K. Future Agenda Items Presentation from Judy Telge with Coastal Bend Center for Independent Living. Voting on committee shirts and brochure will be added to next month's agenda. Standard operating procedures about how to make requests from staff will be provided as well. L. Adjournment Melanie Gomez made a motion to adjourn the meeting, seconded by Imelda Trevino. Meeting adjourned at 4:16 p.m This meeting may be held via videoconference call pursuant to Texas Government Code § 551.127. If this meeting is held via videoconference call or other remote method of meeting, then a member of this governmental body presiding over this meeting will be physically present at the location of this meeting unless this meeting is held pursuant to Texas Government Code §551.125 due to an emergency or other public necessity pursuant to Texas Government Code§ 551.045. 7
