Chairperson, Dr. Beth Rauhaus called the meeting to order at 10:01 A.M.
Eyvon McHaney reads agenda item #1.
Item #1:Review and approve the minutes of the 532nd Civil Service Commission meeting
held December 19, 2022.
Commission Member, Gerald Avila made a motion to approve the minutes and Commission
Member, Dr. Deborah Sibila seconds the motion. All members agreed.
Eyvon McHaney reads agenda item #2.
Item #2:Review and consider the appeal submitted by Firefighter I: Robert Avila for
question # 19 on the Fire Fighter II — EMS promotional examination
administered on November 29, 2022.
Amelia Allen reads the question being appealed, all possible answers for the question, and the
recommendation action given by the test creator to deny appeal.
Robert Avila states that PEA airway of oxygen and fluids are mentioned in the source material. The
source mentions to perform an airway check before fluids are administered during transport,
arguing both answers are correct.

Item #3:Review and consider the appeal submitted by Firefighter I: Robert Avila
for question # 43 on the Fire Fighter II — EMS promotional examination
administered on November 29, 2022.
Amelia Allen reads the question being appealed, all possible answers for the question, and the
recommendation action given by the test creator to deny appeal.
Robert Avila states that both answers A and C are correct to relieve bronchospasms in the field.
Commission Member, Dr. Deborah Sibila asked the HR board if the candidates are told to select
the best right answer in the instructions before the exam starts. Amelia Allen verifies that is part of
her exam instructions.

Item #4:Review and consider the appeal submitted by Firefighter I: Payton Beck for
question # 46 on the Fire Fighter II — EMS promotional examination
administered on November 29, 2022.
Amelia Allen reads the question being appealed, all possible answers for the question, and the
recommendation action given by the test creator to deny appeal.
No one present spoke for or against item #4.
Eyvon McHaney reads agenda item #5.
Item #5:Review and consider the appeal submitted by Firefighter I: Robert Avila
for question # 47 on the Fire Fighter II — EMS promotional examination
administered on November 29, 2022.
Amelia Allen reads the question being appealed, all possible answers for the question, and the
recommendation action given by the test creator to deny appeal.
Robert Avila states that both answers are correct.
Chairperson, Dr. Beth Rauhaus announced that the meeting is going into closed session at 10:17
A.M. pursuant of the authority Section 55 1.074 of the Texas Meetings Act to discuss the appeals.
At 10:22 A.M. Chairperson, Dr. Beth Rauhaus announces that the 533rd Civil Service Commission
Meeting is back on the record.

Avila, seconds the motion to deny the appeal. All members agree. Appeal denied.
