Pickleball advocate, would like some pickleball courts on the island, online booking system would be great, would like the city to consider it. Lori Jones, 13838 Doubloon St. Pickleball advocate, great amenity for the island community. Debbie Fitch, 15201 Isla Pinta Ct. Pickleball advocate. Jan Park, 13817 Gunwale Dr. Co-chair of the Riley P. Dog Park, requesting status update. Jason Gresham, 13750 Eaglesnest Bay Dr. Pickleball advocate. Todd Hunter, Jr., 13526 Catamaran Dr. Pickleball advocate, wants ISAC to reference the multi-use park in Port Aransas. In support of the second causeway, wheels in motion and moving up the timetable for this project. Bob Cushing, 14017 N. Cabana Reviewed the June ISAC documents concerning the park, would like to advocate for more parking and street access. Earl & Rebecca Koester, 14026 Cabana Dr. Community center proposal: would like to know if that is true and why we would need one. Lisa Van Malsen, 15305 Caravel Dr. Pickleball advocate. Ken Harrelson, 14018 Cabana North Concern about the site where the community center was proposed as well as where the pickleball courts may go. Not clear on why city funds would be spent on them. Lacy Harrelson, 14018 Cabana North Same concerns as above. Location of potential pickleball court and/or community center need to be reconsidered. Nick Colosi, 13561 Camino De Plata Riley P. Dog Park Chair, would like updates. Jeff Smith, 14513 Dorsal St. Pickleball advocate. David Pierce, 14769 Dasmarinas Dr. Restrooms being built down the street from the lift station, would like ISAC to revisit the option of a restroom as well as a water quality analyzer. Linda Griffin, 13826 Suntan Ave. Tennis court advocate. Lauren Bratty, 1246 Dona Drive Advocate for community center, need a place to socialize and network on the island and take your families. A community pool would be wonderful too. Rose Haas, 13926 Primavera Dr. Lived in the neighborhood for years, advocate for community center. D. Approval of Minutes and Action on Absences This was passed. Ongoing Business 23-0273 Island Strategic Action Committee Presentation Attachments: ISAC Presentation 1.10.23 2. 22-0397 Ex-Officio Member Updates Watershore & Beach Advisory Committee (Meredith Darden): Didn't meet yet, first meeting. Parks & Recreation Committee (Twila Stevens): Not much pertaining to the island at the last meeting, passed the joint resolution but didn't do a roll call vote so it is back on the agenda. Convention & Visitors Bureau (Brett Oetting): Created a CC Sports Commission in June, very supportive of pickleball, would like to bring it into the region, winding down the winter marketing, start with summer marketing, marketing in Canada, Detroit, Chicago, etc. Hosted a "day of tourism" event recently. VistiCC would like to go back to the sports commission, created a Corpus Christi Sports Hall of Fame and in May 2024 will host a banquet for CCISD sports stars as well as the induction of the first hall of fame class. We also want to make sure we aren't focusing only on land sports, but water sports as well. Who are the great athletes in the world of sports that VisitCC will need to know? Finished last year with the highest visitor revenue, expecting this year to beat last year. Has data on visitors to the island and is happy to provide it for the second causeway effort. Nueces County (Bryan Gulley): New judge for the county, also new court commissioner since the vice chairman wasn't reappointed, waiting to have a meeting with Connie Scott about her plans moving forward. 3. 22-0398 Beaches & Parks Update Darren Gurley: New building is up (Beach Equipment Storage Facility), keys come through on Friday, ribbon cutting on 2/7/23 at 11 am. Still waiting on permit, revamping lifeguard platforms to make them easier to move, moving sand, and Deidre Williams will be working on a shoreline survey. 4. 22-0399 Engineering & Bond Updates See presentation for details. City of Corpus Christi Page 3 Printed on 3/2/2023 Island Strategic Action Committee Meeting Minutes -Final January 10,2023 Bond 2018 Update: JFK Causeway improvements are not moving forward, will find a replacement project (around $1.3 million budget). Craig Thompson: what is the process for finding a replacement project? Heather Hurlbert: bond language will leave some latitude, will need to check what is allowable and then we can do a similar project to replace it. CT: should ISAC look and identify potential projects? HH: yes, the plan would be for ISAC to weigh in and give feedback. 5. 22-0400 TIRZ#2 & Subcommittee Updates Subcommittee has not met yet. 6. 22-0402 Island ADP Committee Update Subcommittee has not met yet. 7. 23-0109 Commodore Park Update Attachments: Commodore Parks Presentation 12.6.22 Kevin Johnson: Holiday break made it difficult to get a consultant online, behind a little, but will have an actual proposal for a contract soon, including outreach (council, ISAC, VisitCC, community, etc.). Basically, surveying the community for feedback, composed a plan drawn from the 10-Year Master Plan (specifically the survey, compiled the data). Will contract the survey out. Plan B is that Parks is looking to do it in-house, but it is time-consuming so they are still weighing both options, at the next ISAC meeting should have updates. 45-60-day timeframe to complete, asking ISAC to help promote the survey. Will give the information collected to the contractor and a concept can be created of what the park could look like. Bill Uhlarik: benchmarks for surveys, is there a vision already in process that the survey takers can build on? Park systems in the US or something equivalent? Kevin Johnson: yes, we are definitely looking at best practices and will either scale up or down the survey to be appropriate and collect the information the contractor needs. Also don't forget that in the 10-Year Master Plan we are following the guidelines already established. So only things that belong in a park, will not stray from those guidelines. KJ: Riley P. Dog Park update: the potable water agreement has been approved and will be emailed out for review asap. 8. 23-0117 Erosion Plan Update Waiting on passage at PRAC. H. New Business for Discussion and Possible Action City of Corpus Christi Page 4 Printed on 3/2/2023 Island Strategic Action Committee Meeting Minutes -Final January 10,2023 9. 23®0112 Second Causeway Resolution Attachments: ISAC Second Causeway Resolution 2023 Chair Jay Gardner: With Todd Hunter, started looking at different options for roadways off the island, wanted to get local support that he can use in Austin and Washington D.C. in order to speed up the funding process. Have been working with Nueces County and City of Corpus Christi, drafted the resolution with Todd and his assistant with assistance from the city and county, conditionally approved by Tammy Embrey. I. Future Agenda Items J. Adjournment Meeting adjourned at 6:55pm. This meeting may be held via videoconference call pursuant to Texas Government Code § 551.127.
