HomeMy WebLinkAboutMinutes Landmark Commission - 01/26/2023 MINUTES - REGULAR MEETING LANDMARK COMMISSION CITY OF CORPUS CHRISTI CITY HALL COUNCIL CHAMBERS - 4:30 pm 1201 LEOPARD STREET JANUARY 26, 2023 STAFF: Nina Nixon-Mendez, Assistant Director & Historic Preservation Officer Ruth Bocchino, Agenda Coordinator Buck Brice, Assistant City Attorney I. CALL TO ORDER/ROLL CALL: 4:32 pm. The meeting was called to order and a quorum was established with Commissioner Montez absent. II. PUBLIC COMMENT: There was no public comment. III. DISCUSSION AND ACTION REGARDING VICE-CHAIRMAN ELECTION: A nomination was made by Commissioner Wilson for Commissioner Williams as Vice-Chairman and was seconded by Chairman Mendez. There were no further nominations. A motion was made by Commissioner Wanzer and seconded by Commissioner Forrester. The motion passed. IV. APPROVAL OF MINUTES: November 17, 2022. A motion was made by Chairman Mendez to approve the minutes as amended to correct the absences, seconded by Commissioner Williams. The motion passed. Staff confirmed, through meeting notes, that Commissioners Brown and Williams were present, Wanzer and Wilson were absent. V. APPROVAL OF ABSENCES: Michelle Wanzer and Veronica Wilson. A motion was made by Chairman Mendez to approve the absences and was seconded by Commissioner Wanzer. The motion passed. VI. DISCUSSION AND ACTION REGARDING THE 2023 MEETING CALENDAR: A motion was made by Commissioner Williams to approve the calendar as presented and Commissioner Brown seconded. The motion passed. VII. DISCUSSION AND ACTION REGARDING THE 2022 LANDMARK COMMISSION ANNUAL REPORT: A motion was made by Commissioner Brown and seconded by Commissioner Forrester to approve the 2022 Landmark Commission Annual Report with amendments: Adding the Todd-Budd House, 805 Park Avenue, and Boarri Craft Butchery, 817 S. Staples Street. Chairman Mendez is to resubmit the Annual Report as amended. DISCUSSION AND ACTION REGARDING A MOTION TO INITIATE A HISTORIC OVERLAY ZONING FOR A LANDMARK DESIGNATION FOR A PROPERTY AT 2002 AYERS STREET, (Owner: ButterKrust Storage LLC): Assistant Director Nixon-Mendez gave the following report: this is a motion to initiate Overlay Zoning to Designate as a Historic Landmark for ButterKrust Storage. Discussion was held regarding the standards to establish Historic Overlays; the history of ButterKrust Storage; photos of the location; the owners have consented to the designation; staff supports the designation; and if approved, a Public Hearing before the Landmark Commission will be scheduled for February 23, 2023. A motion was made to approve initiation of the Historic Overlay by Commissioner Williams and seconded by Commissioner Wanzer. The motion passed. IX. HISTORIC PRESERVATION OFFICER REPORT: Nina Nixon-Mendez Assistant Director Nixon-Mendez gave the following reports: • American World War II Heritage City designation-Corpus Christi and Texas Coastal Bend: We received the honorary designation from the Department of the Interior; the only area in Texas to carry this designation. The United Chamber of Commerce, Nueces County, and Kleberg County are interested; multiple groups have interest; the next step is how to promote this designation and promote historic resources; the study group is progressing. • Annual Preservation Awards Submissions: Due April 3, 2023: Awards are in May, National Preservation Month; January is the call for nominations for projects; press release submitted; categories are buildings and properties, exhibit Secretary of Interior Standards guidelines; architects or organizations; innovation; working towards the lasting impact of preservation in the city; historical monograph, past or present; education award recipients; education of preservation in the city; one nomination received, the Nueces Lofts; board members discussed Prices Chef and a social media presence; recommendation for The Chamberlain; but windows have been removed; a section of Sante Fe mid-century homes; anyone can nominate. • Discussed the board vacancy; any interest let Nina know; training webinar Design Review with Limited Resources 2/2/23 12:00-1:30. • Resolution related to bikeway and moving to a proximity closer to Old Bayview; contacted Planning Director; Parks Department is working on the mitigation project; can address in the Harbor Bridge Park project; amend downtown plan. X. FUTURE AGENDA ITEMS: Photo Contest; Ropes House; Task Force-Ocean Drive Neighborhoods; Littles-Martin House; Federal Courthouse-belongs to the County. XI. ADJOURNMENT There being no further business to discuss, the meeting adjourned at 5:18 p.m.
