Upon request, this information can be available in larger print and/or in electronic format. A. Call To Order The meeting was called to order by Jarvis Amaya at 12:36 p.m. B. Roll Call Roll was called, and a quorum was confirmed. C. Public Comment None D. Approval of Minutes and Action on Absences 1. Approval of minutes- Regular meeting February 15th 2023. Attachments: CCACS Minutes Feb 2023 Advisoa Meeting There was a motion to approve. The motion was seconded and passed unanimously. 2. Approval of Absences from February 15th, 2023 There was a motion to approve. The motion was seconded and passed unanimously. E. Committee Reports 3. Sec. 2-116. Purpose and duties of the committee. The committee shall advise the city council and city manager about all aspects of animal control including fees, staffing, ordinances, procedures and policies, and facilities. The jurisdiction and actions of the committee shall be advisory only. Specifically, the committee shall perform the following tasks: City of Corpus Christi Page 1 Printed on 411912023 Animal Care Advisory Committee Meeting Minutes March 15,2023 (1)Acquaint itself with the animal control needs and problems of the community, the city's animal ordinances and regulations, the details of operations of the animal control division and community animal facilities such as pound and shelters. (2) Develop recommendations to meet community needs in this area and to improve the city's animal control program. (3) Cultivate public knowledge, understanding and acceptance of the need for the services offered by the animal control division and the ordinances and regulations it enforces. (4) Provide a public forum for discussion of animal control needs and services and for hearing public complaints, inquiries or praise about such services. Mr. Skidmore read section to Board. F. Staff Reports 4. Region 11 Zoonosis Report Mr. Skidmore advised the Board there are no new cases in our county to report. 5. Monthly Shelter Report and Clinic Report Joel Skidmore reviewed the February 2022/2023 comparison report. Ms. McCollough inquired if there was a maximum amount of length of stay to which Mr. Skidmore advised there was not and advised of plans in place for enrichment for long term residents. Ms. McCollough inquired if these animals are eligible to foster. Mr. Skidmore explained all animals are eligible for foster, behavior permitting. The board inquired on the RTO numbers. Mr Skidmore advised it is a combination of"over the counter" and in the "field" The Board requested a breakdown of the RTO numbers, "OTC" versus "Field". Mr. Skidmore advised he would look into a breakdown in the report. Mr. Dominguez inquired on a long term reporting process. Mr. Skidmore advised the data is pulled from chameleon on month to month basis for the Advisory Committee meetings. Ms. McCollough inquired on how far back chameleon stores data, Mr. Skidmore advised when we initially started using it in 2003. 6. Update: ACS FY23 Work Plan and Strategy Development Mr. Skidmore updated the board on the ACS FY23 Work Plan and Strategy Development. G. Unfinished Business 7. Motion presented. passed unanimously. 8. Discussion on results of Subcommittee (TNR and Facility Improvement) Roland Dominguez provided a handout from Texas Humane Legislation Network "House Bills filed to Protect Trap-Neuter Programs in Texas" Discussion on results of Subcommittee (TNR and Facility Improvement)-A motion to table for old business was presented and passed unanimously. 9. Nominate Co-Chair Nominate a co-chair-A motion to appoint Ms. Jackie McCollough as co-chair was made and passed unanimously. H. New Business for Discussion and Possible Action 10. Communication Department discussion on ACS Communication Strategy Communication Department discussion on ACS Communication Strategy- Marketing and campaign presentation by Ms. Cobbs and Ms. Orozco I. Future Agenda Items Discussion on rescue/transport partners J. Adjournment The meeting was adjourned at 1:33p.m. All approved, and meeting was adjourned. This meeting may be held via videoconference call pursuant to Texas Government Code § 551.127. If this meeting is held via videoconference call or other remote method of meeting, then a member of this governmental body presiding over this meeting will be physically present at the location of this meeting unless this meeting is held pursuant to Texas Government Code § 551.125 due to an emergency or other public necessity pursuant to Texas Government Code § 551.045.
