Roll Call Roll was called and a quorum was present. Present: 9- Paul A. Cameron Jr., Randall Hicks, Randall Hicks, John LaRue, 1st Vice Chair Donald Feferman, Brett Oetting, Chair Jon Reily, Kusumakar Sooda,and Mike Culbertson Absent: 4- Luis F. Buentello, Hans Schumann, Rosie Collin, and Rick Barrera C. Public Comment There was no Public Comment. D. Approval of Minutes and Action on Absences 1. 23-0376 Approval of the Absences for the January 25th, 2023 Regular Airport Board Meeting Attachments: 2023 AIRPORT BOARD ATTENDANCE Chairman Riley called for a motion to excuse Board member LaRue and Buentello. Board member Cameron moved to excuse the absences. First Vice-chairman Feferman seconded. This Motion was approved. 2. 23-0377 Approval of the Minutes for the January 25th, 2023 Regular Airport Board Meeting Attachments: 01252023-Airport Board Minutes- Unpublished Chairman Riley called for a motion to approve the meeting minutes for the January 25th, City of Corpus Christi Page 1 Printed on 4/20/2023 Airport Board Meeting Minutes -Final February 22,2023 2023, regular Airport Board meeting. Second Vice-chairman Hicks moved to approve the meeting minutes as written. Board member Cameron seconded and the motion carried. E. New Business for Discussion and Possible Action 3. 23-0378 Presentation and Discussion on the Corpus Christi International Airport's Vision 2026 Strategic Plan Attachments: 02222023-Vision 2026 Presentation Director Smith presented the Vision 2026 Strategic Plan for the Airport. He explained the timeline, planning and key initiatives for the plan. Negotiations with the winning bidder have begun and he hopes to be able to introduce them at a future meeting. He went on to mention a few of the changes at the Airport that are included in this plan. Discussion was heard on this item. F. Staff Reports 4. 23-0379 Update on Aviation Industry Conferences - ROUTES Americas Conference/Texas Commercial Airport Association Meeting/Air Cargo Conference Attachments: 02222023-Aviation Industry Conferences Director Smith reported on the Air Cargo Conference he attended on February 12th and 13th in Nashville, Tennessee. He met with several of the 90 cargo company representatives to discuss utilizing CCIA for their business. He felt that CCIA had a huge opportunity in the cargo market to bring in new carriers. UPS and Ameriflight showed interest in CCIA. Discussion was heard on this item. He continued with a briefing on Deputy Director Miller's attendance of the Texas Commercial Airports Association's "Two Days in Austin" event. Director Smith reported that Deputy Director Miller met with several legislators to discuss aviation issues. He also reported that he will be attending the 2023 Routes Americas Conference in Chicago, Illinois, the week of March 20th. He added that the Airport has requested meetings with over 15 prospective airlines. Discussion was heard on this item. 5. 23-0380 Update on Air Service Task Force Attachments: 02222023-Air Service Task Force Update Director Smith reported that the Air Service Task Force is being re-activated. The first meeting will be held on March 1 st. He added that the two main goals for this group is to set up a new minimum revenue guarantee and to promote the "Fly Local" campaign. He invited the members to attended. Discussion was heard on this item. 7. 23-0382 Update on Airport Triennial Exercise Attachments: 02222023-Triennial 2023 Exercise Director Smith briefed the members on the annual Triennial Exercise that is to be held at the Airport onTuesday, March 7th. 2O23. Heinvited members toattend toview the exercise which will involve approximately 24 mutual aid agencies in addition to Del Mar College students that will beparticipating aainjured victims. Discussion was heard on this item. 8. 23-0{383� Procurement Report Attachments: 02222023- Procurement Rtgoji Director Smith reported that the Master Plan RFQ has been awarded and the award winner will beintroduced tothe members atafuture meeting. The Gas Station RFP should begoing out within the week. Heiahoping toget anupdate from City Hall in a couple of days. The Food and Beverage RFP is complete and interviews of the candidates will be held in March. Healso hopes tobring the award winner toafuture meeting. Discussion was heard onthis item. 9. 23-0{384� Monthly Air Service Report Attachments: 02222023-AiLService Update Director Smith presented the Air Service Report for January, 2023 to the board. He reported on the statistics regarding retainage, capacity for the U.S. and key Texas airports. He also updated the members on capacity changes for selected U.S. airports. He felt that the Airport is holding it's own. He added that Delta has added some flights in Texas which hefelt was hopeful for the Airport and the aviation industry. Discussion was heard onthis item. 10. 23-0%385i General Activity Report Attachments: Director Smith began byreporting onthe number ofenp|anennente. Hestated that the Airport iaalmost edthe level itwas in2O21. He continued on reporting on the Load Factors, the increase in freight as well as Aircraft Operations which he felt was almost back to normal numbers. Discussion was heard on this item. 11. 23®0386 Financial Report Attachments: 02222023- Financial Reports Kimberly Miller, Finance Director, presented the Financial Report to the Board for the month of January, 2023. She began by reporting on Parking Operations which showed a 23% increase from last January, as well as, up from December, 2022. She continued by reporting on the Food and Beverage Concession which showed a 51% increase from last January; but, was down 11% from December, 2022. She felt that the increase was due to the number of flight delays that occurred in December. She continued by briefing the members on the Financial Statement which indicated that revenues are on target including the landing fees which had previously not been captured. The addition reporting is due to the new reporting service, Vector Airport System, LLC. Operating Expense are at 28% which is down with Transfers and Debt Service on target. Discussion was heard on this item. G. Future Agenda Items There were no items for next month's meeting. H.
