Roll Call Roll was called and a quorum was present. Present: 7- Paul A. Cameron Jr., Hans Schumann, John LaRue, 1st Vice Chair Donald Feferman, Kusumakar Sooda, Rick Barrera,and Randall Hicks Absent: 5- Luis F. Buentello, Brett Oetting, Chair Jon Reily, Rosie Collin, and Mike Culbertson C. Public Comment No public comment was heard. D. Approval of Minutes and Action on Absences 1. 23-0548 Approval of the Absences for the February 22nd, 2023 Regular Airport Board Meeting Attachments: 2023 AIRPORT BOARD ATTENDANCE First Vice-chairman Feferman called for a motion to excuse the absences of Board members Collin, Schumann, Barrera and Buentello from the Regular February Airport Board meeting. Second Vice-chairman Hicks moved to excuse those board members. Board member LaRue seconded and the motion carried. 2. 23-0549 Approval of the Minutes for the February 22nd, 2023 Regular Airport Board Meeting Attachments: 02222023- February Airport Board Minutes-Unpublished City of Corpus Christi Page 1 Printed on 4/27/2023 Airport Board Meeting Minutes -Final March 29,2023 First Vice-chairman Feferman called for a motion to approve the minutes of the Regular February Airport Board meeting. Second Vice-chairman Hicks moved to approve the minutes as written. Board member Cameron seconded and the motion carried. E. New Business for Discussion and Possible Action 3. 23-0550 Presentation, Discussion and Possible Action to recommend City Council approve the lease with Emerald City Cargo, L.L.C. Attachments: 03292023- Emerald City Cargo Lease Deputy Director Miller informed the members of staffs successful efforts to lease the space in the terminal near baggage claim. The selected tenant for the space is Emerald City Cargo. The company is based in Wichita and currently supports Southwest Airlines' cargo operations. Emerald City Cargo has also expressed their intent to add 103 sq. ft of office space that was formerly being used by the wheelchair tenant. The term of the lease is for 24-months with three additional one-year options. Rent will be either be a monthly fixed amount or the tenant will remit a percentage of revenue. They will be functioning as a mini-shipping/mail service store with possible concierge service. This company has been a key tenant at the Airport since 2020. In the time they have been here, they have done significant improvements to the area in belly cargo in their operations for Southwest Airlines. Discussion was heard on this item. First Vice-chairman Feferman called for a motion. Second Vice-chairman Hicks move to approve this item. It was second by Board member Barrera. The motion carried. 4. 23-0551 Presentation, Discussion and Possible Action to recommend City Council approve Food, Beverage and Retail Agreement Award Attachments: 03292023- Food Beverage & Retail Concession Lease Director Smith reported the status of the Food, Beverage and Retail Concession lease. He reported that the current provider, Tailwind, has been selected. They will be hiring 35 additional employees and will be investing $1.6M in capital investment to revitalize the locations they are currently leasing at the Airport. They will also be partnering with several local businesses such as Salty Oak Barbecue, Nueces Brewing, Island Joe's Coffee & Gallery, Made in Corpus Christi, as well as, Visit Corpus Christi. They will also be building a "Just Walk Out" retail location that will operate with Amazon technology. Renderings of the proposed changes were provided to the members. Discussion was heard on this item. Second Vice-chairman Hicks moved to recommend to City Council to approve the Food, Beverage and Retail Agreement Award. Board member Barrera seconded and motion carried. 5. 23-0552 Presentation and Discussion on Board Members Touring the Commercial Self-fueling Site Deputy Director Miller polled the members for interest in touring Sterling Aviation's self-fueling facility. An email notification will be sent to all members to inform them of the details of the tour. F. Staff Reports 6. 23-0554 Airport Annual FAA Inspection Attachments: 03292023-General Updates Deputy Director Miller informed the members of the Airport's upcoming required annual inspection by the Federal Aviation Administration. This inspection is conducted over a 2-3 day period and encompasses all aspects of the Airport's regulatory compliance program. This years inspection has been scheduled for the first week in May. The inspector will be working closely with Chief Hyland, as Acting Operations Manager, and Operations staff to inspect our facility as well as review compliance documentation. Preparations are underway on the runway, record review, as well as the practical tests with Public Safety staff . A de-brief will be held in May. 7. 23-0555 FAA Security Management System Requirements Final Rule Deputy Director Miller briefed the members on the FAA's recently release of a final rule requiring certain airports to implement a safety management system within their organization. This consists of processes, procedures and organizational structuring to monitor and identify hazards, either out on the airfield or inside the facility. The purpose is to mitigate the risk associated with those hazards to create a safer environment. CCIA is one of the airports that will fall under this rule. He also added that CCIA already has a safety management system in place. It will be revised to fall in line with the FAA's new rule. 8. 23-0556 CCIA Triennial Debrief Attachments: 03292023-Triennial 2023 Exercise Debrief John Hyland, Chief of Public Safety, briefed the members on the recent Triennial Drill conducted at CCIA. He recognized the 20 federal, state and local agencies that participated in this exercise. Del Mar students also participated as crash victims and assisted with site security. Procedures covered by CCIA& the City's Emergency Plan were implemented with this drill. This drill is a simulation of an Airbus A320 aircraft with many crash victims. Total participation was approximately 300 individuals. 9. 23-0557 ROUTES Americas 2023 Conference Attachments: 03292023- ROUTES Conference Update Director Smith briefed the members on the ROUTES conference he and the Deputy Director Miller recently attended in Chicago last week. The conference consisted of three days of scheduled meetings with selected airlines that also included quality time afterwards during networking events with all other airlines. He reported on his meeting City of Corpus Christi Page 3 Printed on 4/27/2023 Airport Board Meeting Minutes -Final March 29,2023 with a new airline out of Brownsville, Texas, Avelo. This airline will be servicing Burbank, CA and Orlando, FL out of Brownsville. He added that Brownsville Airport's 7-figure incentive was the basis of this new airline servicing this airport. Avelo representatives inquired as to the CCIA's drive market and staff will be providing that information to them. Several different routes were discussed as well. He added that the meeting with JSX, the 30-passenger aircraft that flies from FBO to FBO, went well. He will be following up with them in the near future. They have also been meeting with Southern Airway Express on a regular basis to discuss the development of intra-Texas routes. Since this particular airline code-shares, he felt that this would be the most feasible airline to develop a new route. He also added that Allegiant is also interested in CCIA's international screening facilities and feels that this may develop once they finalize their negotiations with a Mexican airline. He was hopeful and felt that all the airlines they met with were very receptive. 10. 23-0558 "Run the Runway" Event Attachments: 03292023- Run the Runway Update Deputy Director Miller updated the members on the Run-the-Runway event. He informed him that the 5K would be held at CCIA on Veteran's Day, November 11th, Saturday. He also added that the event would also include a 1 K event for the children. CCIA will be partnering with the USO along with support of City Hall and Visit Corpus Christi. He asked that the members save the date and plan on supporting this event with their attendance. 11. 23-0559 Procurement Report Attachments: 03292023- Procurement Report Deputy Director Miller reported that the gas station RFP is out and closes mid-April. The pre-bid conference was held this morning. Once that contract is finalized, an RFP will be issued for the hotel complex. He continued by reporting that the Master Plan solicitation is in it's final stages. The winning bidder's proposal is with an independent third party auditor to conduct a fee evaluation on their charges to make sure it is fair and equitable. Once the auditor provides a positive evaluation, the results will be shared with the FAA and he anticipates to bring this item to the board at the April meeting. It will then go to Council in May; and, he expects the Master Plan will start in June. 12. 23-0560 Monthly Air Service Report Attachments: 03292023-Air Service Update Director Smith reported that the leakage numbers did not change from last month's report. CCIA is still down around 5% of seats from last year; however, it was higher from benchmark numbers in 2019. 13. 23-0561 General Activity Report City of Corpus Christi Page 4 Printed on 4/27/2023 Airport Board Meeting Minutes -Final March 29,2023 Attachments: 03292023-GAR- PKT Director Smith reviewed the data from the General Activity Report with the members. He noted that this report showed lower seats from last year; and, again, it showed the number of seats was higher than in 2019. 14. 23-0562 Financial Report Attachments: 03292023- Financial Reports Deputy Director Miller reported on the financials beginning with parking operations. He noted that this fiscal year's numbers were higher than last year by 30%. He pointed out that this is the 10th month in a row with over$200,000 in gross revenues even after the implementation of three-hour free parking. He continued by reporting that the food and beverage concession was also up 51% on average year after year. He continued by reporting that financials reflecting the end of the 2nd quarter are tracking above in revenue and 42% below in expenses. The increase were due to Development& Construction and Terminal Grounds/Airfield signing significant expected service agreements. 15. 23-0563 Construction Report Attachments: 03292023-CONSTRUCTION REPORT Deputy Director Miller reported on current projects at CCIA including the terminal window glazing which is on-going. The next phase will be the 2nd floor public restroom. G. Future Agenda Items There were no items presented. H. Adjournment As there was no further business, First Vice-chairman Feferman adjourned the meeting at 4:34 p.m. This meeting may be held via videoconference call pursuant to Texas Government Code § 551.127. If this meeting is held via videoconference call or other remote method of meeting, then a member of this governmental body presiding over this meeting will be physically present at the location of this meeting unless this meeting is held pursuant to Texas Government Code § 551.125 due to an emergency or other public necessity pursuant to Texas Government Code § 551.045.
