The committee for persons with disabilities is hereby established for the purpose of
carrying on a program to encourage, assist, and enable persons with disabilities to
participate in the social and economic life of the city; to achieve maximum personal
independence; to become gainfully employed; and to enjoy fully and use all public and
private facilities available within the community. (Ord. No. 24364, § 1, 2-13-2001)

23®0358 Approval of the January 04, 2023 Regular Meeting Minutes

A motion was made by Board Member Angela Brengman, seconded by Vice Chair
Melanie R. Gomez, that the Minutes be approved. The motion carried by a unanimous
vote.
G. Staff Reports
Neighborhood Services: Juan Ramirez reported on three ADA calls. First call was
located at 545 N Upper Broadway ADA parking. Staff reported there is not a work order
for this area in the next 2 years for the Engineering Department. The complaint has been
closed. Second call was located at 4818 Shopper's Way. The complaint was related to
no signage present. Conducted on site visit and confirmed the number of parking
spaces. Property was compliant with 3 accessible parking and only required 1
accessible parking spot and 1 van accessible parking spot. The complaint has been
closed. Last call was located at 2600 Ocean Drive, Cole Park. Location did not have the
proper ADA signage. Staff conducted 2 on site visits and were able to verify 149 parking
spaces at location. The current number of ADA accessible parking is 4 and 1 van
accessible. Vice chairperson, Melanie Gomez, commented on 2600 Ocean Drive
regarding if additional parking lot on the opposite side of the park was entered in the
initial parking spot survey. Staff is working with the Parks and Recreation Department to
resolve the issue on location. Staff provided an update on 6113 Saratoga Boulevard. The
ADA signage work has been completed by the property owner. The owner installed
signage and fixtures. Complaint has been closed out.
CCPD Parking Enforcement: Ricardo Rodriguez reported on the ADA Citation report.
There were 116 citations for disabled parking, 6 citations were issued for blocking
architectural design, and 91 for blocking sidewalk. Mr. Rodriguez reported there is one
officer that is assigned to just enforcing disabled parking. However, in the next couple of
months they are looking to add another officer during the whole week. Mr. Rodriguez
stated they are also asking to add one more for the blocking sidewalk calls.
H. Presentations
Alana Manrow— Director of Public Affairs & Development at South Texas Lighthouse for
the Blind /CCPD Senior Officer with the Bomb Squad, Mat Weischwill reported on the
Beeping Eggstravaganza being held on April 1, 2023, at the Texas State Aquarium.
CCPD Senior Officer, Weischwill stated the special Easter egg hunt is for the children
who are blind to visually impaired and their immediate family. Alana reported they are not
in need of volunteers but taking donations for stuffed animals and candy to fill up the

Easter baskets. Alana also reported two future events called Rubber Duck Round Up at
Water's Edge Park on July 19, 2023 and Birdies for the Blind Golf Tournament on
November 3, 2023.

Round Table Discussion
1. Closed-Caption Project— No update— pending review from Communications
Department.
2. Committee Workshop — No update.
3. Protected Bike Paths— Resolution submitted.
4. Adding Events and speaking engagements to the calendar—Angela Brengman spoke
on the air show, Buc days, superhero 5k, and truck festival. Angela will submit e-mail to
Dr. Scott.
5. Goals for 2023 discussion — PSA's and upcoming workshops.
K. New Business
23-0359 Resolution in support of the Cole Park Master Plan and Labonte Park Master
Plan being developed by the City of Corpus Christi and encouraging the City
Council to ensure that improvements to City parks increases access and
enjoyment of parks by persons with disabilities.

Resolution in support of the Cole Park Master Plan and Labonte Park Master Plan being
developed by the City of Corpus Christi and encouraging the City Council to ensure that
improvement to City parks increases access and enjoyment of parks by persons with
disabilities -The committee members recommends the City Council to ensure that park
improvements are inclusive to all through features and such a solid surface, trails, ramps
to scenic area, playground equipment, and many other park improvement be inclusive to
all abilities. Lisa oliver reported community engagement phase for Labonte Park is still
pending.
23-0360 Resolution in support of the design, funding and construction of protected bike
paths in areas of high vehicular traffic in the City of Corpus Christi,
recommending the coordination of protected bike paths on state highways or
frontage roads, and recommending that the City Council direct City staff to

pursue available resources to implement plans for protected bike paths.
