A. Call To Order
Chair Jay Gardner called the meeting to order at 5:33pm.
B. Roll Call
City Staff Leane Heldenfels called roll.
Present: 7- Chair Jay N. Gardner, William Uhlarik, Craig Thompson, Meagan Furey, Robert Corbett,
Melanie Salinas, and Charles F. Duffley
Excused: 4- Robert Pruski, Michael Pittman, Eric Evans, and Roy Coons
C. Public Comment
1. David Eckenrode (13541 Camino De Plata Ct.): Pickleball course at FBHS; 49
million people US play Pickleball; interest group able to consult on specifics.
2. Andrea Holley (13854 Topsail): Aquarius Park Adopt a Park; traffic study on Aquarius
St at multiple points along the street, traffic is too fast and new development will bring
more; cut thru for locals; add stop signs at Das Marinas, at the Park, at Flintrock, 3-way
stop at Whiterock; those stop signs should have a pedestrian activated light up on the
stop sign to warn of pedestrians; try for no more speed bumps, but add sidewalks and
bike trail around the Aquarius Park.
3. Bob Cushing (14017 N. Cabana): Commodores sand dune and stand of trees; the
Oak Mott Sanctuary at Packery Channel Park is a similar example; top 3 that County
Parks wanted are walking trails, kayak spots, community center. Difference between
ballot language and advertised description. Some past instances in other cities where
have to give bond fees back.

Nueces County (Bryan Gulley)
Bryan Gulley: update on Bob Hall Pier, update on grants for Padre Bali Park, still working
on length of stay at RV Park, on Nueces County Commissioners Court.
Melanie Salinas: what are the plans for Balli Park?
BG: still to be determined based on funds received.
3. 22-0398 Beaches & Parks Update
Darren Gurley: Lifeguards needed for Spring Break; Maintenance Building grand
opening was 2/7/23.
Dotson Lewis: can disabled veterans can get a beach permit at other locations besides
City office?
DG: send a letter to city notifying them of who needs it, what the disability is, and they'll
mail it to you if you include a stamped envelope.
Chair Jay Gardner: do you need turtle patrol employees?
DG: yes, and it pays $14/hour.
Kevin Johnson—city to make parks survey similar to Sherrill Park and to also match the
Master Plan, matching up logistics for both are being done right now, hopefully will be
soon, city pushing it forward.
4. 22-0399 Engineering & Bond Updates
North Padre Island Beach Facility (Ribbon Cutting 02/07/2023)
Park Road 22 Bridge (Ongoing site work continues, anticipated completion by May
2023)

Packery Channel Restoration (25JAN Project Completion on track to finish 4-20-23 Eng.
Services sent "Notice of Default" to contractor (Callan Marine) on 1-20-23 for failure to
keep site free from debris (sunken barge))
Packery Channel Monitoring (Survey ongoing)
Packery Channel Dredging (100% pre-final review meeting done, and AE contractor is
preparing bid documents )
Packery Channel Waterline Crossing (project still under construction. Drilling is complete
for the horizontal directional drilling, and the contractor is working on pulling the new pipe
through either this week or next week)
Bond 2018 (no change on the status)
Bond 2020
a. Beach Access Rd. No. 3 (SH 361 to Beach) (Design is in 30% review process,
coordination with TXDOT)
b. Encantada (Encantada to Nueces County Park) (Design is in 30% review process,
coordination with TXDOT)
c. Jackfish (Aquarius to Park Rd. 22) (Bid Opening in February 2023)
d. Park Rd. 22 (South Access Rd., Commodore to Jackfish) (Bid Opened in January
2023)
e. Park Rd. 22 (Compass to Park Rd. 22) (Design is in 30% review process,
coordination with TXDOT)
5. 22-0400 TIRZ#2 & Subcommittee Updates
Heather Hurlbert: City looking at finance plan and projects list.
6. 22-0402 Island ADP Committee Update
No update.
7. 23-0282 Second Causeway Resolution Update
Attachments: ISAC Second Causeway Resolution 2023
Chair Jay Gardner to bring issue forward to Chamber on Thursday; forwarded City
resolution to Todd Hunter already, trying to get it on current 10-year plan.
8. 23-0117 Erosion Plan Update
Chair Jay Gardner: last week delivered resolution to City Hall, trying to get all the City
boards and committees to sign off on it then to Council.
