Specifically, this contract amendment is related to the CQA services required during the GCCS expansion into Cell 3C at the Cefe Valenzuela Landfill (landfill). As you knowfrom our initial contract,federal New Source Performance Standards(NSPS)for Municipal Solid Waste Landfills,which are contained in NSPS 40 CFR 62,Subpart 000 (EPA Emissions Guideline Plan) and NESHAPS 40 CFR 63, Subpart AAAA require that a GCCS control landfill gas from waste at the landfill that has been in place 5 years or more if at intermediate grade, or 2 years or more at final permitted grade. Therefore, a GCCS expansion into Cell 3C must be constructed and operated by October 9, 2023 based on that cell's first waste disposal being on or after October 9, 2018. SCS has extensive experience with NSPS requirements and GCCS design. SCS provided the GCCS design and construction quality control/assurance (CQA)for the initial GCCS and expansion into Cells 1B/1C at the landfill, as well as prepared the construction plans and specifications for the proposed GCCS expansion into Cell 3C. CQA services for this type of construction requires specialty field CQA and construction-phase engineering oversight services, which SCS has performed at this landfill and numerous landfill across the United States. Our project team has also provided the City with the landfill's air permitting and compliance needs prior to the landfill commencing operation in 2007. Resumes are available upon request as well as detailed qualifications, if necessary. Our CQA services for the Cell 3C GCCS expansion are described in detail below, but generally include review of Contractor submittals, requests-for-information, and installed quantities; observation and documentation of drilling and installation of LFG extraction wells and observation, documentations, and surveying during the installation of LFG collection piping, and condensate management components; and preparation of a construction documentation report. Based on our current estimates of the magnitude and size of the GCCS expansion (i.e., header/lateral lengths, number and depth of extraction wells) and based on our experience of designing and performing CQAfor a similartype and size of system, construction of the GCCS expansion maytake up to 80 calendar days. This construction duration will result in an estimated 69 working days for the CQA technician. Our CQA services have been separated into the following tasks: • Task 1 - Pre-Construction Survey; • Task 2 - Field CQA Services; • Task 3 - Construction-Phase Engineering Services; • Task 4 - Construction Documentation Report. Our CQA team will be supervised by a professional engineer licensed in the State of Texas (Certifying Engineer) with experience in designing and performing CQA services for similar systems of size and scope. This Certifying Engineer will certify upon completion of construction that the GCCS expansion has been installed in accordance with the Bid Documents and nationally recognized industry standards. Task 1 — Pre-Construction Survey This task includes the required pre-construction survey of the proposed LFG extraction well locations. The surveyor used for this effort will be a registered professional land surveyor (RPLS) licensed in the State of Texas, and will be subcontracted and coordinated by SCS. The pre-construction survey must be performed to confirm ground surface elevations of the 21 LFG extraction wells prior to commencement of construction. This survey will be performed one (1) week prior to construction or sooner if necessary to accommodate commencement of the drilling effort. The surface elevations obtained for the well locations will be used to finalize the well schedule for the project. This pre-construction survey will be reviewed and approved by the Certifying Engineer who is a professional engineer licensed in the State of Texas. Task 2 - Field CQA Services This task includes field CQA services during the project. During construction, SCS will provide a qualified CQA Technician to be onsite daily to observe and document construction, and to verify conformance with the construction plans and specifications. The CQA technician's responsibilities during drilling and completion of extraction wells will include the following: 1. Document and observe well construction for conformance to the approved construction plans and specifications. 2. Document and observe the waste composition,temperature,and decomposition level of waste removed from the wellbore. This information will be documented on well boring logs. 3. Document and observe that proper well depths, pipe types, backfill, backfill procedures, and well pipe lengths are consistent with the construction plans and specifications. This information will be documented on well installation records. 4. Materials, layout and installation of pipe,fittings, and valves associated LFG collection system and condensate management system, including air supply, condensate forcemain, condensate sumps, and LFG collection header/lateral piping. 2. Review, observe, and document pneumatic pipe pressure testing. 3. The CQAtechnician will perform record location and elevation surveys of installed pipe,fittings, and valves and verify proper slopes and depths of piping prior to burial consistent with the construction plans and specifications. This work will be completed with GPS survey equipment. The survey equipment and CQA Technician will be capable of inversing slopes in the field to provide immediate verification of slopes to the Contractor. The survey equipment will be available for use on-site during all times that construction activities are ongoing. If field conditions require an adjustment to the well locations, piping or other materials, the Certifying Engineer will confirm what adjustments are needed, and coordinate accordingly with City and CQA Technician. During construction, the Certifying Engineer or qualified representative will review and approve collected survey data on a weekly basis. Additionally, during construction the CQA Technician will prepare daily activity reports documenting conformance with the construction plans and specifications, which will be incorporated into the construction documentation report(see Task 4). As described above, our fee estimate for this task assumes a construction schedule of up to 69 working days for construction, performed over 12 hours per day, Monday through Saturday. During this construction duration, we will have a lead CQA technician onsite for the entire duration. Also, our fees for this task includes applicable expenses for our CQA technicians, such as mobilization/demobilization, lodging/per diem, vehicle/mileage, and equipment (survey equipment). If the Contractor experiences any downtime in excess of three working days, additional mobilization/ demobilization charges may be necessary. Our fee estimate for this task is based on the following labor hours and expenses. The Design/Certifying Engineer or qualified representative thereof will perform the construction-phase engineering services, which will include the following services: • Telephone calls among the City, GCCS Contractor, and/or CQA technician to answer questions and resolve issues. • Review and respond to all GCCS Contractor submittals, requests-for-information and clarifications of construction plans and specifications. • Preparation of well boring logs and well completion records based on documented installation of LFG extraction wells. • Review and evaluate record survey data on a weekly basis. • Maintain files for correspondence, photographs, requests-for-information or clarifications,and other construction project related documentation. • Project progress meetings on a bi-weekly basis by conference call with City, Contractor, and CQA technician. Our fee estimate for this task assumes that up to 6 hours/week for the Design/Certifying Engineer or qualified representative thereof will be sufficient over the assumed project duration (11.5 weeks) to complete the construction-phase engineering services. In addition to the above construction-phase engineering services, the design/Certifying Engineer or qualified representative will attend up to four (4) onsite inspections/meetings during the project, including a pre-construction meeting, three (3) intermediate meetings/inspections; and a final inspection/walkthrough at substantial completion. Lastly, our fee estimate for this task includes laboratory testing services for the well aggregate. Site visits include up to 12 hours per visit. Task 4 - Construction Documentation Report This task will include the preparation of a construction documentation report. This report will include record drawings and surveys; including surveying of extraction wells, piping at 50-foot intervals or less for pipe inflections, fittings, and valves, and other infrastructure installed during the course of the project. The construction report will include a project overview, record survey, results of field testing, LFG extraction well boring logs and installation records, daily reports, and photographs taken during construction. A draft (electronic PDF format) of the construction report will be provided to the City within four (4) weeks of field work completion for review. Up to three (3)final hard copies for the site's records will be submitted within two (2) weeks after receiving comments. The final report will have any edits per comments from the City addressed, and will be sealed by a professional engineer licensed in the State of Texas. FEE ESTIMATE Our fees and fee basis for performing this work are tabulated in the following table. Well-defined services will be performed on a lump sum basis (Tasks 1 and 4). Time and material tasks will be performed will be invoiced consistent with our attached fee schedule (Tasks 2 and 3). TASK NO.
