Call to Order Due to the officers being elected further on the agenda, Management Services Director Pat Eldridge called the meeting to order at 2:00 p.m. II. Welcome New Board Members New Members introduced themselves: Susie Saldana who represents Everette Roy, Tracy Teague for Roland Barrera, Mariah Boone for James Klein, and Isabel Araiza for Sylvia Campos. Existing members David Gonzales for Mayor Guajardo, Joseph Kramer for Dan Suckley, and Sandy Fernandez for Michael Hunter. III. Election of New Officers Pat Eldridge opened nominations for Secretary. Susie Saldana nominated Isabel Araiza. Joseph Kramer seconded the motion. Isabel Araiza accepted the nomination which passed 7/0. Eldridge opened nomination for Vice President. Susie Saldana nominated Andrew Leeton. David Gonzales second the motion. Pat Eldridge spoke with Mr. Leeton prior to the meeting and accepted the nomination which passed 7/0. Eldridge opened nomination for President. Sandy Fernandez nominated Susie Saldana. Joseph Kramer nominated himself. With a show of hands Joseph Kramer’s nomination passed 5/7. IV. Approval of Minutes David Gonzales moved to approve the minutes for July 6, 2022. Sandy Fernandez second the motion. The motion passed 3/0. V. Committee Reports A. Report of Chief of Police i. Asst. Chief Blackmon presented the report with a highlight of spring break going well. Police manpower is targeted towards the evening. Ocean tides and cooler weather have helped reduce crowds. Since our last meeting in July of 2022 the Flour Bluff substation is up and running as a full service substation. Asst. Chief Blackmon also stated the substation will be the model moving forward for the Annaville and deep Southside substations that were approved bond projects. The police department has also broken ground on the first new Corpus Christi Police Training Academy next to Del Mar College South Campus which will encourage professionalism and academics. ii. Crime Report Deputy Chief Lerma presented the Crime Report with an overview of the division. This includes one Deputy Chief, one Captain, five Lieutenants, 47 investigators of which three are Task Force Officers who are assigned to the U.S Marshall Task Force and are responsible for almost 400 arrests beyond our city borders. Deputy Chief Lerma would like to discuss two trends that the division has focused on this year: Jugging and Auto Burglary. A total of six jugging cases in the past two months have been reported. Auto Burglary is up and 72% are victim assisted. Asst. Chief Blackmon also stated two officers will be added to the Internet Crimes Against Children Unit. iii. Narcotics Report 2 Deputy Chief Bowers presented the Narcotics Report with an overview of the division. This includes one Deputy Chief, one Captain, two Lieutenants, 23 sworn investigators, and three civilian investigators along with one volunteer and one retired officer as part time. The division also has two drone pilots who assist in safer search warrants outdoor and indoor. Deputy Chief Bowers would like to focus on fentanyl overdoses which targets younger unexperienced drug users who do not know they are ingesting it. The division has taken two pill processors which produce around 40,000 pills per day off the streets within the last year. Susie Luna-Saldana would like to know if personnel are needed in the division. A need for a civilian investigator is in the works for Fiscal Year 2023-2024. B. City Auditor Report i. No report made. C. Finance Director Report i. Alma Casas, Asst. Director of Finance presented the December 31, 2022 financials; 25% into the fiscal year. 1. Sales tax revenue is up 2.73% or $56,549 surplus over budget 2. Police Officer expenditures are at 22% 3. Police Vehicles are at 48.58% due to vehicles being ordered VI. Identify items for next agenda President Kramer would like a follow up on Spring Break crimes along with traffic reports/accidents due to major construction zones. Susie Luna-Saldana would like more information and costs on the civilian investigator for Narcotics/Vice division. Mariah Boone would like a board discussion on Crime Prevention programs in the 2023- 2024 budget. Pat Eldridge noted the schedule for Fiscal Year 2023-2024 budget. This includes three presentations with a vote in June. VII. Public Comment There was no public comment. VIII. Adjournment President Kramer adjourned meeting at 2:49. Motion was passed 7/0.
