Call to Order President Joseph Kramer called the meeting to order at 2:00 p.m. II. Approval of Minutes Member Tracy Teague noticed a correction needed regarding the nomination of Joseph Kramer which should read, “With a show of hands Joseph Kramer’s nomination passed 5/2.” President Kramer moved to approve the minutes for March 15, 2023. Member Susie Luna-Saldana second the motion. The motion passed 7/0. III. Committee Reports A. Report of Chief of Police i. Asst. Chief Blackmon presented the report with a follow up on Spring Break, which was a great success this year with no fatalities nor homicides. As for an update on traffic reports/accidents in connection with the harbor bridge construction, 439 reports were made due to fender benders and minor injuries from 2022 to present. There were four major injury accidents reported that involved an ambulance needed. Asst. Chief Blackmon would like to bring attention to the Crime Prevention programs brought up in the previous March 15, 2023, meeting. There are currently 78 police officers in the Crime Control and Prevention budget all who are trained in the philosophy of community policing. All CCPD officers are trained in community policing and that philosophy is shared throughout the department and into the community. ii. Crime Report Capt. McMenamy presented the crime report with 10 year-to-date murders compared to 16 this time last year. In hindsight of the recent two murder-suicide cases, Capt. McMenamy brought in two of the Criminal Investigation Divisions Victim Advocates. This unit provides services to victims such as Emergency Protective Orders, Crime Victims Compensation, and Counseling. The unit has assisted over 1,600 victims as of last year. iii. Narcotics Report Capt. Asbury presented the narcotics report with a few operations the division is currently working on. Recently used qualified trained minors attempting to purchase alcohol; three out of ten stores failed to properly ID. Another upcoming operation includes partnership with the Coastal Bend Medical Center and DEA in asking the community to drop off no longer needed prescribed medicines so they can safely destroy them. B. City Auditor Report i. No report made. C. Finance Director Report i. Heather Hurlbert presented the February 28, 2023, financials; 41% into the fiscal year. 1. Sales tax revenue is 43.47% of budget 2. Overall expenditures are 35.76% 3. Police Vehicles and Equipment are 67.62%. Vehicles ordered all at one time. ii. Eddie Houlihan presented the proposed budget for Fiscal Year 2023-2024. 2 1. $750,000 has been added for the new Police Training Academy building FFE (furniture, fixtures, and equipment) 2. 78 sworn police officers along with 9 police vehicle replacements 3. $35,714 increase in overtime costs 4. $10,907,508 is the proposed budget for FY 2023-2024. IV. Items Requested by Board Members for Discussion Member Mariah Boone requested more evidence-based Crime Control Prevention programs be added into the FY 2023-2024 budget. Isabel Araiza would like a more in-depth committee conversation around the different programs Boone is requesting. Susie Luna-Saldana stated a vote needs to be presented on whether these programs will fit within the proposed FY 2023-2024 budget. V. Identify Items to be Placed on Next Agenda A. Line-item list of prevention programs of the Police Department B. Scholastic research of evidence-based prevention programs C. Vote whether to retain 78 sworn officers or add prevention programs VI. Public Comment There was no public comment. VII. Adjournment President Kramer adjourned meeting at 3:18 p.m.
