Call To Order/Roll Call Chair Mejia called the meeting to order and a quorum was established with Duke Canchola and Chris Ardueser absent. B. Public Comment Bob & Elsa Cushing at 14017 North Cabana Street Patricia Markoff at 13950 Primavera Drive C. Approval of Absences: Kellie Summers A motion was made by Howard Schauer to approve the absence listed above and it was seconded by Robert McNabney. The motion passed. D. Approval of Minutes 1. 23-0090 Regular Meeting Minutes of December 14, 2022 A motion was made by Linda Lindsey to approve the minutes listed above and it was seconded by Howard Schauer. The motion passed. E. Director's Report Tyler Florence, Assistant Director of Parks and Recreation, presented this item for the record. He reported on City Council items that were approved in December/January and upcoming items to be presented on January 31, 2023; gave an update on the Sherrill Park Master Plan Service Agreement. At this time Kevin Johnson, Assistant Director of Parks and Recreation, gave a brief presentation on the upcoming Commodore Park Master Plan. He went over the park condition assessment rating which is detailed in the Parks and Recreation 10-year Master Plan along with the opportunities for improvement. He also pointed out facility/equipment and amenity guidelines. In closing, he listed preliminary action items for the consultant involving community outreach and listed some council/community recommendations for amenities. Discussion took place regarding the specific language that was used for the proposition/ballot during the recent 2022 Bond election. PRAC requested to confirm that "community center" was specifically mentioned in the proposition as there has been divided support from the community so far. City of Corpus Christi Page 1 Printed on 111712023 Parks and Recreation Advisory Meeting Minutes January 11,2023 Committee Mr. Florence gave additional updates on efforts at Salinas Park for restoring the BMX track and on how information is disseminated to the public regarding impacts to City facility closures or limited activities/services during environmental disasters. Lastly, Lisa Oliver, Community Relations & Engagement Superintendent, gave details regarding upcoming efforts providing yard signage with QR codes for park adoption/improvements. F. Unfinished Business for Discussion & Possible Action 3. 23-0010 Joint Resolution (Watershore & Beach Advisory Committee, Marina Advisory Committee, and Island Strategic Action Committee): Erosion Response Plan A motion was made by Thomas Cronnon approving the joint resolution for item "3" and it was seconded by Howard Schauer. The motion passed. 4. 23-0012 Resolution Approving the Parks and Recreation Advisory Committee's Strategic Action Plan for 2023 A motion was made by Thomas Cronnon approving the resolution for item "4" and it was seconded by Linda Lindsey. The motion passed. 5. 23-0093 Approval of the PRAC Annual Report for 2022 A motion was made by Robert McNabney to approve the 2022 PRAC Annual Report and it was seconded by Howard Schauer. The motion passed. 6. 23-0107 Addition of a Non-Voting Ex-Officio PRAC Member& Possible Amendments to Ch. 2, City Code of Ordinances Regarding Advisory Committees Defining Membership, Terms & Functions A motion was made by Thomas Cronnon to enable the CEO of Visit Corpus Christi (VCC) to appoint one representative from VCC to serve as a non-voting, ex-officio PRAC member. The motion was seconded by Hannah Husby. The motion passed with Howard Schauer voting as opposed. Thomas Cronnon suggested that the PRAC by-laws also be amended to address this recommendation. This will be added to future agenda items. Discussion commenced regarding possible amendments to Chapter 2 City Code of Ordinances regarding Advisory Committee membership, terms and functions. Thomas Cronnon suggested there be language clarifying that it is recommended that membership represent different council districts. He felt that City Council tries to reinforce a broad representation for committees and that this could support this priority. Chair Mejia suggested moving to gender-neutral language throughout this chapter allowing a chance to modernize to a more current and more accurate standard of writing. City of Corpus Christi Page 2 Printed on 111712023 Parks and Recreation Advisory Meeting Minutes January 11,2023 Committee For section 2.72, she suggested rewording language to cover everything that falls under Parks & Recreation. She felt that the current description is very focused on real property, such as buildings and grounds, but Parks & Recreation encompasses much more that doesn't fall under that description. She also suggested cleaning up the language of Sec. 2-70 since it was based on having reorganized the committee. Now that the Committee has been reorganized for quite some time, describing it in the current would be clearer. G. New Business for Discussion & Possible Action 7. Bill Witt Master Plan: Sports Commission Recommendations Chair Mejia informed the Committee that the Parks & Recreation Department will work with VCC to see if their proposals align with the park's current master plan. Howard Shauer felt that the recommendations for the park surpass what can actually fit in the park (land mass). Thomas Cronnon said he would like to know if Staff will have a long term plan to evaluate their proposals to determine feasibility. The Committee would like Staff to continually give updates on this topic. 8. 23-0128 Parks and Recreation Department Projects 2023 Thomas Cronnon asked if the PARD can report on a plan of action on how short-term goals for 2023 will be met as set by the 10-Year Master Plan. H. Committee Reports - Island Strategic Action Committee ( ISAC): Twila Stevens. She reported on much of the public comment that took place at this meeting. She informed the Committee on the upcoming ribbon cutting on February 7, 2023 for the Beach Operations Maintenance Facility. She also reported that a shoreline survey will be taking place over the next few weeks to obtain information on erosion. - Rally 4 Neighborhood Parks ( R4NP): Linda Lindsey Implementation of the campaign begins this month. A meeting will be held on January 23, 2023 at the Garden Senior Center to provide an overview and will have current adopters present. Additional meetings will be held in February and March. It is planned to have a list of parks available for adoption at these meetings. In April, two park locations will be identified for a community-wide clean up/work day. Another clean-up event is scheduled in September. I. Future Agenda Items for February 8, 2023 - Possible Amendments to PRAC By-Laws -Appointment of a PRAC Liaison for the Marina Advisory Committee J.
