Parks and Recreation Advisory Committee

Regular Meeting
A. Call To Order/Roll Call
Chair Mejia called the meeting to order and a quorum was established with Duke
Canchola and Linda Lindsey absent.
B. Public Comment: None.
C. Approval of Absences: Twila Stevens and Kellie Summers
A motion was made by Robert McNabney to approve the absences listed above and it
was seconded by Howard Schauer. The motion passed.
D. Approval of Minutes
1. 23-0374 Regular Meeting Minutest of February 8, 2023
A motion was made by Robert McNabney to approve the minutes listed above and it
was seconded by Flo East. The motion passed.
E. Director's Report
2. 23-0375 Parks & Recreation Department Updates
Robert Dodd, Director of Parks & Recreation Department (PARD), presented the
report for item "2". He gave updates on Labonte Park, Commodore Park and
upcoming events; Corpus Christi Sports Council.
F. Unfinished Business for Discussion & Possible Action
3. 23-0426 Amendments to Chapter 2, City Code of Ordinances Regarding Advisory
Committees- Defining Membership, Terms & Functions; Amendments to the Parks
& Recreation Advisory Committee Bylaws
A motion was made by Thomas Cronnon to approve the PRAC bylaw amendments as
presented and it was seconded by Flo East. The motion passed.

H. Committee Reports
Chair Mejia gave a committee report on the Bayside Area Development Plan and the
latest community outreach meeting that was held which had high attendance; the
upcoming meeting with City Staff for PRAC Strategic Action Plan efforts for
pedestrian/bicycle connectivity.
Howard Schauer gave an update on the Water Shore/Beach Advisory Committee in
which entailed in depth discussion about the Flint Hills oil spill recovery. He mentioned
there has been a high demand of permit requests for dune walkovers and there is
discussion regarding a policy for permeable surfaces to reduce flooding. He also
mentioned a rescue presentation given by Beach Operations.
Thomas Cronnon gave updates on Adopt-A-Park. They have been working with Lisa
Oliver, Community Engagement & Relations Superintendent, to streamline
expectations/process.
