Meeting Minutes
Parks and Recreation Advisory Committee
Wednesday, February 8,2023 5:30 PM City Hall,6th Floor Conference Room
A. Call To Order/Roll Call
The meeting was called to order and a quorum was established with Twila Stevens and
Kellie Summers absent.
B. Public Comment
Shirin Delsooz at 6030 Tapestry Drive regarding opportunities to improve open space
and safer bike lanes.
Bob Cushing at 14017 North Cabana Street regarding Commodore Park
C. Approval of Absences: Chris Ardueser& Duke Canchola
A motion was made by Robert McNabney to approve the absences listed above and it
was seconded by Howard Schauer. The motion passed.
D. Approval of Minutes
1. 23-0230 Regular Meeting Minutes of January 11, 2023
A motion was made by Flo East to approve the minutes listed above with a correction to
correct the spelling of"Shauer" (Item 7). The motion was seconded by Howard Schauer
and the motion passed.
E. Director's Report
2. 23-0232 Parks & Recreation Department Updates
Robert Dodd, Director of Parks and Recreation, presented this item for the record. He
reported on upcoming City Council items for February and March meetings; the reverse
alert process. He clarified the 2022 ballot language for the Parks and Recreation
Proposition B; gave information on criteria for adopt-a-park signage. Kevin Johnson,
Assistant Director of Parks and Recreation, clarified the acreage for Commodore Park
and gave updates on previous public comment concerns.
Mr. Dodd continued with a presentation regarding the community engagement plan for
the Sherrill Park Master Plan. He gave some background information about the park and
details regarding the establishment of the stakeholder group (up to 20 members).

Mr. Dodd also gave information on the timeline of events up to adoption of the master
plan. The two stakeholder meetings will be held on February 15th and 23rd at the Art
Center and all meetings are open to the public. City Council adoption is tentatively
scheduled on March 7, 2023. The Committee raised concern regarding this adoption
date as their next regularly scheduled PRAC meeting is on March 8, 2023. Staff stated
they will inform the City Manager of this conflict to accommodate the Committee.
After the presentation, the floor was opened for questions/comments from the
Committee. Howard Schauer felt that some of the selected stakeholder groups are not
suitable and expressed that this list should have been shared with the Committee prior to
public distribution. He felt that the stakeholder groups should represent veteran
perspectives. Chair Mejia asked if informational signage (QR code) could be placed at
the park regarding changes to the park and the upcoming stakeholder meetings. Linda
Lindsey asked for more social media notifications and email distributions to get this
information widely distributed. Chris Ardueser mentioned that communication is part of
the Committee's Strategic Plan and said that Committee input can be filtered through him
to assist with this process.
Lisa Oliver, Community Relations & Engagement Superintendent, stated that a
comprehensive communication plan is in place for the Sherrill Park Master Plan. She
stated that a list of specific individuals representing the stakeholder groups is currently
being finalized. For Staff responses to PRAC inquiries, Linda Lindsey added that it
would be beneficial if Staff could supply some responses two weeks prior (midway) to a
scheduled meeting PRAC meeting.
Mr. Dodd asked the Committee to select two PRAC members for the stakeholder group.
A motion was made by Linda Lindsay to elect Howard Schauer and Duke Canchola as
stakeholder representatives for the Sherrill Park Master Plan community engagement
meetings. The motion was seconded by Robert McNabney and the motion passed.
F. New Business for Discussion and Possible Action
3. 23-0229 Possible Amendments to the Parks and Recreation Advisory Committee Bylaws
Thomas Cronnon presented his proposed amendments. He pointed out the three
significant changes to the bylaws which incorporates municipal code into the bylaws for

committee membership/duties and the addition of language for the ex-officio member.
Thirdly, Article 6, Section 2: "Any amendment to the ordinances contained in and
referenced by Article 1 or Article 2 of these Bylaws by the City Council of the City of
Corpus Christi shall result in the automatic amendment of these Bylaws to incorporate
those changes."An appendix would also be added for Procedures for Naming City
Parks and Facilities. Chair Mejia recommended standard amendment language for
liaisons for Sister Committees. Action on this item will be taken for the next Committee
meeting on March 8, 2023.
G. Committee Reports
- Rally 4 Neighborhood Parks ( R4NP): Thomas Cronnon
The subcommittee held a successful public meeting in January and will hold its second
public meeting February 27, 2023 at 6 p.m. at the Garden Senior Center. Discussion
took place regarding how the application process could be expedited.
- Pedestrian & Bicycle Connectivity (PBC): Alissa Mejia
Discussion took place regarding PRAC Strategic Plan goals for better connectivity for
off-road trails/future hike/bike corridors (drainage ditches). Chair Mejia mentioned this
would be similar to the efforts made for the Schanen Hike/Bike Trail. These aspects of
the Strategic Plan for Active Mobility (MPO) have not been put to use and she felt there
have been road blocks to these efforts as it involves different City departments. She is
currently working on an easier to read map outlining these trails and a future meeting with
City Staff.
H. Future Agenda Items for March 8, 2023
- Possible Speaker/Presentation from the Construction Superintendent of Corpus Christi
Independent School District regarding public access policy to their playgrounds during
after school hours.
- PRAC Bylaw Amendments
- Commodore Park
- Ex-Officio
