The mission of the Business & Jobs Development (Type A) and B Corporations is to
promote and enhance the City of Corpus Christi's economic base by supporting
projects and programs that create primary jobs, improve small business and affordable
housing opportunities, and improve infrastructure in our City.
A. President Leah Pagan Olivarri to call the meeting to order.
President Leah Olivarri called the meeting to order at 1:30 p.m.
B. Call Roll:
City Secretary Rebecca Huerta called the roll and verified that a quorum of the Board
was present to conduct the meeting.
Present 7 - Board Member Scott Harris, President Leah Pagan Olivarri, Secretary Diana Summers,
Board Member Robert Tamez, Board Member John Valls, Vice -President Alan Wilson,
and Board Member Jesus Jimenez
C. PUBLIC COMMENT:
President Olivarri referred to Public Comment. There were no comments from the public.
D. MINUTES / EXCUSE ABSENCES
1. 23-0807 Approval of Minutes of the Type B Board April 17, 2023 Regular Meeting.
President Olivarri referred to Item 1. Mr. Valls made a motion to approve the minutes as
presented, seconded by Mr. Tamez, and passed unanimously.
President Olivarri asked if there were any requests for an excused absence. There were
none.

President Olivarri referred to Item 2. Director of Finance Heather Hurlbert presented the
financial reports as of March 31, 2023.

H. PUBLIC HEARING:
This agenda constitutes notice of any project or type of project that is the
subject of a public hearing for purposes of section 505.160 of the Texas Local
Government Code.

Texas A&M University - Corpus Christi Update on Civil & Industrial Engineering
Project
President Olivarri referred to Item 3. President and Chief Executive Officer of Texas A&M
University Corpus Christi Dr. Kelly Miller thank the Type B Board for their support and
introduced the new Dean of the College of Engineering Dr. David Ma.
Dr. Ma presented the following: Civil and Industrial Infrastructure; Educational Activities;
Research Accomplishments; Breakdown of Funds; Remaining Funds; Completion Date
for laboratory; New Faculty Addition; Curriculum and Course Development; Enrollment
Data; Graduate Data; and Matching Funds.
Board Members, Dr. Ma and Dr. Miller discussed the following topics: clarification on
what an Industrial Engineer does and why their enrollment is low; while businesses are
based in Texas, the graduates could work in other cities or states; reaching out to local
industries to inquire what field they are hiring and what skill set they are looking to hire to
prepare the students for the local job opportunities; whether Texas A&M Corpus Christi
will move into the health care field; and an update requested on the drone project.
J. EXECUTIVE DIRECTOR COMMENTS:
President Olivarri referred to the Executive Director comments. Chief Financial Officer
Constance Sanchez thanked Dr. Miller and Dr. Ma for their continued partnership with the
City of Corpus Christi.
K. ADJOURNMENT
There being no further business, President Olivarri adjourned the meeting at 2:08 p.m.
