F. Director's Report
Mr. Atwood advised in his director's report that the marina software update and payment
portal went live, and we have many hurdles to overcome. The program should work well
once all the bugs are worked out. Now that Clickpay is canceled tenants can mail in
payments, pay online, or pay in office. Future events include the dunking of the mayor to
kick off Buc Days, she is set to jump at 5:20pm on Thursday. The Buc Days airshow
takes place this weekend from 12pm-4pm. Shoreline Boulevard will close late Friday
night until after the air show on Sunday. All access to the marina will be from Water
Street.

2. 23-0772 Capital Improvement Projects Update
Mr. Atwood provided updates on Capital Improvement Projects. Bids for the replacement
of A, B, C, D, and L piers are in, but we're waiting on a recommendation from Urban
Engineering. The lowest bid is $18 million and the highest is just over $20 million. The
Coopers Alley boater's facility and haul out facility design proposals will go to City
Council on May 9th. Once it passes through council it could take 8-9 months to design
both facilities. The 100% submittal for the Peoples Street boardwalk design is in
progress. A change to Harrison's Landing's location may delay the boardwalk design.
3. 23-0615 Fuel Station RFP
H. New Business for Discussion and Possible Action
4. 23-0771 Hurricane Preparation
Currently the dock master is going through our hurricane plan, updating contact lists,
setting meetings with the restaurants in the marina to see what their plans are and getting
their updated contact information. We'll send out an email providing tenants with
checklists and safety information. Staff will perform a practice run of putting the hurricane
shutters up to make sure we have all equipment, and everyone knows what their role is.
Mr. Murray asked if there is a vessel evacuation plan. Mr. Atwood advised we put our
boat in the travel lift and park it in the Art Center parking lot. Most tenants leave their
vessels in the water, tied securely. Mr. Dunlap asked what the requirements are for
liveaboards during a storm. Mr. Atwood explained liveaboards are required to vacate
their vessels during a storm, but it doesn't always end up happening. Most decisions are
made 36 hours before landfall, as the storm develops.
5. 23-0716 Traffic Safety
Mr. Atwood reminded the committee of the public comment from the April meeting where
a tenant was dissatisfied with the traffic safety in the marina. A project with the DMD and
Better Block has brought the Streets department's attention to the Peoples Street
T-head. Mr. Atwood advised Streets to take a closer look at the amount of traffic Peoples
Street receives and requested a traffic study. The department will look into installing
speed bumps and more signage. There's a paving project scheduled for the end of the
year for Peoples Street and Lawrence Street.
6. 23-0717 Downtown Management Presentation
Ms. Mason shared a PowerPoint presentation regarding what the Downtown
Management District is and what they do. The DMD was established in 1992, with Ms.
Mason taking the lead in 2018, their vision is to create the most vibrant downtown on the
Gulf of Mexico. Five divisions help accomplish that goal: district operations,
placemaking, economic development, promotions, and organizational management. The
DMD works closely with the City and downtown business owners to improve the overall
