Upon request, this information can be available in larger print and/or in electronic format. A. Call To Order The meeting was called to order by Roland Dominguez at 12:34p.m. B. Roll Call C. Public Comment Barbara Baker expressed disappointment in the loss of Linda Stewart and strong leadership is needed. Ms. Baker asked the board to address the support of TNR programs and the stray dog problem that attack/ kill cats, charge at children. Melissa Nucete stated that she did a Public inquiry about 3 weeks ago for a map for open calls for service and has not received it yet. Ms. Nucete commented on establishing ownership via microchip and enforcing spay/neuter. Ms. Nucete expressed concern jurisdiction vs the care of an injured animal in a situation she experienced. 1. Adoption of Minutes - Regular Meeting -19 April 2023 There was a motion to approve. The motion was seconded and passed unanimously. 2. Region 11 Zoonosis Report City of Corpus Christi Page 1 Printed on 5/22/2023 Animal Care Advisory Committee Meeting Minutes May 17,2023 Dave Parrott advised that there are no positive results from mosquito training starting from 5/1/2023. 4. Monthly Shelter Report and Clinic Report Dave Parrott went over the April 2022/2023 Comparison Shelter Report. Ms. Cardenas inquired on the meaning of"Rescue" in reference to an animal leaving to "Rescue". Mr. Parrott explained it is a 5013c nonprofit agency that pulls animals from us and adopts them out/transports them mostly out of state. They have their own fosters that differ from our foster program that foster for us. 5. Update: ACS FY23 Work Plan and Strategy Development Update: ACS FY2023 Work Plan and Strategy Development— Mr. Parrott advised the board it is still ongoing, an update to the City Manager was given and the budget was due yesterday. There are 4 open positions one of them being the Director, of ACS, Ron Smith inquired on the protocol of EU when an animal has not/is not eating on its own. Mr. Parrott advised it would be the recommendation of Dr Draper and Supervisor Force and the specific situation of the animal. G. Unfinished Business 6. Discussion on if GIS map portal can be made accessible to the public. • Discussion on whether GIS map portal can be made accessible to the public- Mr. Parrott advised that Mr. Skidmore asked legal, and it is unknown if Mr. Skidmore has received a response at this time. H. New Business for Discussion and Possible Action 7. Discussion on Rescue Partner list (Instate/Out of State) • Discussion on Rescue Partners with ACS In state/Out of State- Mr. Parrott advised the board that he was unable to pull up the list at this time and will have it ready for the next meeting. 8. Discussion on Subcommittee for grant research • Discussion on Subcommittee for grant research-Mr. Dominguez he spoke with Ms. Buxton at a townhall meeting and he was advised the city helps with grants for people not pets. Ms. King advised during a prior discussion it was determined grant writing would not be for the board but for members to meet on their own to research. Ms. Cardenas advised the board of a program at the University where students may be able to assist with grant writing. 9. Discussion on expediting ACS Service Time for calls for service on pet owners that are incapacitated. City of Corpus Christi Page 2 Printed on 5/22/2023 Animal Care Advisory Committee Meeting Minutes May 17,2023 • Discussion on expediting ACS service time for calls for service on pet owners that are incapacitated- Mr. Parrott advised the board there was not a fast track process to due process. Ms. Cardenas inquired about a situation where a dog is locked in a hot vehicle. Officer Escobar and Supervisor Force explained the process of confiscating the dog and court process. I.
