3. 22-1029 Capital Improvement Projects
Mr. Atwood provided updates on Capital Improvement Projects. He advised we received
the dock construction permit and the RFP for construction bids went out the last week in
March and the bid process will take 30 days. The Coopers Alley boater's facility design
contract will tentatively go to City Council in early May. The haul out facility design
contract goes to Council on April 11th. If the design contract is approved by Council the
8-to-9-month design process begins.
H. New Business for Discussion and Possible Action
4. 23-0614 Review of Peoples St Boardwalk Design Plan
Mr. Atwood showed the board print outs of the 90% design submittal from Jacob's
Engineering for the Peoples Street Boardwalk. Renderings are still being produced, so
Mr. Atwood asked that any suggestions or concerns be emailed to him. Mr. Atwood
answered several questions from the board confirming the boardwalk will be a fixed
concrete structure, the shrimp boats will not relocate once the boardwalk is complete, it
will be used as a commercial space and for daily transients. The estimated schedule for
the boardwalk construction once the design has been approved is 9 months.
5. 23-0615 Fuel Station RFP
Mr. Broomfield requested a status update on an RFP for a new fuel station. Mr. Atwood
advised he found an RFP the marina sent out in 2012 that did not include plans for a
store. Two individuals have submitted plans for a fuel station with a store or restaurant,
but executive staff is concerned about funding and experience. Mr. Broomfield insisted
there should be a newer RFP that included a store in the marina's archives. Mr. Atwood
advised we're pushing forward to find a vendor for a fuel station, but the numbers are a
huge hurdle. Ms. Mason suggested tabling the discussion until Mr. Atwood did more
research on previous RFPs.
6. 23-0616 Downtown Development
Alyssa Mason, the director of the Downtown Management District, informed the board of
5 new projects included in the reinvestment zone funding. A Homewood Suites, 2 bars, a
