City of Corpus Christi Ethics Commission
May 16, 2023, 5:30 p.m.
City Manager’s Conference Room, 5th Floor, City Hall

1. Roll Call.

2. Invocation given by Dane Fuller
3. Public comment. (3 minutes max per speaker). Comments must be directly related to a potential item of
action by this commission. Emailed public comments will be provided to Ethics Commission if emailed at
least one day prior to meeting to kentmc@cctexas.com

4. Review and approval of minutes of prior meeting(s) and election of officers, if necessary.
Motion to count Kent Teague as present via videoconference at 4/20/23 EC meeting. Drue Jones
moved to approve, and Ed Bennett seconded.
Motion to Approve April Minutes as amended. Approved Unanimously.
5. Excused Absences.
Commissioner Claude Axel contacted Chairman Fuller before the meeting to state his intent to resign
from the Ethics Commission because of too many other demands on his time. Motion to delay
absence decision for Laura Commons. David Bendett moved to delay decision; Kent Teague seconded
(Approved 6 ayes - 1 nay).
6. Review, discussion, and possible action regarding Financial Disclosure Reports.
Motion to submit incomplete financial disclosure reports to Ethics Commission Liaison to work with
City Secretary’s Office to send out letters requesting those persons to complete their financial
disclosure forms. Ed Bennett moved to submit; Drue seconded. Approved unanimously.
7. Discussion and possible action regarding forms, policies, rules, ordinances, and laws related to the Ethics
Commission, including requested and potential changes thereto.

8. Review, discussion, and possible action regarding outstanding Ethics Complaints.
Ed Bennett moved to call a hearing before the Ethics Commission on June 22, 2023 to receive additional
testimony and evidence related to the ethics complaint filed by Robert MacQueen against City Council
Member Sylvia Campos; Kent Teague seconded the motion. Motion approved unanimously.
9. Executive Sessions pursuant to Texas Government Code § 551.071 and Texas Disciplinary Rules of
Professional Conduct Rule 1.05 to consult with attorneys concerning attorney-client privileged matters.

10. Identification of items to be placed on the next meeting's agenda.
Next Meeting will be a hearing to consider additional testimony and/or documentary evidence related
to the Robert MacQueen ethics complaint filed against Council Member Sylvia Campos. The hearing
will be held in the City Manager’s Conference Room, 5th Floor, Corpus Christi City Hall, 1201 Leopard
Street, Corpus Christi, Texas.
