REGULAR MEETING MINUTES
AIRPORT ZONING COMMISSION
(PLANNING COMMISSION)
Wednesday, July 27, 2022 Council Chambers
I. CALL TO ORDER - ROLL CALL
Chairman Dibble called the meeting to order, and a quorum was established with Commissioners
Miller and York absent.
II. PUBLIC COMMENT: None.
III. APPROVAL OF ABSENCES – October 27, 2021:
Commissioners Mandel A motion was made by Commissioner Zarghouni to approve the absences listed above and it
was seconded by Commissioner Salazar-Garza. The motion passed.
IV. APPROVAL OF AIRPORT ZONING COMMISSION (AZC) MINUTES
1. AZC Regular Meeting Minutes – October 27, 2021
A motion was made by Commissioner Zarghouni to approve the minutes listed above and it
was seconded by Vice Chairman Schroeder. The motion passed.
V. BRIEFING
2. Military Compatibility Area Overlay District (MCAOD)
Andrew Dimas, Development Services Administrator, presented item “2” for the record as shown
above. The draft ordinance was provided to the Commission for questions/discussion in
preparation for the upcoming joint public hearing with City Council on August 9, 2022. The last
briefing on this same item took place on May 4, 2022. As recommended by the Commission,
community outreach and stakeholder meetings were held in June. A meeting took place with
Flour Bluff residents (District 4) which are most impacted by this proposed ordinance. He said the
meeting was very productive and residents left with a better understanding. Points of concern
brought up at the meeting included protections for non-conformities, especially after a
catastrophic event. A community meeting was also held for residents in District 3 (Cabaniss
Field). Points of concern brought up at the meeting included schools, multi-family development
and restaurants (drive-thru/curbside only). He mentioned that supplemental information will be
provided on plats disclosing that the property is within an overlay district. He added that
stakeholder meetings took place with the Coastal Bend Home Builders Association, Chamber of
Commerce/Chamber of Commerce Infrastructure Committee, and continued discussions with the
Navay. He said Staff has reached a compromise to alleviate concerns. After Staff’s briefing, the
floor was opened for Commissioner comments/questions. Discussion took place regarding
implementation/enforcement and noise/height/lighting requirements. Lastly, Mr. Dimas informed
the Commission that the ordinance includes a provision allowing property owners, within a
MCAOD district, a 6-month period from passage of the ordinance to rezone their property (no fee)
if it is not compatible. No action was taken on this item.

There being no further business to discuss, Chairman Dibble adjourned the meeting at
7:00 p.m.
