Animal Care Advisory Committee
Wednesday,June 21,2023 12:30 PMAnimal Care Facility Conference Room,2626 Holly Rd.

A. Call To Order
The meeting was called to order by Jackie McCullough at 12:32p.m.
B. Roll Call
Present: 6- Chair Jarvis J.Amaya, Ronald Smith, Michele King, Diana Cardenas,Jackie McCollough,
and Roland Dominguez
C. Public Comment
Barbara Baker thanked Animal Care Staff for their efforts on the care of animals and
shared a event involving animal rescue that CC fire Dept and CCPD assisted with,
adding a strong relationship would be beneficial. Ms. Baker expressed anticipation for
upcoming positive changes and feels that City Council needs supportive with needed
changes. Ms. Baker feels caretakers should be sanctioned by the City and the reason the
last director left is important in moving forward.
Melissa Nucete feels the Board is not making any progress. Ms. Nucete thanked ACS for
picking up puppies she had reported but there are dogs being reported for neglect that
an ACO did not locate and wanted to know what Officer had gone out to the call.

3. 23-0583 Region 11 Zoonosis Report
Region 11 Zoonosis Report—Joel Skidmore advised there was nothing new or any
changes to report
4. 23-1004 Monthly Shelter Report and Clinic Report
Current Shelter Report and Clinic Report—Joel Skidmore went over the May 2022/2023
Comparison Shelter Report. Mr. Dominguez questioned the increase in Euthanization
numbers for cats. Mr. Skidmore explained with kitten season there is an increase in
newborn litters without the mom and also sick cats that need to be euthanized. Joel
added the breakdown is available on our Facebook page. Jarvis inquired on the
microchipping report, on which number reflected the public coming in for microchipping.
Mr. Skidmore those are listed in "Counter'.
5. 23-1005 Update: ACS FY23 Work Plan and Strategy Development

6. 23-1006 Discussion on Rescue Partner List (Instate/Out of State)
Discussion on Rescue Partner List (Instate/Out of State)-— Joel Skidmore went over the
rescue list adding if a rescue is not listed, they have not pulled animals recently. Ms.
McCollough inquired on doing research on rescue partners as a individual. Jarvis added
that is possible as a individual but if it is a group a subcommittee would be needed. Mr
Smith mentioned Spokane pulling animals in the past, Joel advised since the Director
left, they have not pulled from us.
7. 23-1007 Discussion on if GIS map portal can be made accessible to the public.
Discussion on if GIS map portal can be made accessible to the public- Joel advised the
board he has not received an answer back yet. Mr. Dominguez inquired on other
reporting methods that could be made available for research purposes. Mr. Skidmore
some detailed information would only be available via an Open Records Request.
H. New Business for Discussion and Possible Action
8. 23-1008 Discussion on Department's budget presentation to Executive Leadership

Discussion on Department's budget presentation to Executive Leadership- Joel advised
that the budge was previously presented to the board and the numbers have not
changed.
9. 23-1009 Discussion on Committee's top five priorities for upcoming budget decisions
Discussion on Committee's top five priorities for upcoming budget decisions- Joel took
the boards top 5 priorities: Campus upgrade, 4-5 Investigators, Ten Kennel Technicians,
Salary increases, Behavioral training position.
10. 23-1010 Discussion on Dangerous/Aggressive Dog Designation
Discussion on Dangerous/Aggressive Dog Designation- Joel Skidmore explained the
definition of "Dangerous" dog vs "Aggressive" and the process of deeming a dog
Dangerous/Aggressive 1/Aggressive 11 and what requirements the owner has to
follow.
11. 23-1011 Discussion on TNR Clarification
Discussion on TNR Clarification- Joel advised the board it was determined at state level
that TNR was not abandonment.
12. 23-1020 Discussion on the Volunteer Program
Discussion on Volunteer Program- Joel advised the board CCACS has 76 volunteers
and read the ACS Dept Services Memorandum for Volunteers to the board. Ms.
Cardenas suggested reaching out to the media for positive stories on CCACS
events/outreach.
13. 23-1012 Follow-up on New Facility Recommendation
Follow-up on New Facility Recommendation- Joel advised that Ms. Parker was working
on creating a letter, but she has since resigned from the Board. Ms. McCollough advised
the board she would take over and present to the board.
