A. Call To Order
The meeting was called to order by Co-Chair Jackie McCullough at 12:31 p.m.
B. Roll Call
Roll was called, and a quorum was confirmed.
Present: 4- Ronald Smith, Diana Cardenas, Jackie McCollough,and Roland Dominguez
Absent: 2- Chair Jarvis J.Amaya,and Michele King

D. Approval of Minutes and Action on Absences
1. 23-1192 Adoption of Minutes - Regular Meeting - June 21st 2023
Discussion and Approval of Minutes from June 21st 2023. There was a motion to
approve. The motion was seconded and passed unanimously

3. 23-1194 Region 11 Zoonosis Report
Joel Skidmore advised there was nothing new or any changes to report for Nueces
County.
4. 23-1195 Monthly Shelter Report and Clinic Report
Joel Skidmore went over the June 2022/2023. Mr. Smith inquired if the euthanasia
numbers were due to space. Mr. Skidmore explained that animals were not
euthanized due to space but due to length of stay, behavior reasons and public safety
issues, some were also sick and or injured. Ms. Cardenas inquired on TNR numbers,
Joel explained that these were cats that were intaken by CCACS sterilized and
released. These are different than the cats under"relocated" that are the cats Melissa
Lincoln brings in. Mr. Dominguez inquired on the microchip report. Joel explained a
new reporting process is in the works. Mr. Dominguez and Ms. Cardenas inquired on
the citation report, Mr. Skidmore explained that if the citation was not on the report, it
is due to that citation not being issued during the reported period. Ms. McCollough
inquired on the difference between the failure to spay/neuter citation versus the intact
permit that will be taking effect in October. Joel explained the failure to spay/neuter is
for dogs/cats that have been impounded and the intact permit applies to all dogs/cats
not just when they have been impounded. Ms McCollough inquired on the 6-29(A)
Microchip Registration to other animal. Mr. Skidmore explained that applies to failing
to be maintain current owner information. Mr. Skidmore introduced Mia Burbage to the
board and Ms. Burbage had a presentation for the board about a new resource for
networking our animals to rescue partners.
5. 23-1221 Update: ACS FY23 Work Plan and Strategy Development
Mr. Skidmore gave the board the tentative date of 8/3/23 when ACS will be going
before City Council for the budget.Ms. McCollough presented a letter to the board that
she has wrote to lobby for shelter improvement.
6. 23-1222 Rescue Transition
Mr. Parrott advised the board 18 citizens/350 animals were assisted thru partnerships
with PAAC/The Cattery/Gulf Coast Humane Society by being provided trolley
systems, dog houses, vet care, vaccines, and microchips thru these rescue agencies
and the subsidized funds from the city. Ms. McCollough presented a letter to the
board that she has wrote to lobby for shelter improvement.

7. 23-1196 Discussion on injectable contraceptive for felines
Discussion on injectable contraceptive- Mr. Dominguez suggested approaching the
company about a potential study in Corpus Christi. Ms. McCollough suggested that
this be the work of an induvial and not the work of the Board. Ms. Cardenas
expressed her concern that ACS officers would be taken away from current job duties
to participate in the administration of these injections. Mr. Dominguez clarified he was
not suggesting that Officers be taken away from their current job duties. Ms.
McCollough expressed her concern that there are other issues at hand that need
more attention of the board. There was a motion to table the discussion for the next
meeting.
